2.General context of the project
Following the conflict in the Syrian Arab Republic and the deterioration of the humanitarian situation which is negatively affecting also the neighboring countries, since 2012 INTERSOS has resumed the operations in the Middle East to contribute towards ensuring emergency relief and social protection assistance for the Syrian refugees fleeing their home in search of safety, with special focus on most vulnerable groups (children, women, elderly and persons with special needs).
In Jordan, INTERSOS focused its humanitarian response on supporting Syrian families displaced across urban and rural areas, as well as vulnerable host communities, with a programme that concentrates on protection and protection mainstreaming within the different sectors of intervention that compose the Country Strategy (Protection, Child Protection, Education in Emergency, WASH, Shelter and Basic Needs including Cash and Winterization Assistance).
Specifically, in Irbid, Karak and Ma’an Governorates, INTERSOS is implementing projects aimed at mitigating high vulnerabilities of refugees by supporting identified cases with ad hoc multi-responses, while contextually empowering community-based prevention and response mechanisms. INTERSOS applies a multi-sectoral and holistic approach which aims to provide extremely vulnerable families with a comprehensive package of services, ranging from psychosocial support activities and informal education opportunities to WASH and cash assistance. The same approach is also applied to ITSs.
INTERSOS main partners and donors in the Country are: UNICEF, DG ECHO, Italian Cooperation, and OCHA-HPF (Humanitarian Pooled Fund).
3.General purpose of the position
The Education Advisor will ensure technical inputs, guidance and support to, as well as overall operational monitoring and evaluation of the Education component of INTERSOS program; he/she will be in charge of coordination and supervision of the all education-related activities and services, ensuring timely and quality implementation and monitoring in compliance with relevant Standard Operating Procedures, INEE Minimum Standards, Good Practices in Education in Emergency Responses, International Principles and Guidelines, INTERSOS Fundamental Charter and Code of Ethics. Moreover, the Education Advisor is in charge of supporting the Head of Mission in the development, implementation and evaluation of the country strategy and programme in the Education Sector.
4.Tasks and responsibilities
· Supporting the implementation of the education programme, including informal, non-formal and formal education activities for children, adolescents and youths; special attention to be paid in supporting transition to certified educational pathways
· Building capacity, coordinating and supervising the education staffs and volunteers, providing ad hoc training sessions and continuous on-the-job coaching
· Representing INTERSOS in the Technical Coordination system to be established in the framework of the Consortium responsible for the implementation of the DG ECHO funded action
· Ensuring INTERSOS’ representation in appropriate external programmatic fora and working groups, in particular the Education WG
· Maintaining relations pertaining to the education programme with consortium members, donors, local authorities, government institutions, partners, key stakeholders, and other relevant actors at national, governorate and field level
More specifically:
· Under the supervision of the Program Manager, programme activities planning, coordination, monitoring and evaluation, analyze and evaluate the impact of the projects’ activities to inform and adjust the program accordingly
· In cooperation with the Program Manager and the Education team within the Mission, elaborate and/or contextualize already available support tools to monitor and evaluate the education program’s activities
· Undertake field visits to the projects’ locations as needed to continuously monitor the progress and the quality implementation of the projects’ activities as well as to obtain solid findings to be shared with other stakeholders and the Education WG
· Ensure an adequate integration of the different intervention sectors
· In cooperation with the Program Manager and the Human Resources Unit, carry out the identification and selection of the national staff and volunteers, as required
· Continuously assess the training needs of staff, design the training program and developing the related material for enhanced education response capacity and service provision according to international standards and principles
· Support donors' field visits upon Program Manager requests, undertake field visits to identify education needs and gaps
· Continuously assess the education needs and gaps of target populations in current and prospective areas of operations, periodically update the education situation analysis and suggests adapt the program accordingly
5.Position requirements
· University degree in relevant subject or equivalent professional / technical qualification
· Postgraduate degree (MA) in Education, and/or professional experience in Education in humanitarian crisis context an asset
· Previous experience in DG ECHO funded action is an asset
· Knowledge of the region and previous experiences in humanitarian programs in response to the Syrian crisis
· Ideally at least 5 years of professional experience
· A minimum of 3 years of professional experience in relevant field and a minimum of 2 years of experience in the humanitarian context
· Proven knowledge of Education in Emergency (EiE) standards and guidelines
· Proven knowledge of INEE tools
· Proven knowledge of Informal and Non-formal education, and of transitioning to formal pathways
· Strong skills in networking with partners and donor liaison
· Experience in writing policies and guideline documents
· Fluency in English with excellent verbal and written communication skills. Knowledge of Italian and Arabic is an asset
· Able to gather and critically analyze data, gaps and trends related to Education issues
· Problem solver, dynamic, mature, pro-active, team player
· Flexibility, capacity of managing stress, good diplomatic skills
· Ability to integrate and work well within multiethnic and multicultural teams
· Available to share accommodation facilities when required
· European Driving license B is an asset
