General context of the project
INTERSOS established its presence in Iraq in 2003 and currently operates across Salah Al Din (SAD), Erbil and Ninewa Governorates. Thematic sectors of intervention are Health, Protection and Education in Emergency (EiE), and its main offices are in Baghdad and Erbil, while the other 3 sub-offices are located in Tikrit, Hamam Al Alil, and Mosul. Specifically, in Health sector, currently INTERSOS provides comprehensive primary health care (PHC), including reproductive health (RH) care services for conflict-affected population in primary health care centers (PHCCs).
Provision of drugs and medical supplies, technical support, emergency referral, nutritional screening and disease surveillance are included in the response along with the whole package of RH services (family planning, antenatal and postnatal care, STI, breast feeding counselling, gynecological consultations). Over past years, INTERSOS have been implementing several health projects across Iraq, through Mobile Medical Teams and RH Mobile Teams as well.
The specific assigned project aims to address the humanitarian needs of the most vulnerable conflict-affected population in West Ninewa Governorate, through a specific integrated protection and health response, which will provide essential and quality life-saving services. Specifically, the project aims to improve access to curative and preventive primary health care, including sexual reproductive health, and to protection services for GBV survivors, children associated with arms groups and other vulnerable conflict affected-population in West Ninewa, through a comprehensive integrated approach. The package of health services will include: general adult and pediatric consultations, chronic disease screening, referral and treatment; Reproductive Health; Neonatal, ante/postnatal care for mothers, growth monitoring, EPI support. The full package of protection services will encompass: full case management (group or individual counseling, emergency cash assistance -ECA- for most vulnerable survivors and legal assistance if required), structured PSS activities for women and children, in PHCCs or in schools; awareness sessions and active listening in health facilities, schools and at household levels through the community workers.
General purpose of the position
Defining, coordinating and monitoring the medical activities under his/her responsibility according to INTERSOS protocols, standards and procedures in order to ensure the delivery of quality medical care for patients and their communities as well as to improve the health condition of the target population.
Main responsibilities and tasks
- Coordinating, assessing and supervising the proper functioning of the medical activities according to INTERSOS protocols, standards and procedures and through the correct compilation and analysis of medical data regarding patients health conditions
- Participating in the definition of annual planning and budget for the project and in the follow up of the programs/project. Supervising and ensuring that medical activities objectives under his/her responsibility are achieved, reporting to the technical referent any problem arising in the service
- Checking all administrative procedures related to patients’ follow-up (card filling, registers, paper exit, discharge, transfers ...) are carried out correctly and according to INTERSOS procedures
- Ensuring an efficient pharmacy management and monitoring the rational use of drugs, supervising the appropriate use of medical devices and anticipating future needs.
- Preparing the medical orders needed to implement the medical activities under his/her responsibility, and identifying and reporting to the line manager, non-medical support needs (material, infrastructure, transport, etc.)
- Coordinating and monitoring the daily working plan of the team under his/her responsibility (absent personnel, vacations, tracking leaves ...). Participating in shifts and replaces a staff if necessary
- Planning and supervising, in close coordination with the HR department, the associated processes (recruitment, training, performance evaluation, development and internal communication) of the staffs under his/her responsibility in order to improve staffs capabilities and to ensure both the sizing and the amount of knowledge required
- Participating in the monthly reports according to guidelines
Required profile and experience
Education
- Advanced university degree in medicine or other paramedical studies. Desirable specialization in Tropical Medicine or a degree in Public Health
- Essential computer literacy (word, excel and internet).
Professional Experience
- Minimum 2 years relevant work experience as Medical referent in the humanitarian sector especially in fragile and unstable environments
- Demonstrate experience with different donors’ compliance and reporting

Languages
- English. Arabic is an asset
