General context of the project
The war broke out in Ukraine in march 2022
Since than millions of people have fled to the neighbour countries raising a big concern on how to managed such an immense flux of people. In order to support the refugees, INTERSOS is setting up an emergency response operation in Ukraine and Poland
General purpose of the position
The Country Finance Coordinator is responsible for the timely and quality performance of the finance department in the mission, for all accounting-financial activities of the mission and its projects. In this context, he/she ensures the correct and effective management of financial resources, in accordance with full compliance with INTERSOS’ model and donor regulations. The CFC and the HOM must ensure close collaboration and communication at all times.
The CFC holds final responsibility at mission level for:
- Timely, quality delivery of financial reports to donors, including hard copy filing
- Closely follow on the mission liquidity and ensure at all time liquidity issue are pro-actively addressed with action plan
- Accurate and timely reconciliations (bank and project) - Ensure timely preparation and response for audits and verifications
- Monitor procurement dossiers, ensuring these are in line with budget and financial planning
- Monitor monthly updates FP process for the mission
- Ensure timely and accurate hard copy and soft copy archiving (IMP)
- Ensure timely uploading of Journal in NPW
- Support/oversee financial aspects for procurement dossiers
- Supervise tight delivery of mission Journal (daily, weekly, monthly) -
- Cover the roles and duties during leave of the deputy CAFO and the field finance officer
- Ensure full compliance with INTERSOS’ model and donor regulations
- Review proposal budgets and ensure updated structure cost/cost sharing files are in place
- Build and maintain good relationships with the different donors’ finance (and programme) teams to ensure smooth and pro-active communication
- Manage finance team, ensure timely evaluation of the staff performance and ensure team/individual capacity building
Main responsibilities and tasks
- Assure the quality and timeliness of the performance of the Finance department of the mission
- Supervise and support when necessary on the Monthly End Closing of Master Journal with the needful adjustments
- Budget review in support of program/project development
- Insertion of the newly approved budgets in the Master Journal
- Conversion of new Project budgets into the NPW template;
- Supervise and support when necessary on the Finalization of Audit and Response to the Management Letters to the Auditor/Donors
- Provision of any financial information/Report/Query by the Donor/Auditors/HQ/Region
- Works in close collaboration with HoM on definition of the structure needs of the mission, managing the Forecast tool in order to guarantee and monitor the financial sustainability of the mission;
- Verify mission compliance and monitor the correct application of INTERSOS procedures and donor guidelines
- Ensure sufficient liquidity per project account on the basis of weekly liquidity request per project, managing the weekly liquidity tool;
- Prepare the financial reports for donors
- Closely monitor the BvA (Budget versus Actual) of projects and advise HOM and PM’s where there are major variances in expenditure
- Closely monitor spent levels against installments received from donors
- Supervise the data entry in NPW software, according to the calendar defined at mission/HQ level for 2023, providing relevant controls before the submission to the Regional office;
- Perform any other duty as required
Required profile and experience
Education
- Advanced university degree in finance, business administration or other related fields
Professional Experience
- Minimum of 3 years of relevant work experience in emergency and humanitarian, in field locations as well.
- Proven computer skills (proven computer literacy), especially in excel, word and other database software, database management skills.

Languages
- Excellent English language skills are mandatory.
