General context of the project
INTERSOS is a humanitarian organization founded in 1992, working on the frontlines of crisis situations. In its countries of operation, INTERSOS intervenes to assist the most vulnerable populations affected by conflicts, extreme exclusion, and natural and manmade disasters in challenging and hard-to-reach areas, where the humanitarian needs continue to be the greatest and where the humanitarian presence is often weak. In such contexts, INTERSOS focuses on providing forcibly displaced populations and host communities with life-saving humanitarian assistance, in the areas of Protection, Health & Nutrition, as well as WASH and Shelter.
INTERSOS operations are guided by its Charter of Values and by the humanitarian principles of humanity, neutrality, impartiality, and independence. INTERSOS Programmes Department consists of four Regional Offices based in Amman, Dakar, Nairobi, and Rome. The Programmes Department also includes the Protection and Medical Units, which provide technical support to INTERSOS operations. As of May 2023, INTERSOS is operational in 23 countries.
General purpose of the position
INTERSOS Humanitarian Organization is looking for a consultant to provide technical support to the HR Department in developing the Remuneration Policy, in accordance with relevant labour law. In the last years, there have been a number of changes and the global remuneration framework needs reviewing to make sure does fit INTERSOS' current needs with particular attention to transparency and fairness, while ensuring external competitiveness.
Main responsibilities and tasks
- Provide an analysis of the current organizational structure.
- Provide a remuneration analysis and an audit on internal fairness and external competitiveness of the current remuneration package in place.
- Prepare a remuneration policy: definition of the main strategies and design of remuneration bands that guarantee the consistency of remuneration with respect to the complexity managed by the position; Provide advice on remuneration best practices and remuneration principles; Provide recommendations for other benefits that may be offered (e.g. pension contributions, family medical insurance)
Approach/Methodology
- Organization analysis
- Analysis of the strategic and organizational framework of INTERSOS through the analysis of documentation (organogram, job descriptions, a system of powers and delegations, etc.)
- Interviews with Head of Departments and technical units aimed at studying content, responsibilities, and objectives
- Evaluation of the roles based on the organization's documentation and information collected during the interviews
- Compensation analysis
- Analysis of the compensation practices of the Non-Profit market based on international organizations (competitors)
- Analysis of the internal consistency of remuneration with respect to the complexity managed by the roles analyzed
- Analysis of the external competitiveness of the holders of the positions analyzed
- Presentation of a report with the main evidence
- Remuneration policy
- Definition of the main strategic choices of Remuneration Policy
- Choice of the composition of the remuneration package consistent with the organization's objectives
- Positioning: choice of positioning for each compensation element, in order to preserve the level of retention of human resources (function grid)
- Definition of salary ranges and targets for each level of complexity with the possibility of an appropriate fluctuation within the pay bands
- Meeting with the Management for the presentation of the final draft remuneration document
- Prepare a presentation of the final Remuneration Policy for the staff
Required profile and experience
Education
- Master's degree in social sciences, sociology, political science, international relations, international development, or related fields.
Professional Experience
- Firms/individuals specialized in providing HR global support/advice in the humanitarian sector (including salary benchmarking, function, salary grid, financial and non-financial remuneration packages, etc.
- Strong understanding/knowledge of the humanitarian sector and its stakeholders
- IT literacy (Office and Google Suites)
Professional Requirements
- Demonstrated ability to engage and build collaboration with multiple partners
- Ability to work efficiently under tight deadlines
- Knowledge and fluent ability in communication tools such as Teams, and ability to use tools such as Word, PowerPoint
Languages
- Fluency in English is required. Knowledge of Italian will be considered an asset.
