1.Terms of reference
Job title: Emergency Coordinator
Duty Station: Roving INTERSOS field missions (8 months per year).
Starting date: August 2017
Duration of contract: 12 months, renewable
Availability: Availability to travel up to 8 months in one year. Availability to cover the INTERSOS geographical regions, in existing missions and in the countries where INTERSOS starts activities responding to emergencies.
Reporting to: Head of Emergency Unit
Coordinate with: HQ and field Emergency Response Team, Regional Directors, Head of missions
2.General purpose of the position
The Emergency Coordinator is responsible for the implementation of INTERSOS humanitarian response within 2-3 weeks from the onset of an emergency in coordination with the Head of Emergency Unit and the Emergency Coordinator in HQ.
The activities will be conducted in close collaboration with INTERSOS Emergency Response Team, and, where existing, with INTERSOS mission in the field, expanding the capacity to identify and respond to the most urgent needs.
The Emergency Coordinator position include also gap filling and capacity building tasks reporting to the relevant line managers at HQ (Regional Director).
3.Tasks and responsibilities
· Conduct in depth need assessments both in areas targeted by the first response and new areas of intervention
· In line with the results of need assessments and Emergency Unit strategic priorities, design project proposals to be submitted to international donors and private foundations
· Provide inputs on the economical sustainability of the mission
· Guarantee a constant presence and active participation to the coordination hubs (clusters meetings, other coordination meetings) with local and international stakeholders, enhancing visibility of INTERSOS’ intervention
· Responsibility for all program activities implementation, in coordination with the field emergency team
· Provide inputs and analysis to support the design of a possible mid-term strategy for INTERSOS mission in the country/area
· Provide regular reporting to Emergency Unit, including photographs and videos, in agreement with Communication Department
· Recruitment of the national local personnel with the support of the Human Resource Office in HQ and formalize the contracts ensuring that they are in line with the Local Labour
· If requested, establish, guarantee and periodically monitor government’s recognition and accreditation procedures and any other formalities required by the hosting country
· Ensure the respect of values, Code of Ethics and Organization Management and Control Model of INTERSOS
· Collaborate with the ad hoc finance and administration personnel, in order to programme budgets, set monthly forecasts and ensure that the budget is appropriately spent
· Identify areas where additional resources could be needed, and work closely with the Emergency Unit to eventually re-allocate funds within the budget and identify additional funding sources
· Ensure observance and adherence to INTERSOS and donors’ procedures
· Supervise the notification of the presence of Italian and international personnel of the mission to the nearest Italian Embassy and to the different Embassies of the operators, and, where relevant, to International Organizations
· Guarantee security and, with the support of INTERSOS Emergency Focal Point, define specific procedures and behaviours
· Monitor the implementation of regulations defined in the protocols of the Security Manual
· Work on intervention tools and specific dossier if requested by the Emergency Unit Coordinator (home based period)
· Manage field replacement or interim coordination positions, preferably in emergency-prone missions
· Build capacity of Head of Missions, through coaching and training
· Support the Head of Mission capacity building process developing training/induction sessions in the field, in collaboration with the Human Resources Department
4.Required profile/experience
· Advanced university degree. A first level university degree with a relevant combination of academic qualifications and experience is accepted
· At least 5 years of professional working experience in management positions in humanitarian/development contexts
· Previous working experience in the field as coordinator in emergency and crisis settings
· Remote control experience and risk management knowledge are an asset
· Knowledge of regional coordination mechanisms
· Proven experience in management of large multi-ethnic and multicultural teams
· Ability to analyse and integrate information from a wide range of sources, to administrate funds and logistics
· Excellent communication skills, both oral and written, strong organizational and problem-solving skills, analytic approach
· Ability to work in a High Risk environment, flexibility
· Mastery of IT tools (MS Office package, internet, e-mail, etc.)
· Proficient knowledge of English is required
