General context of the project

On 17 and 18 December 2019, the first Global Refugee Forum (GRF) took place in Geneva, co-convened by UNHCR, Costa Rica, Ethiopia, Germany, Pakistan, Turkey and Switzerland. The GRF was the largest-ever gathering on refugee matters, building on months of consultations and bringing together some 3,000 participants, including States, the private sector, civil society, faith-based organisations, sports entities, humanitarian organizations, development actors and academia. One of the key outcomes of the GRF were some 1,400 pledges made by stakeholders, including Member States and NGOs.

INTERSOS made three pledges, two focused on developing a research paper that would capture lessons learnt on i. Protection Monitoring; ii. Provision of legal aid in humanitarian settings, and iii) commitment to enhancement of protection of individuals and communities being subjected to extreme exclusion.

In 2020, INTERSOS plans to conduct lessons learnt on provision of legal aid in humanitarian settings.

General purpose of the position

The consultant will design a research paper providing operational learning from INTERSOS work on legal and protection assistance in diverse operational contexts, targeting different groups and individuals impacted by situations of conflict or natural disasters.

Specifically the research will:

  • Provide an in-depth understanding of what does legal assistance in humanitarian settings entail, including on legal assistance, legal counselling, and legal representation, as well as on understanding of criteria for assistance
  • Provide lessons and learning from different operational contexts that could help inform such assistance by INTERSOS and external organisations
  • Provide an analysis of the importance of different types of legal assistance to vulnerable communities, especially those that are forcibly displaced and provide clear linkages to the rationale for such assistance (e.g. access to humanitarian aid, etc)
  • Provide comprehensive analysis of main challenges to successful legal assistance work, outlining key mitigation measures that should be employed in overcoming them.

Main responsibilities and tasks

  • Desk based review of internal documents and reports, as well as tools used by INTERSOS in legal assistance work
  • Interviews with key protection staff and heads of missions in different contexts to better understand specific legal challenges and ways to address them
  • Drafting of report in line with the format and content agreed with INTERSOS key staff that captures learning, case studies, challenges and mitigation measures, as well as conclusions and recommendations

Required profile and experience

Education

  • Legal background preferred

Professional Experience

  • 5-10 years of experience with humanitarian assistance, preferably with strong background on protection

Professional Requirements

  • Proven record in research and analytical thinking, with good understanding of research methodologies (with examples of written research conducted)

Languages

  • Fluent in English and French
