General context of the project
Since 2013-2014, 172,403 refugees from the Central African Republic have taken refuge in the Democratic Republic of Congo, in the provinces of South Ubangi, North Ubangi and Bas Uele. The crisis in CAR has been one of the most forgotten in 2018, both in terms of media attention and financial support, despite some 590,000 refugees still outside the country, 30% of whom reside in the DRC. Of the 172,403 Central African refugees registered by UNHCR in the three provinces in February 2019, only 35% are currently in the 5 camps (Boyabu and Mole in South Ubangi, Bili and Inke in North Ubangi and Mboti in Bas Uélé), while the remaining 112,127 are currently out of camp, increasing their vulnerability. The availability of information on the conditions, location and needs of CAR refugees outside the camps remains insufficient and the low presence of humanitarian actors active in the sites outside the camps slows down and makes more expensive the response operations and worsens the conditions of the refugees. . In addition, the presence of refugees in host communities adds to an already precarious system of services. The province of Bas Uélé is the one that between the three provinces poses more problems of accessibility, because of the road situation, and security because of the incursions of armed groups coming from the CAR (especially for Bas-Uélé).
General purpose of the position
The Country Finance Coordinator is responsible for the proper technical performance of all accounting-financial activities of the mission and its projects. In this context, he/she ensures the correct and effective management of financial resources, in accordance with the Organization procedures.
Main responsibilities and tasks
To work closely with the Head of Mission to ensure compliance with INTERSOS and donor procedures in a very challenging context which requires dynamism in order to achieve the results;
To assist with country and project accounting and coordinate administrative personnel, in a mission with implementation of activities spread among different areas in the country;
To collaborate with the Head of Mission in preparing and monitoring the country economic and financial plans;
To collaborate with the Project Managers in preparing and monitoring the projects economic and financial plans;
To assume responsibility for cash account administration, with particular focus to accounting of funds transferred and spent in field locations where a strict and constant control is challenging;
To assist with all interim and final financial reports and submit to project managers and Head of Mission for approval;
To ensure compliance with local labour laws;
Assist the Head of Mission in drafting new proposals and concept notes, in a humanitarian environment with continuous different needs raising in different locations and with regular interactions with funding agencies with short and unexpected requests of budget proposal and revisions from their side;
Any other duties not listed here, but considered necessary to the mission and as directed by the Head of Mission and Regional Finance Coordinator.
Required profile and experience
Education
- Advanced university degree in finance, business administration or other related field
Professional Experience
- Minimum of 5 years of relevant work experience in emergency and humanitarian context, including field locations.
