Protection Coordinator - Lebanon (National Position)

Job Title : Protection Coordinator

Reports to : Hierarchical to Head of Mission and technical to Senior Protection Advisor

Manage : Technically the Protection Managers.

Duty Station : Beirut with regular field visits.

Position Type : Full Time

Contract Duration: 12 months (From 01/01/2021 till 31/12/2021) renewable based on performance and availability of funds

Salary Range: 2500 to 3000 USD

Job Purpose:

The Protection coordinator is responsible for overall protection leadership, coordination and technical support to maintain and expand Protection programming in Lebanon.

Generic Duties:

  1. To contribute to the definition of the protection strategy for INTERSOS mission

  2. Responsible for the appropriateness and quality of protection interventions.

  3. Represent INTERSOS before protection authorities and guarantee constant presence and active participation to the protection coordination fora (clusters meetings, other technical coordination meetings) and keep regular contact with other counterparts.

  4. Build the capacity, coordinate and supervise protection team

  5. Provide support to the HOM and program coordinator on drafting new projects and budget preparation

  6. Provide technical guidelines and support to PM for donors reporting

  7. Refer to Functional Supervisor in HQ for technical support and advices

Specific Duties:

(Any additional task strictly related to the role and necessary for the implementation of the activities.)

1. To contribute to the definition of the protection strategy for INTERSOS mission

a. Provide analysis of the protection situation of the country

b. Provide support to the development of potential assessments in new thematic and/or geographical areas, in order to expand the protection portfolio

c. Lead the definition of the protection programming strategy for INTERSOS

d. Support the Programme Coordinator and the HoM to design a Lebanon Country Strategy.

e. Support the design of potential funding opportunities for Protection programming

2. Responsible for the appropriateness and quality of protection interventions

a. Provide a clear support and supervision and mentoring of the Protection team through regular field visits, meetings with the staff and the line managers.

b. Ensure that the services provided in the different projects adhere to best practices and global standards.

c. Supervise the technical support of the projects, in coordination with other technical protection staff

d. Support the integration of the Protection Programming with the other sectors, including Wash, Livelihood, Education, Basic Assistance.

3. Represent INTERSOS before authorities and guarantee constant presence and active participation to the protection coordination fora (clusters meetings, other technical coordination meetings) and keep regular contact with other counterparts.

a. Establish and maintain collaborative relations with relevant donors, local authorities, partners, project stakeholders and other organizations working in the project areas.

b. Proactively engaging with donors, international NGO and other actors participating at sectorial coordination meetings.

c. Maintaining productive working relationships with Protection, GBV and CPiE Working Groups at the national and field level.

d. Ensuring the participation of INTERSOS to relevant Working Groups and Task Forces (responsibilities can be delegated)

e. Briefing all protection staff on discussions held during working groups.

f. Organizing the internal protection meetings on a monthly basis.

g. Developing strategic partnerships with local organizations, wherever possible.

4. Coordinate, supervise and build the capacity protection team

a. In collaboration with HR and Project Managers, support the recruitment of protection staff

b. Build the capacities the key Protection staff through comprehensive need assessment and training plan

c. Take part in the evaluation of the protection staff, meaning: legal adviser, and a part of the PO, in collaboration with the PM.

d. Organize training and identify capacity building for the national and international staff.

e. Organize a monthly internal working group with all the key Protection staff of the mission.

5. Provide support to the HOM and program coordinator on drafting new projects and budget preparation

a. Monitor the arising needs in the country and the funding opportunities

b. Under the programme coordinator, contributes to the project design (assessment, partnership, writing, budget…) and is the referent for the technical components

c. Contribute to the proposal and reporting writing

6. Provide technical guidelines and support to PM

a. Provide direction to staff in the implementation of the work planning, targets, challenges, relative to the Protection component

b. Support the Project Staff in the planning and the monitoring of the achievement of the activities, deliverables. Works with the PM on corrective measures.

c. With the support of the Programme Coordinator, provide feedbacks on the monthly monitoring tool (PAT) to PMs, notably on the technical part.

d. Support the Project staff in producing high quality donor report (in their protection sections)

7. Refer to Functional Supervisor in HQ for technical support and advices

8. Fulfiling other duties and responsibilities of similar level as needed.

Education:

  • Master degree in Refugee law, International Human Rights Law, Forced Migration and Refugee Studies, Gender studies or other relevant major to the position.

Competencies: (Knowledge, Skills & Abilities)

Professional Competencies:

  • At least 5 years in humanitarian assistance and 2 years of international relief and emergency experience in Coordination or Advisor Position,

  • Experience in conflict/post-conflict contexts, with experience in supporting emergency responses, access and security analysis and management

  • Good expertise in protection, with a focus on CP/SGBV

  • Ability to set high standards for quality of work and quick adaptability and flexibility in stressful environment

  • Ability to manage human, technical, administrative and financial resources.

  • Facilitating and encouraging open communication in the team, communicating effectively.

  • Previous achievement in Project Proposal Writing.

  • Perfect knowledge of all the phases of the PCM.

  • Ability to work in partnership with local organizations and under stressful conditions.

  • MS. Proficiency (word, excel, etc.)
