2.General purpose of the position
The Deputy Regional Director (DRD) is assisting the Regional Director on the management, strategic programming, implementation of activities and achievement of objectives related to the geographic area of competence, as well as in the identification and formulation of new interventions. For the implementation of these tasks several missions on the field should be necessary. The DRD will be dedicated to Middle East Region, but ad hoc support to other Regions maybe envisaged.
3.Main responsibilities and tasks
The Deputy Regional Director is responsible to provide support to the Regional Director on the definition and implementation of regional strategy.
Specifically she/he will support the Regional Director:
- To coordinate, supervise and define strategies for the geographic area of competence (territorial locations, sectors to be privileged, significant issues), ensure their implementation and provide systematic updating of needs analyses and critical contextual factors;
- To support the Missions, under directions and in collaboration with the Regional Director, on the identification and formulation of new interventions;
- To ensure constant and timely sharing of information flows with the Program Department, facilitating coordination, monitoring and control of the project activities;
- To manage relations with donors, authorities and main stakeholders, monitoring their adherence with Organization and donor policies, procedures and legal constraints;
- To ensure compliance with legal and procedural formalities regarding the recognition of the Organization by the Italian Government and existing labour legislation;
- To oversee, check and evaluate key variables concerning project planning and implementation, in relation to formats, INTERSOS and donor constraints and policies, the quality of management processes and of human, technical and instrumental resources;
- To follow up, in coordination also with the Regional Finance Officer, the approval process at HQ level of project proposals before submission to the donors, except for those projects that involve a high risk, which must be approved by the Director of Programs and the Secretary General in accordance with the provisions of the risk analysis;
- To monitor overall economic and financial planning for the geographical area of competence, ensuring that all expenses remain within the established budget as well as the economic sustainability of the Regional Office;
- To timely and properly submit all documentation required by donors and regularly update both, project database and official website content;
- To assist the Regional Director on the recruitment and supervision of the staff employed in the region of assignment;
- To oversee interpersonal communication and relationship dynamics, promoting cohesion and motivation;
- To promote orientation and training sessions for operators, and further development and responsibility of local staff.
4.Requirements
- Advanced university degree on human sciences or international relations
- Field working experience of at least 4 years in managing humanitarian programmes with increasing responsibilities
- Working experiences in Middle East is a plus
- English and French. Italian is a plus.
- ITC literacy compulsory
- Strategic vision, leadership, people management, teamwork and flexibility
