General context and purpose of the project

INTERSOS is a non-profit humanitarian aid organisation that works to bring assistance to people in danger, victims of natural disasters and armed conflicts. Established in 1992, its actions are based on the values of solidarity, justice, human dignity, equal rights and opportunities for all people, and respect for diversity and coexistence, paying particular attention to the most vulnerable. Based on affirming INTERSOS determination to promoting within its work the six core principles relating to sexual exploitation and abuse adopted by the IASC Member Agencies in 2002 (see Resource 1: IASC Six Core Principles Relating to Sexual Exploitation and Abuse), INTERSOS is committed to actively prevent acts of SEA by its own personnel and associates, and respond to SEA incidents that are perpetrated against its beneficiaries or other members of the community, in compliance with the Statement of Commitment on Eliminating Sexual Exploitation and Abuse by UN and Non-UN Personnel and the Minimum Operating Standards for Protection from Sexual Exploitation and Abuse by own Personnel. INTERSOS recognises its responsibility to contribute to the humanitarian community’s fight against sexual exploitation and abuse, and to fulfil this commitment in all its humanitarian response operations in order to strengthen its accountability to affected populations. INTERSOS’s PSEA policy builds on common values, principles and beliefs, and describes the steps to be taken to ensure protection from sexual exploitation and abuse.

INTERSOS Jordan is seeking a consultant to support efforts to put into practice existing internal policies and to build staff capacity related to preventing sexual exploitation and abuse (PSEA) throughout INTERSOS Jordan and its partners. This will include mainstreaming PSEA across different INTERSOS programmes, institutionalizing PSEA policies internally and within partners operations and support in creating a culture of reporting breaches of PSEA within the organization. INTERSOS Jordan seeks to improve the implementation of the existing PSEA policy on the ground by building staff capacity in PSEA, SEA management and coordination and reporting of SEA allegations.

Main responsibilities and tasks

  • Review and map INTERSOS PSEA policies and partner’s practices on PSEA, including focus group discussions with staff, and develop recommendations on issues that need to be addressed, strengthened, etc.

  • To ensure that INTERSOS Jordan has the necessary practical procedures in place for PSEA and complaints handling mechanism using INTERSOS policies and international best practices and standards.

  • Finalize INTERSOS Jordan’s action plan for PSEA and ensure sustainability of follow-up with Management.

  • To build staff capacity to understand what the PSEA Policy means, staff responsibilities and obligations related to it, and the processes and principles of reporting and handling complaints in their respective office.

  • To guide INTERSOS offices in referencing the PSEA policy and related capacities local partner assessments and capacity development plans. This includes how partner agreements and suppliers’ contracts should articulate the obligation to report any PSEA complaints and roles and responsibilities to investigate.

Proposed framework: The consultant will work closely with the PSEA focal point (s) to support in the development and implementation of the PSEA action plan, particularly coordination related to PSEA and training of staff and partners.

INTERSOS commitment involves institutionalizing SEA prevention and response across offices. This includes: SEA management and coordination; reporting of SEA allegations; response to victims/survivors (herein referred to as survivors) and witnesses of SEA, ensuring they have age-appropriate assistance and that thorough and transparent investigations into allegations are undertaken by appropriate authorities; SEA prevention and preparedness; engaging and supporting local communities; and monitoring overall PSEA response.

To fulfill this commitment, the PSEA Consultant will provide technical assistance and capacity-building support to INTERSOS and partners on PSEA.

Key outputs:

  • Develop work plan for consultancy

  • Desk review of INTERSOS PSEA global policy and existing training materials

  • Develop action plan for INTERSOS Jordan

  • Develop training materials for PSEA Focal Points and deliver ToT for FPs

  • Deliver trainings for all INTERSOS Jordan staff and implementing partners with support from trained PSEA Focal Points

  • Develop recommendations for strengthening INTERSOS Jordan’s PSEA mechanism

The consultancy will be 18 days. A tentative schedule is as follows:

Scope meetings - 1 day

Review of PSEA policy and Accountability Mechanisms - 2 days

Training material and PSEA Action Plan - 5 days

Presentation of Action Plan to Management - 1 day

Training PSEA focal point (s) and staff - 2 days (FP) / 3 days (staff)

Training report and proposed recommendations - 2 days

Follow-up plan/Action plan and final analysis and presentation - 2 days

Required profile and experience

Education

  • BS Degree in social sciences, economics, international relations, humanitarian, development etc., is required.

  • M.A. or Ph.D. in related field is preferred.

Professional Experience and Personal Requirements

  • A minimum of 6 years work experience in humanitarian affairs, development or peacekeeping and a very good understanding and experience of INGOs

  • Demonstrated experience in setting policies and effective procedures for mitigating and management the risk of SEA in INGOs operations in the countries of operation

  • Applied knowledge of gender and diversity mainstreaming principles in humanitarian programming implementation

  • Strong facilitation skills and demonstrated ability in capacity building

  • Demonstrated excellent skills in developing training curriculum in English. Arabic is desired.

  • Certified qualification in PSEA or PSEA risk mitigation including principles, procedure for reporting and complaints handling is desired

  • Degree level qualification in social sciences, psychology, gender studies, international development or related subject

  • Experience of using IASC GBV Guidelines

  • Excellent communication and coordination skills

  • Ability to be proactive, and work with minimal supervision

  • Be ready to travel to project sites in Jordan

  • Excellent interpersonal skills, be sensitive to work in a multi-cultural environment and interact directly with displacement-affected populations
