1.Terms of reference

Job title: ECHO Project Finance and Compliance Officer

Duty Station: The post holder will be based in Amman, with travel to project locations in different governorates of the Kingdom of Jordan

Reporting to: Country Finance Manager & Program Manager

Starting date: 01/07/2017

Duration of contract: 4 months (renewable)

2.General purpose of the position**

The Project Finance and Compliance Officer is responsible for the administration and financial management of the ECHO funded project. He/she ensures the correct and effective management of financial resources of the Project, in accordance with ECHO and organization procedures. S/he also contributes, in coordination with the Accountability and Compliance Officer, to finalize and ensure respect of the Compliance mechanisms established at Mission level.

3.Tasks and responsibilities

Financial Control

· Verify, in collaboration with the PM and the Country Finance Manger, the weekly liquidity plan prepared by the field offices

· Ensure the correct project accountancy and all accountancy documents filing

· Verifies the updated economic and financial data (PN) on a weekly basis

· Updates the economic and financial status of the project, in terms of expenses, appropriations, available cash and liquidity

· In coordination with the Country Admin & finance, manage the liquidity of the project, according to the approved Financial Plan, and monitor timely receipt of requests of instalments to HQ, to the Donor, and from the Consortium partner

· In coordination with the Country Admin & Finance, guarantee that the HQ Sharing Policy is correctly applied to the funding of the project

Budget Monitoring

· Ensure, in collaboration with the PM and the Country Finance Officer, the economic-financial performance of the Project (financial forecast, expenditures projections, final balance)

· Support the Project Manager in preparing the Project financial forecast on a monthly basis

· Ensure that the project expenditures are reasonable, allocable, prudent and spent in accordance with INTERSOS and donors Procedures

Compliance and Procedure control

· Financial Reconciliation and documentation control of the unconditional cash, cash for documentation and recurrent cash assistance

· Winterization distribution, store management control and compliance with donors and INTERSOS procedures

· Support in strengthening and enforcing Compliance Guidelines and Procedures of the Donor (DG ECHO) as well as those established at Mission level

Reporting:

· With the support of the Country Finance Manager, prepare the interim and the final financial report of the Project

· Ensure, in coordination with the Program Manager, timely submission of all financial reports, as set in the MoU, from the Consortium Partner

Administration and HR:

· Supervise and monitor, in collaboration with the Program Manager and the Country Finance Manager, all the contracts and project documents (lease agreement, service contracts, staff contracts etc...)

· Supervise and monitor the preparation of the pay slips and of the monthly payments of salaries of all the staff hired in the ECHO funded Project

Procurement and assets management supervision:

· Provide technical supervision to the procurement process and ensure the respect of INTERSOS and donor procurement procedure

· With the support of the Logistic department, update inventory records pertaining to project assets, verify the accuracy of the supporting documentation, control the vehicles usage and fuel monthly consumption of the ECHO fleet

Consortium Management:

· Supervise the Financial Management of other members of the consortium and guarantees that they submit financial reports according to guidelines and timeframe set for in bilateral Memorandum of Understandings (MoUs)

· Revise financial reports received from consortium members and compils them in a consolidated monthly financial report

· Report to the Country Finance manager and Programme Manager any delay or shortcomings (internal or from consortium members) potentially impacting the overall financial management of the action.

4.Required profile/experience

· Advanced University Degree in Finance, Accounting, Business Administration or other related fields

· At least 3 years of professional experience in the administration of ECHO funded projects

· Previous experience in the Middle East Region (preferable in South Sudan)

· Perfect knowledge of all the phases of the PCM

· Excellent financial computing skills

· Fluency in English (spoken and written); knowledge of Arabic is an asset

· Strong interpersonal and intercultural skills, strong communication and reporting skills with analytic approach

· Strong organizational skills and ability to manage efficiently multiple priorities, deadlines and tasks

· Excellent time management skills and resourcefulness, ability to work under pressure

· Ability to work in partnership with local organizations and in team

· Excellent diplomacy skills, flexibility (will have to take on responsibilities that might not be directly on his/her JD)
