Somalia: Media Trainer

INTERSOS is a non-profit humanitarian aid organization that works to bring assistance to people affected by natural disasters and conflicts. Established in 1992 with support from the Italian Federation of Trade Unions, its actions are based on the values of solidarity, justice, human dignity, equal rights and opportunities for all people and respect for diversity and coexistence, paying particular attention to the most vulnerable and the unprotected. In Somalia INTERSOS is active since 1992 responding to emergencies that involve IDPs and returnees populations as well as the host community. INTERSOS currently operates in Banadir, Bay, Middle Shabelle and Mudug regions of Somalia.

Purpose/Objective: Based on previous learning and GBV WG key awareness messages, this consultancy will support targeted women, men and youth groups in designing communication messages and IEC materials relevant to their communities and government structures through participatory. The consultant will empower women and youth to lead local advocacy groups and operationalize advocacy strategies through culturally relevant activities possibly including dramas, song, poetry and music, and supporting them to develop messages and awareness raising. Furthermore, the process will be documented and the most effective messages recorded for a radio campaign operated as part of the project targeting Mogadishu and Middle Shabelle.

Responsibilities
• Train community influential actors (men, women and adolescents) on how to create advocacy campaigns using techniques such as drama, traditional songs, art competitions, poetry and dance, etc.;
• Develop participatory IEC materials through series of workshops with pre-selected community members;
• Develop messages for radio campaign based on community-developed materials;
• Support community actors (men, women and adolescents) and community advocates to conduct awareness raising using drama and traditional entertainment to raise awareness in communities on issues identified by the participants.
• Support youth and community advocates during cultural festivals and traditions involving the religious leaders, women clubs, cultural clubs, youth and the other community members;
• Support the implementation of key advocacy events such as poetry readings, drama performances live or on radio, role-playing and painting exhibits or competitions, designed to create mass awareness on VAWG and break down public perception to increase prevention.
• Document the most effective messages recorded for a radio campaign operated as part of the project targeting Mogadishu and Middle Shabelle.

Skills & Experience required:
• Minimum secondary school completion, desirable diploma or equivalent college level education;
• Commitment to promotion of gender equality and non-discrimination;
• Experience in the development of IEC materials, conduction of radio campaigns, conduction of awareness campaigns;
• Proven links with Banadir and Middle Shabelle local radio stations;
• Ability to connect and gain the respect and confidence of influential people in the community including religious leaders, women leaders and young people;
• Skills in training, developing drama, poetry, songs etc.
• Good cooperation skills, ability to work well independently and in a team;
• Strong organizational and interpersonal skills;
• Fluency in written and spoken Mahatri; English written and spoken skills are required;
• Proven capacity to carry out the assignment and previous experience of successful completion of similar media assignments (interviews, photography, filming, radio campaigning) in Somalia;
• Ability to travel to the main locations, and flexibility to travel to other locations in Somalia to be agreed during the planning stage;
• Ability to provide any necessary graphic design work for IEC material;
• Good understanding of the Somali context, with understanding of protection principles, GBV and women’s empowerment
Locations, Duration & Timeline
The Media Consultant will be expected to work with INTERSOS, and GBV working group member in Banadir and Middle Shabelle. This includes travel outside of the capitals to areas such as Jowhar, Bal’ad and Mahaday.
The work must be conducted over a maximum 3 months period between mid-February and Mid-May 2016.
Terms and Conditions

  1. The Media Consultant will be contracted by INTERSOS Somalia Mission;
  2. The Daily consultancy fee is negotiable, although it must fit within the costs allocated by the project;
  3. Payment of the agreed consultancy amount will be paid on conducting the field work (20%) with the remaining 80% paid upon satisfactory submission of the agreed deliverables within the agreed timeframe and quality to be stipulated in the contractual agreement;
  4. The consultant must be available to work for the period stipulated and be able to meet the deadline for satisfactory submission outlined in the contract;
  5. INTERSOS will support the Media Consultants to access to the project areas, including supporting set-up of training sessions with the community;
  6. Costs relating to consultants insurance coverage and applicable taxes is the responsibility of the consultant;
  7. Logistical arrangements when travelling within Somalia will be facilitated by INTERSOS based on utilising pre-approved suppliers;
  8. The Media Consultant is responsible to abide by INTERSOS security protocols for missions to Somalia, as well as adhering to INTERSOS Child Protection policy and Protection from Sexual Exploitation and Abuse policy.
