2. General purpose of the position
Manage the full implementation of UNHCR funded protection programme for refugees and asylum seekers in South Yemen. The programme is implemented in Bassateen (Aden), Kharaz Camp (Lahij) and Mukalla (Hadramout).
This programme provides for a comprehensive case management package for SGBV, CP and PwSN that comprises identification, counseling, cash assistance, internal and external referrals and follow-up. The activities also include support to unaccompanied and separated children (UASC), including alternative care systems, community mobilisation and social services, and self-relience activities (from TVET angle). INTERSOS is running drop-in, community and child activity centers, in addition to an internet-café.
Moreover the programme covers legal assistance and detention monitoring in 6 governorates: Taiz, Al-Dhalea, Shabwa, Lahj, Hadramout and Mahra.
3. Tasks and responsibilities
The Protection Project Manager (PM) is in charge of the implementation and the supervision of the activities of the project ensuring timely and qualitative planning, implementation, reporting and monitoring/evaluation of INTERSOS activities in compliance with sector specific SOPs, Sphere standards and good practices, code of conduct and ethical values chart.
The PM is responsible for an efficient financial management for the project in compliance with INTERSOS’ model and donor regulations, in addition to full oversight of the HR and logistics arrangement in cooperation with relevant departments.
Specifically the Protection Project Manager is responsible to:
· Plan, implement and monitor the project activities ensuring timely and quality delivery of the targets set as per approved project proposal.
· Prepare, manage and regularly update the project activities work plan and related financial plan, ensuring timely and quality implementation in compliance with the defined project strategy, as well as INTERSOS and donor guidelines.
· Train, coordinate and supervise the project national staffs, and evaluate their performance.
· Monitor continuously the progress and the quality implementation of the project activities, applying a result-based management approach.
· Prepare the project narrative and financial reports, according to INTERSOS and donor requirements.
· Ensure that all supporting documents (means of verification) and general project documents are properly filled in and filed.
· Establish and maintain collaborative relations with relevant donor officers, local authorities, local institutions, partners, project stakeholders and other organizations working in the project areas.
· Proactively participate in protection cluster meetings and other relevant working groups for South Yemen, also relevant inter-sectorial coordination meetings at national level.
· Ensure systematic information and update sharing with the INTERSOS Protection Coordinator and HoM.
4. Required profile/experience
· Education: MA in social sciences or related field
· Minimum 3 years relevant working experience in humanitarian project management with INGO, including direct financial management of project budget
· Demonstrate minimum 2 year experience in the implementation of protection programming in complex emergencies, including unconditional cash transfers and NFI distributions and prior experience in post-distribution monitoring
· Demonstrated experience in staff supervision and remote management
· Strong experience with monitoring tools and systems
· Prior experience in working in complex emergency setting, involving displacement
· Fully proficient in written and spoken English
· Arabic language skills will be considered as an asset
· Excellent analytical skills, observation and analysis capacity
· Able to ensure quick quality delivery in stressful environment
· Very strong interpersonal skills: strong communication and diplomatic skills
· Practical and problem-solver
· Excellent ability to establish inter-personal relations and good negotiation skills
· Good knowledge of MS Office (Word, Excel, Outlook) and ODK or other similar software
· Ability to deal with stress and demanding working environment
· Readiness to commit and adhere to the values, mission and vision of INTERSOS
