2. General context of the mission
INTERSOS has been working in Yemen since the beginning of 2008, focusing on protection, WASH and livelihood for refugees, asylum seekers and migrants from the horn of Africa and responding to the instability in country providing support to IDPs and local communities.
INTERSOS is based in Sana’a, Aden, Kharaz camp (Laji governorate).
Recent conflict in Yemen has escalated significantly since March, when clashes between Houthi fighters and other parties intensified, mainly in the southern regions. As a result, the conflict is now affecting 20 out of Yemen’s 22 governorates, has killed over 2,000 people and injured more than 7,500.
UN and NGOs surveys now indicate that over one million people have been internally displaced, while thousands of others are trapped by the fighting, unable to flee to safety. An estimated 250,000 refugees and one million migrants – mostly Somalis and Ethiopians – are currently living in precarious conditions in camps, receptions centers or poverty stricken urban areas across Yemen.
Civilian infrastructure continues to be targeted by parties to the conflict. Eleven medical facilities, including six hospitals and medical personnel have also come under attack since March, with four medics killed and six injured to date. More than ten ambulances have been commandeered by militias. A further 86 schools have been hit, and 60 schools have been occupied by armed groups. Directing attacks against civilians and civilian objects is a serious violation of international humanitarian law.
The current escalation is unfolding in a situation characterized by long-term vulnerability and food insecurity throughout the country, now aggravating existing vulnerabilities and putting larger parts of the population at risk. National capacity to respond is extremely limited.
Relief efforts on behalf of the international community are ongoing, strained by a lack of access into and within the country due to insecurity and shortages of fuel.
In consideration of the current humanitarian crisis in the country, INTERSOS considers as a priority to expand its intervention in order to include new vulnerable categories, mainly those affected by the instability in different sectors, from NFIs distribution, health to WASH, nutrition etc.
3. Tasks and responsibilities
The Country Programme and Accountability Coordinator specifically is responsible to:
Strategy development:
- Support the development of the new INTERSOS country strategy 2016-2017 and an operational action plan and support structure.
Development and management of INTERSOS’ programmes
Provide leadership and support to the INTERSOS programme team.
Leading role in the development of a country strategy and programme designs.
Leading role in the development and management of a multi-sector and holistic resilience programme and ensure strong coordination between the different sub-offices, programme sectors and Project Managers.
Define partnership strategy with national counterparts (CBOs, NGOs, local authorities, different line ministries, etc.).
Ensure the elaboration of proposals in Livelihood and Social Cohesion, integrated in INTERSOS country protection programme and participate to the fundraising efforts.
Input into the fundraising strategy, and coordination of fundraising opportunities alongside and supported by the Head of Mission.
Ensure that programmes are implemented in a consultative, participative, and transparent and gender sensitive way.
Ensure INTERSOS representation in appropriate external programmatic forums/working groups and clusters.
Ensure active participation of INTERSOS partners in all steps of the Programme Cycle Management and strengthening partners’ capacities in pre-identified areas; including community participation.
Driving improvements in programme quality:
Monitor and evaluate programme work to maintain and/or improve the quality, incorporating learning in the programme and ensuring achievement of desired impact.
Initiate research on specific thematic aiming at building evidence for quality proposal development (assessment), programme delivery (monitoring/evaluation materials processing) and on change processes putting the affected population at the center of the research (learning) and when possible evidences to feed joint leverage-advocacy efforts (INGO forum or at Cluster level).
Accountability: Assessment, Monitoring, Evaluation and Learning
Test INTERSOS programming against HAP Accountability Benchmarks (eventually Core Humanitarian Standards – under development) and promote a proactive integration of the benchmarks throughout the different phases of the project cycle.
Promote beneficiary/affected population centered approach.
Ensure each project of INTERSOS is regularly reviewing frameworks and monitoring results against set indicators.
Supporting teams in capacity building on Accountability/AMEL.
Ensure external evaluations which are programmed and budgeted are executed, and information found is used for internal lessons learnt, donor reporting and proposals.
Ensure proper follow up of monitoring results, sharing relevant results to senior management and having overall strategic awareness of programme impacts.
Work with team to develop innovative ways to increase programme quality including technology based tools, developing effective communication strategies and accountability mechanisms for community feedback (e.g. effective complaint mechanisms).
As a transversal approach and indirect outcome: building effective programme teams:
Leading role in reflection on collaborative ways of working within the team and with other teams, and role modelling these behaviors.
Helping individuals and the team to achieve objectives through day-to-day support, monthly face to face meetings, regular team meetings, which include discussions of progress against objectives, giving feedback, challenges and encouragement.
Supporting personal and career development of direct reports (and the team as a whole).
Ensuring a secure, safe and healthy working environment.
Guide internal capacity building efforts for INTERSOS teams on Accountability/AMEL tools (generic).
Develop and ensure capacity building for an effective transition toward increase nationalization of management positions.
4. Required profile/experience
Education: MA in social sciences or related field.
Minimum 5 years relevant working experience in humanitarian project management with INGO, including direct financial management of project budget and implementation of multi-sectoral programming in complex emergencies, including protection, health and livelihoods.
Demonstrated experience in staff supervision and remote management.
Strong experience with monitoring and accountability tools and systems, including set-up and management of reporting/complaints mechanisms.
Prior experience in working in complex emergency setting, involving displacement and armed conflict.
Strong experience in working with communities.
Fully proficient in written and spoken English.
Arabic language skills will be considered as an asset.
Good knowledge of MS Office (Word, Excel, Outlook) and other relevant software.
