1. Terms of reference

Job title: Programme Manager

Location: Amman, with constant presence in the field (Irbid, Karak and Ma’an Governorates)

Reporting to: Head of Mission

Starting date: 01/11/2016

Duration of contract: 10 months

2. General context of the project

The project “Leveraging protection monitoring and emergency cash to overcome the legal challenges of extremely vulnerable Syrian refugees in Jordan, and the challenges related to harsh weather conditions of extremely vulnerable Syrian and Jordanian households (HHs)” aims to contribute towards enhancing protection and promoting safety in a dignified manner for extremely vulnerable Syrian refugees in Jordan.

This has to be achieved through improved access to documentation/registration, and provision of adequate resources to mitigate the impact of winter harsh conditions.

The project is to be implemented over a period of twelve (12) months: For the first component, the guiding strategy will combine collection, analysis and dissemination of relevant information; direct support of identified cases through unconditional cash assistance and case management.

For the second one, winterization cash assistance represents the core component, while in-kind winter items and emergency assistance are foreseen in specific settings. The project is implemented by a consortium formed by INTERSOS (leading agency) and ICMC.

3. Tasks and responsibilities

The Programme Manager is responsible for the timely, quality and effective implementation of the activities, as well as of the achievement of the expected results:

· Guarantee overall coordination and supervision of the project

· Prepare, approve and supervise the planning and design of project activities

· Guarantee correct implementation and timely follow up of all the activities foreseen under the project and a proper financial management of the action, making sure that activities and costs are documented, justified and therefore checkable

· Define all the operating processes required to ensure a proper management of the project and of the consortium (roles, procedures, decision making and operating processes, working methodologies), ensuring that they are in accordance with INTERSOS procedures and policies;

· Supervise the activities implemented by members of the consortium, and guarantee that they are in line with the procedures established by bilateral Memorandum of Understandings (MoUs)

· Ensure proper coordination of the consortium members through regular meetings

· Guarantee proper flow of information between INTERSOS and the other member of the consortium, and ensure partner is duly reporting to INTERSOS, as per agreed standards;

· Ensure overall respect of INTERSOS Model, which defines the principles of legitimacy and correctness, segregation of duties, traceability, accountability and control in the performance of duties.

· Prepare, verify and approve all required narrative and financial reports, and to support the HoM in ensuring that reports are completed in accordance with deadlines and compliance requirements;

· Support the HoM in maintaining constant relations with the donor and other stakeholders at National and at Governorate level.

· Represent INTERSOS and the consortium in relevant working groups, task forces and coordination fora at National Level, and supervise the representation of INTERSOS and the consortium in coordination fora at local, and governorate level, according to the “Intersos Representation plan” approved by the INTERSOS Jordan Mission Senior Management Team (SMT);

· Ensure adequate INTERSOS representation during partner and donor visit related to the action

· Support the Head of Mission in liaising with the Communication sector (HQ), providing reports, documentation etc.

4. Required profile/experience

· University degree in relevant subject or equivalent professional experience / technical qualification.

· Postgraduate degree (MA or LLM) in International Humanitarian Action an asset

· At least 3 years experience in Program Coordination or in coordination of emergency response actions.

· At least 2 years’ experience in project design and development in particular with UN donors

· Knowledge of the main Institutional donors procedures and guidelines.

· Strong skills in networking with partners and donor liaison

Technical competencies:

· Experience in supervising teams mainly composed by national staff

· Advanced project management skills

· Able to gather and critically analyse data, gaps and trends related with a focus on protection concerns.

Behavioral competencies:

· Problem solver, dynamic, mature;

· Confidently able to deal with authorities and donors

· Pro-active approach to work;

· Able to work independently as well as being a strong team player

· Flexibility, capacity of managing stress, good diplomatic skills

· Ability to integrate and work well within multiethnic and multicultural teams

Languages:

· Fluency in English with excellent verbal and written communication skills

· Italian and Arabic are an asset
