1. Terms of reference

Job title: Project Manager Education

Location: The post holder will be based in Erbil and Tikrit, with regular visits to the project locations in Ninewa and Salah Al Din Governorate depending on the security situation, as well as ad hoc missions to other Iraqi Governorates, if necessary.

Starting date: November 2016

Duration of contract: 8 months

2. General context of the mission

Since the end of 2013, INTERSOS is operating in Iraq providing assistance to Syrian refugees living in camps in Dohuk and Erbil governorates and since 2014 implements education projects to refugee and IDP school age children both in and out of camps, supporting formal and non-formal education through catch-up classes, refreshing course, psycho social supports and recreational activities.

INTERSOS is currently implementing three educational projects in Erbil Governorate, with the goal to facilitate access to education for refugee Out of school Children and youth living in urban areas as well as a child protection and education integrated project in Kirkuk Governorate with the goal to increase access to child protection assistance and education in emergency response.

Based on the analysis of the current situation and the experience in Education Programs in Iraq and other countries, INTERSOS intends to extend its education program to contribute towards enhancing access to quality education that incorporate child protection issues, increasing access to safe and protected educational environment for girls and boys, across Salah al-din and Ninewa Governorate. These areas are currently concerned by prolonged displacement and, with the intensification of the military operations in Mosul, it is expected that a high number of critically at risk people will be in need of specific assistance.

3. Tasks and responsibilities

The Project Manager is in charge of the management and supervision of the project activities and services, ensuring timely and quality implementation and monitoring in compliance with relevant Standard Operating Procedures, INEE Minimum Standards, Good Practices in Education in Emergency Responses, International Principles and Guidelines, INTERSOS Fundamental Charter and Code of Ethics.

Main responsibilities:

· Planning, coordinating, monitoring and evaluating the implementation of the project, including education activities for children, adolescents and youths, ensuring timely and quality delivery of the targets set as per approved project's proposal.

· Building the capacity, coordinating and supervising the education staffs, providing ad hoc training sessions and continuous on-the-job coaching.

· Develop regular reports including the Project Appraisal Tool, ensuring accurate data collection.

· Maintaining relations pertaining to the project with donors, local authorities, government institutions, partners, key stakeholders, and other relevant actors at the national, regional, governorate and field level.

More specifically:

· Procuring all equipment, supplies and materials, as well as works and services, required to implement the project activities, ensuring cost efficiency and accountability in compliance with INTERSOS and donor regulations and procedures.

· Elaborate and/or contextualize already available support tools to monitor and evaluate the project activities, as well as to collect feedback and complaints from beneficiaries and target populations at large.

· Undertake field visits to the project locations as needed to continuously monitor the progress and the quality implementation of the project activities.

· Continuously assess, analyze and evaluate the impact of the project activities and inform the Education Coordinator.

· Report in a timely manner to the Head of Mission and Education Coordinator any eventual challenges or delays faced, loss or damage occurred, fraud or misuse detected.

· Work closely with INTERSOS team to ensure the integration of the education project with the other sectors of intervention.

4. Required profile/experience

· Advanced University Degree in Education or Social Science related fields such as Pedagogy, Psychology, Political Science, International Relations, International Development Cooperation, Sociology or similar subjects. A first level university degree with a relevant combination of academic qualifications and experience may be accepted in lieu of the advanced university degree.

· At least 3 years of professional work experience in management/coordination of education-related activities and services in humanitarian and/or development contexts, including at least 1 year in emergency settings.

· Ability to set high standards for quality of work.

· Ability to administrate funds, logistics and human resources.

· Ability to develop and maintain collaborative relationships.

· Ability to analyze and integrate quantitative and qualitative information from a wide range of sources.

· Ability to propose innovative approaches and cost effective solutions.

· In-depth knowledge of EiE, as well as CP and PSS, fundamental concepts and principles.

· Good communication skills, both oral and written.

· Mastery of IT tools (MS Office package, internet, e-mail, etc.).

· Previous experience in designing and coordinating education in emergency interventions with large staff teams.

· Previous experience in designing and conducting education in emergency training programmes with a variety of stakeholders.

· Proficient knowledge of English is required.

· Knowledge of Arabic is an asset.
