Duty station: Kabul, with frequent mission to the project locations

Starting date: 01/12/2021

Contract duration: 6 months renewable

Reporting to: Programme Coordinator

Supervision of: Project Manager & National Staff teams

Dependents: Non-family Duty station

General context of the project

Presently the situation in Afghanistan in areas where INTERSOS operates can be described as follow:

o Number of incident due to the conflict in areas of operations have been decreased to zero.

o The Authorities remains supportive and have a positive attitude toward INTERSOS and the broader humanitarian community.

Short overview

After the fall of the Afghan government on 15th October 2021 the situation in the country and in Kabul/Kandahar remains very fluid, especially at political level. The Situation remains, at least on the surface, calm.

Of Concern for the Humanitarian community, and especially INGOs are the occupation of Compounds and offices. Criminality is reported on the rise due to the dire economic situation. Law enforcement and security apparatus in Kabul seems not to have clearly defined structures and chain of command. In Kandahar the establishment looks more solid. However changes are still expected within the security structure.

Checkpoints (VCP) are less in number during the day and often no proper check are carried out. However, they increase during the evening and night (performing also more adequate screening).

The dire economic situation is leading to an increase of criminality. Also, of concern the possibility of Kidnapping, especially Kidnapping for Ransom.

Attacks on checkpoints (De facto GoVT) and posts have been recorded during the past months. However, perpetrators remain unknown even if the public tend to attribute them to ISK or affiliated groups. Indeed, as seen ISK is capable to stage complex attack in both Kandahar and Kabul as well as other part of the country.

Targeted killings are another type of incident recorded. Mostly targeting former civil servant, person affiliated to military forces or former military/law enforcement personnel. This type of incident can also be results of private dispute and not only related to a campaign of revenge by Taliban.

Future scenarios are now difficult to draft. Indeed, Kabul where several groups are present will be particularly exposed compared with Kandahar. It will be important to see how the economic situation and the support/interference of regional and westerns powers will shape or impact of the development of the situation.

Politically the situation remains fluid. There are reports of power struggles withing the different groups and not only the main Haqqani and Omari but also impacting on other minorities. Power sharing among the IEA is a process that is also influenced by regional and middle easter powers (for example Pakistan and Qatar). This is also to be observed in the context of the government's effort to gain international recognition.

General purpose of the position

The Project Manager Kabul is responsible for the implementation of INTERSOS emergency response in Kabul area. The activities will be conducted in close collaboration and with the support of INTERSOS Medical Unit Team at HQ level, also with the aim of expanding the capacity to identify and respond to new urgent needs in Kabul area. The Project Manager Kabul will be in charge of the supervision of national team including supervision of workplans and budget expenditures.

Main responsibilities and tasks

o Conduct in depth need assessments both in areas targeted by the first response and new areas of intervention.

o In line with the findings of need assessments and Afghanistan mission strategic priorities, design project proposals to be submitted to international donors and private foundations.

o Guarantee (directly on in remote) constant presence and active participation to the coordination hubs (clusters meetings, other coordination meetings) with local and international stakeholders, enhancing visibility of INTERSOS’s intervention at Kabul level.

o Responsible for all project implementation, in coordination with the emergency unit and medical unit team.

o Guarantee the application of INTERSOS procedures and donor’s rules for reporting and implementation. Be in charge of the preparation of mid term and final project reports.

o Provide inputs and analysis to support the design of a possible mid-term strategy for INTERSOS mission at Kabul provincial level.

o Providing regular reporting to HoM/Emergency Unit, including photographs and videos as agreed with Communication Department.

o Responsible for the recruitment of local personnel with the support of the dedicated Human Resource Office in the mission or in HQ. To determine the contracts with local personnel, making sure the contracts are in line with the local labour registration.

o To ensure respect for the values, Code of Ethics and Organization Management and Control Model of INTERSOS.

o Work with ad hoc finance and administration colleagues to programme budgets including setting monthly forecasts and ensuring that line items are appropriately spent.

o To be responsible for the strict observance and adherence to INTERSOS and donors’ procedures.

Other objectives and duties

o Upon request of the Programme Coordinator and based on needs of the mission for the effective implementation and quality of the strategy and programmes.

Required profile and experience

Education

o Advanced university degree in humanitarian related field (international relation, social studies, IHL, IHRL)

Professional Experience

Professional Requirements

o Minimum of 3 years of relevant work experience as project manager on humanitarian project/programme, including financial management responsibilities in complex humanitarian context

o Experience in emergency primary health related intervention is an added value

Languages

o Fluent English is mandatory
