INTERSOS, in the framework of its activities in Iraq, is currently selecting candidates for the following position.
1. Terms of reference
Job title: Country Finance Officer
Location: Erbil with missions to Baghdad and other Iraqi Governorates, as necessary.
Reporting to: Regional Finance Officer
Starting date: September 2016
Duration of contract: 1 year
2. Tasks and responsibilities
The Finance Officer is responsible for the administration and financial management of the country and its projects. He/she ensures the correct and effective management of financial resources, in accordance with the organization procedures and Administrative Director guidelines. Specifically he/she is responsible for:
· Safe and bank account management: ensures the correct management of the safes and the bank accounts, performing cash and bank reconciliations on a monthly basis,
· Accountancy management: ensures the correct project accountancy and all accountancy documents filing,
· Expense planning and monitoring: ensure, in collaboration with the Project Mangers and the Head of Mission, the economic-financial performance of the Project: financial forecast, expenditures projections, final balance,
· Funds Management: ensure that projects expenditures are reasonable, allocable, prudent and spend in accordance with INTERSOS and donors Procedures.
· Financial Reporting: prepare all Interim and final financial reports according to the donors (UNHCR, UNICEF, Italian Cooperation, OCHA) guidelines and schedule, and submit them to the HOM and Regional Finance Officer for approval,
· Contract and administrative documents: prepare, in collaboration with the Project Managers and the Head of Mission, all the contracts and project documents (lease agreement, service contracts, staff contracts exc...),
· Budget preparation: Support the Head of Mission and Project Managers in budget preparation as well as proposals development, budget revisions exc...,
· Staff management: plans the work, supervises, and collaborate to train the staff of the project’s accounting-administrative area upon request by the Head of Mission.
· HR: Supervise and monitor the preparation of the pay slips and of the monthly payments of salaries and ensure compliance with national labor law, including deduction and payment of salary taxes,
· Procurement: provide technical supervision to the procurement process and ensure the respect of INTERSOS and donor procurement procedures,
· Audit: manage, in collaboration with the Project Managers and the Head of Mission, all the project audits and donors verifications. He ensure the correct filing of all administrative documents (invoices, staff contracts, procurement procedures exc..)
3. Required profile/experience
- Master’s degree in Business and Administration or similar studies
- At least 3 year experience as administrator for an NGO.
- Educational background in finance and administration.
- Good knowledge of the administrative procedure of international donors - mainly UN and ECHO Systems -
- Good knowledge of spoken and written English is necessary.
- Knowledge of Italian language will be considered a plus.
- comfortable with computer use and with the main software for administration system.
- problem solving and organizational capabilities.
- Availability to move often through the Area of competence.
