1.Terms of reference

Job title: Health Program Manager

Duty station: Erbil, with regular visits to the project locations in Ninewa and Salah Ed Din Governorates depending on the security situation, as well as ad hoc missions to Bagdad and other Iraqi Governorates, when necessary

Starting date: ASAP

Duration of contract: 6 months

Reporting to: Emergency Coordinator (for managerial aspects), Medical Coordinator (for technical aspects of the health program)

Supervision of: 3 international Medical Officers

Dependents: no

2.General context of the project

INTERSOS started its Health Programme in Iraq in October 2016, in the framework of the humanitarian response to Mosul crisis. For 2017, INTERSOS has currently a portfolio of 4 Health Projects, namely:

  • 1 IHPF funded project, consisting of the deployment of 2 MMTs (Mobile Medical Teams), each one composed by 1 medical doctor (national), 1 nurse and 1 hygienist. One MMT is deployed in Ninewa Governorate, the other one in Shirqat district, Salah al Din Governorate. The MMTs are providing primary health care services with emergency referrals, disease surveillance and the inclusion of basic reproductive and mental health services, ensuring access to essential health care services to conflict affected vulnerable individuals living in the targeted locations;

  • 1 UNFPA project, conceived in strong complementarity with the IHPF project. UNFPA provided in kind 1 RHMU (reproductive health mobile unit) which is deployed together in the same areas of the MMTs. The team of the RHMU is composed by: 1 female doctor, 1 female nurse and 1 female hygienist. The RHMU is fully equipped to provide sexual and reproductive health services, such as: ANC/PNC, provision of antenatal and post-natal care services: antenatal consultations, diagnosis and treatment of existing medical issues and possible complications (i.e anaemia, preeclampsia/eclampsia) and activation of referral pathways if needed, Provision of obstetric care services;

  • 1 WHO funded project, which aims at supporting a PHCC located in Tikrit city through: provision of incentives, rehabilitation works and provision of medical equipment;

  • 1 OFDA funded project, which foresees full support (rehabilitation of infrastructures, payment of incentives, provision of medical equipment and drugs) to 3 PHCCs located in Ninewa Governorate.

3.General purpose of the position

The Health Program Manager is responsible for all implementation aspects of INTERSOS health programming in Iraq, including monitoring and evaluation and finance. He/she acts as the focal point for all program related issues and is responsible for proper coordination between all program related stakeholders. He/she manages relations, with competent donors and institutions, in strict coordination with the Medical Officers and the Medical Coordinator, and contributes to the formulation of new projects and the definition of INTERSOS health sector strategies to be adopted in the host country.

4.Tasks and responsibilities

· Define, in coordination with the Emergency Coordinator and the Medical Coordinator, the operating processes required to ensure a proper management of the health projects (roles, procedures, decision making and operating processes, working methodologies, coordination and reporting mechanisms)

· Elaborate, manage and monitor general and monthly planning of project activities, in coordination with the Medical Officers, while updating the data entered into the PAT, as well as relative economic and financial planning on the basis of available donor funds

· Be responsible for the financial management of project funds and current bank accounts and ensure supervision of expenditures, supervise and monitor the preparation of accounting documents for interim and final financial reports required by donors

· Manage the procurement of goods, works and services essential to the project, in line with dispositions granted by the Emergency Coordinator

· Be responsible for all project documentation until its conclusion and its delivery to the Emergency Coordinator

· Supervise the pharmacy stock management, and relative accounting and for the accuracy of the monthly inventory

· Be responsible for the accuracy of all narrative reports required by donors, in strict coordination with the Medical Officers and the Medical Coordinator for what is concerning the technical aspects;

· Submit to the Emergency Coordinator and the Medical Coordinator, consistently with data entered into the PAT, the activity reports that will be submitted to the donor and a set of reports including a monthly project activity report, a monitoring report and a final report, evaluating the experience and containing indications for new projects

· Support the Medical Officers and the Medical Coordinator in managing the technical human resources involved in the projects and carry out performance appraisals

· Address administrative need for the hiring process of local workforce and manage contracts in accordance to guidelines provided by the Emergency Coordinator

· Support the Medical Officers and the Medical Coordinator projects personnel and promote role-positioning, education, training, growth and assumption of responsibility

· Make the Emergency Coordinator aware of the local noteworthy and professionally prepared trainees

5.Position requirements

· Master degree in international development or MBA or similar

· At least 2 years of significant international experience in similar positions or in humanitarian sector, including emergency settings

· Experience in working with IDPs or refugees in camps and non-camp settings

· Previous experience in developing and implementing M&E activities (desirable)

· Previous experience in working in Middle East and specifically in Iraq (desirable)

· Working experience in public health and nutrition programming

· Strong program management and quality knowledge, with ability to ensure consistent quality against standards and to implement effective monitoring and evaluation systems to assess and adjust performance

· Good knowledge of and experience with managing donor funded projects with strong financial management skills and experience of project budgeting and budget monitoring

· Proven analytical and conceptual thinking, skills and experience in using participatory tools and methodologies for assessment, implementation, monitoring and evaluation

· Organizational and problem-solving skills with analytic approach, ability to take initiative and work autonomously

· Ability to prioritize work issues to meet deadlines with minimal supervision and adjust to constantly changing situations while maintaining focus on delivery and follow-through

· Knowledge of the cluster system

· Mastery of IT tools (MS Office package, internet, e-mail, etc.)

· Proficient knowledge of English is required. Knowledge of Arabic is an asset

· A high level of self-awareness, initiative, sound judgment, personal energy and flexibility

· Ability and willingness to travel and to work extra hours as necessary

· Ability to integrate and work well within multiethnic and multicultural teams

· Ability to work in austere and hostile environments, and share accommodation when required

· Holder of a driving license (desirable)
