General context of the project
In September 2023 the subtropical storm Daniel hit eastern parts of Libya with severe weather and wind conditions. Affected cities include Derna, Benghazi, Al Jabal Al Akhdar, Al Marj, Batah, Bayada, Al Bayda, Shahat, and Sousse. INTERSOS together with other organizations is intervening to support the affected population in East Libya. The INTERSOS WASH program in Libya is part of an integrated country program (with Protection, Education, Health, and Shelter/NFI sectors).
The WASH sector is currently orienting all its efforts to address the most urgent needs of the disaster-affected people and communities in Libya's East Governorate, with a special focus on IDP.
INTERSOS WASH response includes: Hygiene promotion, distribution of hygiene kits and other NFIs, provision of clean and drinking water, water quality monitoring, and repairs of water points and water networks, rehabilitation of public service infrastructure with a focus on WASH in education and WASH in health, and installation of sanitation points and latrines in collective shelters/sites for IDPs.
General purpose of the position
The WASH expert must ensure that the projects meet minimum standards, in a cost-effective and timely manner. The WASH expert assists the programme team in the management, strategic programming, implementation of WASH activities, and achievement of objectives related to the WASH component in the targeted geographic areas, as well as in the identification and formulation of new interventions to improve the WASH conditions of the target population aligned with WASH Working Group and INTERSOS protocols and the Country Strategy.
Main responsibilities and tasks
- Design and improve the technical implementation aspects of the INTERSOS WASH Program;
- Support the Head of Mission on the development, implementation, and evaluation of the mission strategy and programme;
- Define the mission’s WASH strategy in the country, ensuring program integration, resource allocation, and adherence to sector quality standards and guidelines;
- Ensure the projects will satisfy the needs of the beneficiaries. Provides oversight of water source construction and sanitation projects to ensure quality and acceptance;
- Organize, manage, and monitor the WASH project activities in targeted areas, ensuring timely and quality implementation in compliance with the defined project strategy as well as INTERSOS and donor guidelines;
- Undertake a detailed technical assessment of the WASH needs and gaps for assistance in the project target areas to define the exact locations of intervention and the beneficiaries;
- Coordinate with the logistic, administration, and finance staff to procure all equipment, supplies, and materials required to implement the WASH project activities, ensuring cost efficiency and accountability in compliance with INTERSOS and donor regulations and procedures;
- Undertake regular field visits to provide technical guidance and supervision as well as regularly monitor the progress of the WASH project activities;
- Continuously assess the WASH needs of the target populations in the project areas, regularly update the WASH situation analysis and inform the programme accordingly;
- Work closely with colleagues to ensure the integration of the WASH project activities with other sectors;
- Work closely with the HR department to build the capacities of the WASH project national staff in Libya and regularly evaluate their performance.
- Support the management in preparing the narrative and financial reports with reference to the WASH project component, according to INTERSOS and donor requirements;
- Coordinate the implementation of centralized WASH reporting systems, project standards, and indicators (both qualitative and financial) in order to ensure quality, terms and costs in collaboration with the other Coordinators. Regularly update project database and official website content, based on the information provided by Heads of Mission.
- Coordinate with the MEAL department to ensure all forms and surveys follow the program indicators and objectives.
- Upholds a high-quality standard by ensuring all programs refer to technical standards, conform to government standards, and are aligned with internal and external strategic objectives.
- Support and develop capitalization of WASH activities in the mission
- Proactively participate in WASH cluster and relevant inter-sectoral coordination meetings at national, governorate, and hub levels.
Education
- MA or BSc in Engineering, hydrology, Geology, or other relevant studies
- Specialized studies – courses on WASH in emergencies, Public Health, WASH Academic
Professional experience
- Minimum 3 years of experience in humanitarian WASH programming for MSc and 6 years of experience for BSc, including access to safe water, improved sanitation, and environmental health programming;
- Prior work experience in complex humanitarian settings in the field;
- Proven practical experience in WASH or construction project implementation, including experience in large-scale Water, Sanitation, and construction works construction and contract management;
- Prior work experience in the Middle East/North Africa is highly desirable:
- Prior work experience in cholera outbreak response.
