Job title: Project Manager Education in Emergencies
Duty Station: Erbil with regular visits to the project locations in Ninewa Governorate depending on the security situation, as well as ad hoc missions to Bagdad and other Iraqi Governorates, when necessary
Starting date: 20/07/2017
Duration of contract: 6 months
Reporting to: Emergency Coordinator for the project management, and Education Coordinator for the technical aspects
Supervision of: 15 National Staffs employed directly by INTERSOS (2 Field Activity Coordinators; 6 Case workers: 2 Case Managers; 4 Community Mobilizers)

2.General context of the project
The conflict with the Islamic State of Iraq and the Levant (IS) has had profound humanitarian consequences in the country: consecutive massive waves of displacement caused by the armed conflict make the crisis in Iraq one of the most rapidly unfolding worldwide, while the regular violation of human rights and international humanitarian law, including grave violations against children, by the parties to the conflict make this a protection crisis at its core.
Children and women are particularly affected by the conflict, with alarming levels of gender based violence (GBV) and grave violations of child rights, as well as an increasing number of civilian casualties.
Verified grave violations of children rights' have increased by 99%. Girls face multiple forms of violence, experience growing levels of sexual harassment, early and forced marriages, sexual exploitation and abuse, and have restrictions placed on their movement by their families. Boys are vulnerable to abduction, recruitment, trafficking and child labour. Sectarian divisions are deepening, undermining any future peaceful coexistence among different groups. Despite the countless efforts of the Government of Iraq (GoI), the Kurdistan Regional Government (KRG), local communities and humanitarian partners to provide aid and coordinate assistance, the situation is worsening at a rapid pace.
The huge number of displaced children, together with refugee children living in the identified areas, who require and need education is placing a significant burden on the education system all over Iraq. The financial crises together with the effect of conflict are strongly affecting the capacity to respond to the huge educational needs requiring additional humanitarian support.
Since the end of 2013, INTERSOS is operating in Iraq providing assistance to Syrian refugees living in camps in Dohuk and Erbil governorates and since 2014 implements education projects to refugee and IDP school age children both in and out of camps, supporting formal and non-formal education through catch-up classes, refreshing course, psycho social supports and recreational activities.
INTERSOS is currently implementing three educational projects in Erbil Governorate, with the goal to facilitate access to education for refugee Out of school Children and youth living in urban areas as well as a child protection and education integrated project in Kirkuk Governorate with the goal to increase access to child protection assistance and education in emergency response.
Based on the analysis of the current situation and the experience in Education Programs in Iraq and other countries, INTERSOS intends to extend its education program to contribute towards enhancing access to quality education that incorporate child protection issues, increasing access to safe and protected educational environment for girls and boys, across Ninewa Governorate. These areas are currently concerned by prolonged displacement and, with the intensification of the military operations in West Mosul, it is expected that a high number of critically at risk people will be in need of specific assistance.
The overarching objective of the intervention is to guarantee an effective preparedness action and contribute towards enhancing the first-line response capacity focusing on a multi-sectorial approach in camp settings. Specifically, through the establishment of Temporary Learning Spaces TLSs and Child Friendly Spaces CFSs and thanks to the capacity building activity developed during the preparedness phase, the project aims to help children returning to a normal routine, contributes to the child’s emotional security and positive cognitive and physical development. CFSs and TLSs will be established in order to ensure a comprehensive approach proposing an intervention resilient to all possible hazards, mitigating the impact and effects of conflict among all affected children. The project also includes procurement of material, training for IDP ad host community teachers/facilitators, educational/recreational activities, together with case management, provision of Psychosocial Support and Psychological First Aid PSS/PFA and distribution of recreational and educational kits. All together the intervention will ensure a complete action able to address children needs. Target beneficiaries will include: girls and boys among displaced, including newly displaced people and/or newly accessible people. Disabilities, minorities, age and gender will be taken into consideration throughout the intervention.
3.Tasks and responsibilities
· Planning, coordinating, monitoring and evaluating the implementation of the project, including education activities for children, adolescents and youths, ensuring timely and quality delivery of the targets set as per approved project's proposal
· Building the capacity, coordinating and supervising the education staffs, providing ad hoc training sessions and continuous on-the-job coaching
· Develop regular reports including the Project Appraisal Tool, ensuring accurate data collection
· Maintaining relations pertaining to the project with donors, local authorities, government institutions, partners, key stakeholders, and other relevant actors at the national, regional, governorate and field level
Planning, coordination, monitoring and evaluation of project activities
· Preparing, managing and regularly updating the activities work plan and related financial plan / procurement plan, ensuring timely and quality implementation in compliance with the defined project strategy, as well as INTERSOS and donor guidelines
· Procuring all equipment, supplies and materials, as well as works and services, required to implement the project activities, ensuring cost efficiency and accountability in compliance with INTERSOS and donor regulations and procedures
· Elaborate and/or contextualize already available support tools to monitor and evaluate the project activities, as well as to collect feedback and complaints from beneficiaries and target populations at large
· Undertake field visits to the project locations as needed to continuously monitor the progress and the quality implementation of the project activities
· Continuously assess, analyse and evaluate the impact of the project activities and inform the Education Coordinator
· Report in a timely manner to the Head of Mission and Education Coordinator any eventual challenges or delays faced, loss or damage occurred, fraud or misuse detected
· Ensure the integration of the education project with the other sectors of intervention
Capacity Building
· In cooperation with the Education Coordinator, carry out the identification and selection of the education staffs and volunteers, as required
· Continuously assess the training needs of the local counterparts, design the training programme and develop the related material for enhanced education response capacity and service provision according to international standards and principles
Reporting
· Elaborating and monthly updating the internal monitoring and evaluation tool, the Project Appraisal Tool (PAT), for submission to the HOM
· Preparing the projects’ narrative reports, according to INTERSOS and donor requirements
· Ensure that all data related to the project activities are disaggregated by sex and age, in order to develop profiles on the different needs and realities of women, girls, boys and men
Coordination and representation
· Establish and maintain collaborative relations with relevant donor officers, local authorities, government institutions, partners, key stakeholders and other humanitarian actors
· Participate in meetings with relevant donor officers, according to the guidelines of the Head of Mission and in relevant coordination meetings at national, regional, governorate and field level, as required
· Facilitate field visits of donor's missions
4.Required profile/experience
· Advanced university degree in social science or education related fields such as Political Science, International Relations, International Development Cooperation, Sociology, Pedagogy or similar subjects. A first level university degree with a relevant combination of academic qualifications and experience may be accepted in lieu of the advanced university degree.
· At least 3 years of professional work experience in management of projects in humanitarian and/or development contexts, including at least 1 year in emergency settings
· Previous experience in managing child protection and/or education in emergency projects with large staff teams
· Previous experience in managing projects in volatile environments
· Previous experience in managing UNICEF funds (desirable)
· Previous experience in working with local partners and institution (desirable)
· Previous experience in working in IDP camp and non-camp settings, including knowledge of the cluster system (desirable)
· Previous experience in working in Middle East and specifically in Iraq (desirable)
· Previous experience in developing and implementing M&E activities (desirable)
· Ability to administrate funds, logistics and human resources
· Knowledge of Child Protection and Education in Emergency INEE standards, as well as Psychosocial Support, fundamental concepts and principles
· Mastery of IT tools (MS Office package, internet, e-mail, etc.)
· Ability to set high standards for quality of work , take initiative and work autonomously, achieve results effectively
· Ability to develop and maintain collaborative relationships within multi-ethnic and multicultural teams
· Good communication skills, both oral and written
· Proficient knowledge of English is required. Knowledge of Arabic is an asset.
· Strong organizational and problem-solving skills with analytic approach
· Ability to work in austere and hostile environments and share accommodation facilities when required
· Holder of a driving license (desirable)
