1. Terms of reference

Job title: Project Manager Protection and WASH

Location: Sana’a, (Yemen) with field missions to Ibb

Reporting to: Head of Mission

Starting date: October 2016

Duration of contract: 12 months

2. General context of the project

The project aims to promote the protection and WASH conditions of conflict affected people in Ibb, in particular in the districts of Dhi Al-Sufal and Al-Sayyani.

The project provides for an integrated program where protection activities integrate attention for access to improved WASH conditions for conflict affected communities, while the WASH activities will have a very high level of protection mainstreaming integrated.

The program will further be complementary and integrated with a health-nutrition project running mobile clinics and support to referral health centers in the targeted area (separate funding source).

3. Tasks and responsibilities

The Project Manager (PM) is in charge of the implementation and the supervision of the activities of the project ensuring timely and qualitative planning, implementation, reporting and monitoring/evaluation of INTERSOS activities in compliance with sector specific SOPs, Sphere standards and good practices, code of conduct and ethical values chart.

The PM is responsible for an efficient financial management for the project in compliance with INTERSOS’ model and donor regulations, in addition to full oversight of the HR and logistics arrangement in cooperation with relevant departments.

More specifically:

  • Team recruitment, liaise with admin-fin department to secure up to date HR files

  • Prepare and organize training for community health volunteers and mobile clinic teams

  • Project kick-off and presentation/sharing of project with teams

  • Review and prepare a detailed activities plan with team

  • Agree and establish clear reporting and communication lines

  • Verification on the targeting of beneficiaries

  • Ensure sector SOPs and guidelines are properly applied and adhered to

  • Permanent on-job coaching of teams to work on quality in delivery

  • Ensure security assessment for teams’ daily movement and report incidents/concerns in a pro-active manner to the Head of Mission and Security Focal point

  • Prepare, monitor and implement financial and procurement plan.

  • Ensure monitoring and verification for the targeting of beneficiaries.

  • Applying a result-based management approach, monitor the project outcomes, in addition to the outputs and activities, including changes at the household and community level achieved through the project.

  • Attend the relevant cluster meetings and ensure timely reporting of highlights to HoM.

  • Ensure regular updates to donor representatives.

4. Required profile/experience

  • Education: MA in social sciences or related field.

  • At least 2 years of direct professional experience working as a technical expert in the area of protection – ideally combined with combined experience in WASH sector, including financial management responsibilities.

  • Prior work experience in Middle East region highly desirable.

  • Demonstrate minimum 2 year experience in the implementation of multi-sector humanitarian programming in complex emergencies, including protection services and/or WASH assistance.

  • Prior experience in working in complex emergency setting, involving internal displacement.

  • Demonstrated experience in staff supervision and remote management with a solid personal background.

  • Strong experience with monitoring tools and systems

  • Excellent communication, leadership and negotiation skills.

  • Excellent analytical skills, observation and analysis capacity.

  • Able to ensure quick quality delivery in stressful environment

  • Ability to deal with stress and demanding working environment

  • Able to work effectively in the overall management of a project, even in conflict contexts with a remote management approach

  • Readiness to commit and adhere to the values, mission and vision of INTERSOS

  • Fully proficient in written and spoken English.

  • Arabic language skills will be considered as an asset.

  • Good knowledge of MS Office (Word, Excel, Outlook) and other relevant software.
