General context of the project
Afghanistan remains affected by one of the world’s deadliest conflicts, recurring natural hazards, deepening poverty, and continuous displacements of populations. COVID-19 has further aggravated existing severe vulnerabilities. The 2021 HRP projects an alarming 18, 4 million people with acute humanitarian needs, compared with 14 million in 2020 and 6.3 million in 2019. The WB expects the economy to contract by 5.5 to 7.4% this year due to pandemic, with more than 70% of the population slipping under the poverty line. The primary purpose of this action is to increase access, coverage, use and quality of integrated health, nutrition, WaSH and protection services in 8 provinces: Nangarhar, Kunar, Laghman, Nuristan, Kandahar, Zabul, Ghazni and Paktya, benefiting 361,803 unique beneficiaries and indirectly and estimated people. PUI, INTERSOS and DACAAR has joined forces to propose a 14 months project through a consortium that aims to maximize the sectoral and geographical scope of the integrated approach that partners implement separately, as well as to enhance the quality and impact of their humanitarian action by combining resources, complementary expertise and access. The proposed action is in line with identified needs and BPHS guidelines, with the aim to complement this program, fostering health system strengthening (HSS) towards the nexus with long-term development initiatives, and taking into account the ongoing pandemic by boosting disaster preparedness and response capacity of local health authorities. This intervention includes: 1) extension of quality health care services including primary healthcare and SRHR services through MHTs/fixed HFs to populations living in hard-to-reach areas; provision of emergency life-saving trauma care at FATPs and community levels; and health system support through rehabilitation of identified HFs, including WaSH; 2) improvement of access to quality nutritional care for MAM/SAM cases; 3) provision of protection services including for CP, GBV and PSS cases complemented by SBC activities within communities; 4) extension of access to safe drinking water and to good hygiene practices at community level; and 5) basic livelihood restoration activities for GBV survivors. The whole intervention is based on a proposed integrated approach that will leverage the synergies among sectors to increase the effectiveness of the planned outcomes. The project will be implemented in different phases and modalities boosting for the homogenization of strategies across the 8 provinces. The different phases will consider ongoing BHA awards partners are currently managing. In Kandahar and Zabul, the integrated approach under this project will start in January 2022, while in the East in April 2022 (apart from new activities foreseen in the East such as WaSH in community and rehabilitation and support of TFUs in Laghman and Nuristan, as well as HSS activities that will start from the beginning of the intervention).

General purpose of the position
The Deputy Country Finance Coordinator is responsible in supporting the CFC in the administration of the country and its programs. He/She ensures the correct and effective management of administrative and financial issues, in accordance with the organization procedures and Country Finance guidelines.

Main responsibilities and tasks
• Safe and bank account management: Supervises the correct management of the safes and the bank accounts, supervises the correct preparation of the cash and bank reconciliations on a monthly basis for Kabul and other Projects bases;
• Accountancy management: supervises the correct program accountancy and all accountancy documents filing,
• Expense planning and monitoring: ensures, in collaboration with the Program Managers and the Country Finance Coordinator, the economic-financial performance of the Programs: financial forecast, expenditures projections, final balance,
• Funds Management: ensures that program expenditures are reasonable, allocable, prudent and spend in accordance with INTERSOS and donors Procedures,
• Reporting: supports the Country Finance Coordinator in preparing the Interim and Final Financial Reports of the Projects;
• Audit: supports the Country Finance Coordinator in preparing the Audits required documents.
• Staff management: plans the work, supervises, and collaborate to train the staff of the project's accounting-administrative area upon request by the Country Finance Coordinator or the Head of Mission
• Management of NPW accountancy system: Including uploading data on weekly basis, weekly / monthly verification versus mission Journal (spent level by project, cash and bank balances), monthly/quarterly verification of debits and credits, cash and bank reconciliations, extraction and preparation of financial reports, weekly extractions of LoE to be shared with PMs, in general full management of NPW
• Acting as Country Finance Coordinator when CFC is on leave or in case of any gap
• Additional tasks: Performs any other tasks necessary for the correct operation of the Finance and Administrative Office

Required profile and experience
Education
University Degree in Administration, Political Sciences, Finances

Relevant experience in NGO finance management
