Emergency Logistician - HQ Rome

1.Terms of reference

Position: Emergency Logistician

Responsible for: First & Second Phase of Emergency response in the field

Reporting to: Head of Emergency Unit

Co-ordinate with: INTERSOS Emergency Response Team in HQ, Regional Directors, HoMs

Location: Field Locations (70%) & HQ (30%)

2.Tasks and responsibilities

The Emergency Logistician is responsible for the implementation of INTERSOS logistic activities within 72 hours from the onset of an emergency in strict coordination with the Head of Emergency Unit and the Logistics Coordinator in HQ.

The activities will be conducted in close collaboration with INTERSOS Emergency Team, and, where existing, with INTERSOS mission in the field expanding the capacity to identify and respond to the most urgent needs.

He/She will visits INTERSOS’ mission together with the Logistics Unit Coordinator in order to check the logistics state of the missions and to set-up emergency response scenarios.

In particular:

· In collaboration with the Emergency Unit and Log Department in HQ, he/she elaborates the mid-term strategic vision and action plan aiming to optimize the logistics support to emergency programmes

· He\She is responsible for the revision of the global strategy of the Logistics Departement (HQ and Country), according to the Emergency Unit strategic vision

· He\She supports the evaluation of the logistics responses conducted by the Emergency Unit in order to guide future improvements

· When required by the Emergency Unit, he/she will directly organize the logistical resources to respond to large-scale emergencies (i.e. task force launching, direct support, etc.)

· In case of large-scale emergency, together with Log Coordinator in HQ, he/she organizes a temporary (max 4 weeks) emergency team

· He\She organize ad hoc training sessions according to specific emergency situation

· He\She Assist the management of the emergency stocks located both in the HQ and at regional\mission level

· Identify the relief products and services needed to improve the logistics response to emergency situation

· He\She directly supervise logistics activities in the field during the emergencies

· He\She is the referent of the Logistics Department for the technical aspects related to security/safety management (Individual protection, movements, buildings and assets etc.) in emergency situation

· In collaboration with the HQ security manager, he/she supports the definition of security measures and emergency procedures for the missions (evacuation, hibernation, kidnapping, etc.)

3.Required profile/experience

· University degree in engineering/architecture or technical diploma

· 3 years of relevant experience in logistics coordination and/or supervision in humanitarian contexts and at HQ level

· Experience in security management

· Demonstrated logistics experience in complex emergency and conflict settings

· Available to travel often in unstable countries, with short notice

· Demonstrate work experience in a complex organization, able to collaborate with different departments

· Ability to work under high pressure, in a flexible way. Multitasking

· Good communication skills

· Able to work indifferently in French or in English
