General context of the project

The conflict situation in the NW and SW regions created multiple problems, the main one being displacement and insecurity. In January 2019, OCHA estimated a humanitarian need in this area of 1.9M people, including 356,365 IDPs (81.5%) with unhedged shelter needs and 76.04% (317,850 IDPs) with uncovered NFI needs. Insecurity has been gaining momentum, with new departments in the South West region such as Ndian, Lebialem and Fako and the Boyo Department in the North West. Some areas such as Lebialem or Momo remain inaccessible, while access to other areas remains very volatile.

Since October 2018, INTERSOS has been implementing a protection monitoring project in 7 departments in the North-West and South-West regions, in partnership with UNHCR. This monitoring currently covers 7 departments and includes distribution of shelter kits and household NFI kits, as well as the care of people with special needs. The partnership with several national NGOs has strengthened the acceptance of INTERSOS in the area, particularly in the departments of Granny and Manyu.

General purpose of the position

The Project Manager is responsible for the coordination, implementation and monitoring of project activities in the project intervention area.

He/She will be in charge of ensuring the coherent planning and implementation of project activities, while respecting the operational planning defined in relation to the Coordination of the mission.

Due to the extreme volatility of the security situation in the area covered by the project, the Project Manager must strictly ensure the application of humanitarian principles when implementing project activities, especially the principle of "do no harm".

Main responsibilities and tasks

Project Coordination:

● Develop and Plan project activities, in collaboration with INTERSOS Coordination team and project team;

● Ensure project operational, financial and programmatic management in collaboration with project team members;

● Ensure coordination with partners and stakeholders (humanitarian actors, administrative authorities etc..), with key donors representatives and other actors in the field;

● Coordinate the project in collaboration with team members through monitoring of project activities;

● Ensure compliance with the project workplan and propose readjustments if necessary;

● Ensure the monitoring and evaluation of activities through the development and the update of monitoring tools in link with INTERSOS Coordination tools;

● Ensure the monthly submission of activity reports at Coordination Level;

● Draft the narrative and financial reports to be submitted to ECHO;

● Contribute to the monthly update of 5W to share with the cluster;

● Ensure the monthly submission of the internal activity report (including the PAT tracking tool);

● Ensure a good communication line (internal and external) both with INTERSOS Coordination Level and Project Team members;

● Report quickly and accurately any difficulties encountered in setting up the project at Coordination Level and contribute to identify solutions;

● Participate in sectoral coordination meetings at field level.

● Contribute to the security management according to established approaches and tools used in the mission

Administrative Project Management:

● Ensure proper management of project funds and budget (update project financial planning on a monthly basis);

● Monitor project expenses in collaboration with the Administrative/Finance Officer and Coordinator (Project and In-country);

● Propose Budget amendments in concertation with the Administrative/Finance Officer and Coordinator (Project and In-country);

● Liaise with the Logistics team for project purchases and supply to guarantee a correct application of INTERSOS purchases and procurements processes;

Human Resource Management:

● Contribute to the selection and the recruitment of Project National Staff as needed

● Ensure the effective and objective evaluation of staff performance every 3 months and at the end of the contract;

● Supervise and manage project team and provide (if needed) trainings in collaboration with the Coordination Level

Capitalization and knowledge management:

● Ensure best practices and experiences capitalization via data obtained within the framework of the project;

● Identify needs and propose new potential programs or activities to be implemented in the field;

● Transmit at Coordination Level all photos and videos and project activity documentations, as well as any significant information on the intervention area in line with donor and INTERSOS visibility guidelines as well as with fundraising and communication rules.

Required profile and experience

Education

● Advanced university degree in law, political science, social sciences, psychology, humanities or other relevant field.

● A first level university degree with a relevant combination of academic qualifications and experience may be accepted instead of the advanced university degree.

Professional Experience

● Minimum 4 years experience in project management in the humanitarian sector

● Excellent professional competence in the Protection sector. Knowledge of DG-ECHO project management is highly appreciated.

Professional Requirements

● Strong understanding of the Humanitarian Emergency Context;

● Capacity in working in a volatile and unsecure environment;

● Ability to work with tight deadlines, with limited supervision and under pressure;

● Strong communication skills (written and oral) strong capacity to maintain relationships and manage Team members;

● Ability to work in a team and independently;

● Knowledge of ECHO procedures and guidelines (desirable).

Languages

● English and French fluency (spoken, read, written).

● The knowledge of Italian language is highly appreciated.

● Sense of organization, management and planning;

● Excellent interpersonal skills, diplomacy and partnership approach

● Flexibility and ability to work in a difficult environment, under pressure and in an uncomfortable environment;
