Contract duration: 6 months (renewable)
Reporting to: Head of Mission
Supervision of: Program/Project Managers, Field Managers and a number of program support staff
Dependents: As per INTERSOS policy
General context of the project
In Jordan, INTERSOS has focused its humanitarian response on supporting Syrian families displaced across urban and rural areas, as well as vulnerable host communities, with a programme that concentrates on protection and protection mainstreaming within the different sectors of intervention that compose the Country Strategy (Protection, Child Protection, Education in Emergency, WASH, Shelter and Basic Needs including Cash and Winterization Assistance).
General purpose of the position
The Programme Coordinator is expected to drive the development and quality of INTERSOS programming in Jordan, and ensure coordination within different components of the overall INTERSOS programme.
To that end, s/he ensures the monitoring of qualitative and operational aspects of the mission’s programmes. S/he guarantees the effective, efficient and qualitative implementation of all activities. S/he establishes a close technical coordination with the line ministries and other relevant stakeholders. S/he actively supports the Head of Mission to develop and respond to funding opportunities, and in representing the country programs with NGOs, UN partners, ministries and other stakeholders.
Main responsibilities and tasks
Coordinate the implementation of all programme activities and initiatives in the mission to ensure high quality and efficient delivery of programming. Basic responsibilities in this regard includes the facilitation of weekly activity planning meetings between Field Managers, Programme/Project Managers. Protection team, and other key stakeholders.
Supervise Field Managers (similar to Head of Base), including the definition of objectives, providing guidance and monitoring progress.
Supervise Programme and Project Managers, providing technical guidance and support as needed, ensuring minimum standards in project management are followed by Programme/Project Managers, and ensuring excellent coordination between Programme/Project Managers and other functions within the mission.
In coordination with the MEAL department, ensure that minimum MEAL requirements are in place for each project. While the Programme Manager does not supervise the MEAL department, he/she is expected to collaborate and coordinate effectively with this department to develop a MEAL plan for each project, including the minimum requirements for the grant (measurement of outputs and indicator outcomes/results and objectives), and any relevant added value MEAL elements.
Ensure that all projects are reaching high quality of performance through coordinating the implementation of INTERSOS standard tools and approaches.
Ensure ongoing learning on good practices and sector standards relevant to the mission projects are adapted and used by programme/project managers.
Promote collaboration and coordination across sectors to ensure integration and consistently high quality implementation of programmes.
Coordinate and ensure timely development and submission of monthly internal programme reports and any other reporting requirements, taking the lead when necessary.
Ensure all donor reports are developed and submitted on time, and are of high quality. To this end, the Programme Coordinator is expected to monitor all narrative and financial reporting requirements, and establish a work plan for each report.
Ensure that information is efficiently and effectively communicated between and among internal stakeholders across all departments
Create and promote synergies among different program elements.
In collaboration with the Head of Mission, ensure and coordinate INTERSOS representation on programmatic matters with partners, donors and different authorities in Jordan (particularly MoPIC, MOSD and MOE), including directly representing the organisation on programmatic matters. This is done in
Support the programme teams in receiving timely logistical and administrative support, including direct liaison with Logistics and Finance departments when needed.
Participate in updating the Country Strategy and suggests new operations according to needs identified in the country, and in line with INTERSOS mandate, strategies and priorities;
Provide the programme team and SMT with well-grounded advice on the evolving situation, living conditions and gaps of Syrian refugees living in hosting communities and of extremely vulnerable among the Jordanian population
In collaboration with the Head of Mission, participate in fundraising efforts through donor representation and leading (or contributing to) the development of new proposals.
Required profile and experience
Education
University degree in relevant subject or equivalent professional experience / technical qualification.
Postgraduate degree (MA or LLM) in International Humanitarian Action an asset
Professional Experience
- Ideally at least 3 years of professional experience as manager/coordinator of humanitarian projects/programmes in the humanitarian or development sector
