2. Tasks and responsibilities
The Emergency Coordinator is The Non-Food Items, Emergency Shelter and Water, Sanitation and Hygiene (NFI/ES/WASH) Coordinator will assist the Head of Mission with the NFI/ES/WASH country program development and management in accordance with INTERSOS country strategies, plans and policies.
Is responsible of:
· lead in strategic development of NFI/ES/WASH activities within INTERSOS South Sudan, which will be based on humanitarian context/ needs analysis and closely coordinate and aligned with strategies of Shelter/NFI Cluster, WASH Cluster and other relevant humanitarian actors
· prepare draft logical framework, proposals, budget and other necessary proposal packages for South Sudan Humanitarian Fund and other relevant potential donors;
Coordinate
· ensure appropriate representation of INTERSOS NFI unit and WASH unit in coordination mechanism in Juba, including Strategic Advisory Group, Peer Review Team meeting as part of SSHF process and Humanitarian Updates provided by OCHA
· support Project Managers, State Focal Points (SFPs) of Jonglei and Eastern Equatoria states for Shelter/NFI Cluster, SFP of Western Equatoria State for WASH Cluster, and other relevant staffs, in order to ensure effective coordination among Shelter, NFI and WASH actors inside above-mentioned three states, including compilation of stock reports, appropriate endorsement of Common Pipeline Request from partners, and organization for monthly state level Cluster meetings
· effectively coordinate with other Program Coordinators/ Project Managers within INTERSOS South Sudan mission, especially but not limited to projects which have both NFI/ES/WASH and other components, to create positive synergy of project output so that the project can effectively achieve overall project objective
Monitoring, and ensuring quality, of project implementation
· supervise project managers and other NFI/ES/WASH staffs for smooth and accurate implementation of NFI/ES/WASH projects in South Sudan, particularly in mind of appropriate documentation recording (including stock reports, asset lists, waybills, receipts etc)
· lead Post Distribution/ Intervention Monitoring exercise to evaluate past INTERSOS NFI/ES/WASH response, and find out point for improvement for future project development
· improve quality of NFI/ES/WASH intervention by INTERSOS unit, particularly in view of its needs assessment/ verification/ registration report, by further incorporating protection mainstreaming and effective targeting of beneficiaries
· perform any other work-related duties if applicable
· conduct 2 Post Distribution Monitoring for NFI/ES intervention and for WASH intervention, with detailed internal and external PDM report with recommendation for programming improvement
· participate into National Cluster Meeting (monthly)
· draft at least 2 projects for NFI/ES project, 2 project drafts for WASH project, and 1 proposal for UNICEF Programme Cooperation Agreement
3. Required profile/experience
· Advanced university degree in political science, international relations, social studies or similar area (a first level university degree with a relevant combination of academic qualifications and experience may be accepted in lieu of the advanced university degree)
· Minimum three years of professional experience in different country than the one of residence with proven experience to lead multi-cultural teams of expatriate and national staffs
· Minimum two years of experience in managing NFI/ES project or WASH project as part of humanitarian assistance to conflict IDPs
· knowledge of humanitarian financing and coordination system, including Cluster procedures
· Proven experience of Project Monitoring and Evaluations
Technical competencies:
· Good level of understanding in humanitarian and human rights principles and standards, such as neutrality, impartiality, Do-No-Harm principle, distinction of civilian and military and SPHERE standard;
· Proven experience and knowledge to work under tense political and security situation, including areas controlled by anti-government military groups
· Proven familiarity with MS Word, Excel, Powerpoint, Outlook, and Skype

· Experience to live and work in South Sudan for more than one year (experiencing both dry and rainy seasons) is highly desired
· Experience in different humanitarian field, especially Protection, Education, Health, Nutrition and Food Security is highly desired.
· Experience to lead monitoring exercise after NFI/WASH intervention is highly desired
· Knowledge of GIS software, mobile data collection and engineering is desired
· Willingness to accept basic living standard and frequent field mission
Languages:
· Proficiency in English (conversation, reading and writing) required
· Knowledge of Arabic and Italian an asset
