2.General purpose of the position

In the framework of Mosul crisis, INTERSOS aims at applying an integrated response approach through multi-sectorial mobile emergency response teams, composed by protection, legal, medical and EiE staff that is deployed into the areas with highest displacement and areas where IDPs are expected to flee, to provide timely essential life-saving services to people affected by the current crisis. The foreseen approach aims at ensuring the full complementarity within the sectors through a joint process of needs assessment and service provision. This is to guarantee a comprehensive approach and internal referral. Finally, multiple on-going projects in the same areas allow having different background staff to ensure the best provision of activities and services to the populations in need and at the same time to optimize the operational and logistical cost linked to the action.

INTERSOS activities in South Ninewa include protection monitoring and provision of specialized services (legal assistance, case management and PSS), but also Education in Emergencies activities (set up of TLS in Hasansham M2 camp) and Primary Health Care assistance through Mobile Medical Units composed by doctor, gynecologist and nurse.

With the recent intensification of the military operation to retake West Mosul, the Humanitarian actors are running against the time to set up new emergency camps/sites in Hamam al Alil (Ninewa Governorate) – INTERSOS has been asked to be the first line protection partner to respond in these sites (planned capacities of the 2 camps together – 60,000 individuals). Capitalizing lesson learnt from the ongoing programme in other emergency camps in South Ninewa (Hajji Ali, Jeddah and Airstrip), INTERSOS proposals include a comprehensive protection response in the camps, based on a twofold strategy: Protection Monitoring and Provision of services (legal assistance, group and individual PSS, individual psychological counseling).

3.General purpose of the position

The general purpose of the post is to be in charge of the management, implementation, follow up and supervision of the UNHCR funded protection project in Hamam al Alil (Ninewa Governorate – Iraq). The PM manages, coordinates and supervises the Protection Teams (composed by psychologist, case workers, case managers, legal advisors) for the implementation of activities and services, ensuring timely and quality implementation and monitoring in compliance with relevant Standard Operating Procedures, International Principles and Guidelines as well as INTERSOS Fundamental Charter and Code of Ethics.

4.Main responsibilities and tasks

  • Planning, coordinating, monitoring and evaluating the implementation of the project, ensuring timely and quality delivery of the health services set as per approved project's proposal;
  • Monitoring financial supervision of expenditures;
  • Developing regular reports, including donor reporting and the Project Appraisal Tool, ensuring accurate data collection and timely submissions within the project;
  • Liaising with local government, health authorities, non-state actors, UN agencies, NGOs and donors at field site level;
  • Coordinating with the Protection Coordinator, Finance and logistic department to procure material necessary for the implementation of the activities in a timely manner to ensure adequate supply at the intervention sites;
  • Monitoring the protection situation of IDPs and report to the Protection Coordinator;
  • Monitoring the security situation in the areas of intervention and share information with the Emergency Coordinator;
  • Proactively participate in relevant technical coordination meetings and working groups.

5.Requirements

  • At least 2 years of significant international experience in similar positions or in humanitarian sector, including emergency settings
  • Working experience in INGOs, in project management positions
  • Experience in working with IDPs or refugees in camps and non-camp settings
  • Previous experience in developing and implementing M&E activities (desirable)
  • Knowledge of the cluster system
  • Previous experience in management of UN funds
  • Previous experience in working in Middle East and specifically in Iraq (desirable)
  • Proficient knowledge of English is required, knowledge of Arabic will be an asset
  • Strong knowledge of excel and mastery of IT tools (MS Office package, internet, e-mail, etc.)
  • Knowledge, competency and skills on Protection
  • Ability to administrate funds, logistics and human resources
  • Strong organizational and problem-solving skills with analytic approach
  • Strong interpersonal skills and demonstrated ability to establish collaborative and effective relations with staff, beneficiaries and other stakeholders
  • Ability to take initiative and work autonomously
  • Ability to integrate and work well within multi-ethnic and multicultural teams
  • Ability to work in austere and hostile environments
  • Ability to share accommodation when required
  • Holder of a driving license (desirable)
