2.General context of the project
The project “*Leveraging protection monitoring and emergency cash to overcome the legal challenges of extremely vulnerable Syrian refugees in Jordan, and the challenges related to harsh weather conditions of extremely vulnerable Syrian and Jordanian households (HHs)”* aims to contribute towards enhancing protection and promoting safety in a dignified manner for extremely vulnerable Syrian refugees in Jordan.
This has to be achieved through improved access to documentation/registration, and provision of adequate resources to mitigate the impact of winter harsh conditions.
The project is to be implemented over a period of twelve (12) months:
For the first component, the guiding strategy will combine collection, analysis and dissemination of relevant information; direct support of identified cases through unconditional cash assistance and case management.
For the second one, winterization cash assistance represents the core component, while in-kind winter items and emergency assistance are foreseen in specific settings.
The project is implemented by a consortium formed by INTERSOS (leading agency) and ICMC.
3.General purpose of the position
The Protection Policy Specialist makes sure that organizational protection policies are well known and implemented at field level, where the action is implemented. S/he follows up on the roll out of the Prevention from Sexual Exploitation and Abuse (PSEA) and Child Protection Policy (CPP), which are extremely relevant within a cash based intervention, where the risks linked to the disbursement of cash are usually higher that in protection stand-alone programmes.
S/he assess the overall staff knowledge of and abidance to the currently endorsed policies, and S/he advices on potential capacity building activities, if needed.
S/he follows up on the skills of the focal points that have been trained on specific procedures and topics related to the exploitation of beneficiaries – especially women and children – during and after the implementation of the current ECHO programme. As a result of this, field staff will strengthen capacities to identify, report and investigate on possible cases of abuses.
The Protection Policy Specialist will also assess the effectiveness and appropriateness of the recently established complaint mechanisms and follow up on specific complaints the organization has dealt with. The Protection Policy Specialist will work closely with the Accountability Officer on this aspect, identifying possible areas of improvement and suggesting capacity building initiatives, if needed.
4.Tasks and responsibilities
· Revise the PSEA and CPP currently available within the organization and possibly suggest and advise changes and improvements
· Make sure the policies are known by key staff in the field, where the action is implemented through monitoring visits, staff survey, and the conduction of an in depth training to key staff, if needed
· Adapt and develop specific trainings to roll out the policies in Jordan, where the action is implemented
· Develop case studies and extra material that can be used within the mission to illustrate cases of abuses during the implementation of cash based programmes
· Follow up on the effectiveness and appropriateness of complaint mechanisms focused on abuses against women and minors, as developed by the organization
· Work with key accountability staff on how to improve their capacities and better respond to complaints in a safe and sensitive manner
· Provides solid feedbacks to the INTERSOS Jordan Mission Senior Management Team (SMT) on the overall status of the policies and suggest improvements and/or changes
5.Required profile/experience
· University degree in relevant subject or equivalent professional experience / technical qualification.
· Postgraduate degree (MA or LLM) in International Humanitarian Action/ International Human Rights is an asset
· 5 years of professional experience in protection in the NGO and humanitarian sector
· Proven record of consultancies in the protection sector an asset
· Extensive field experience and an in–depth knowledge of refugees assistance issues
· Strong organizational skills and ability to manage efficiently multiple priorities, deadlines and tasks with attention to details
· Ability to communicate effectively with variety of people, and express oneself in a clear and concise way
· Strong communication and reporting skills
· Knowledge of and professional experience in the context of the Syrian crisis and asset
· Fluency in English with excellent verbal and written communication skills, Italian and Arabic are an asset
· Problem solver, dynamic, mature
· Confidently able to deal with authorities and donors
· Pro-active approach to work
· Able to work independently as well as being a strong team player
· Flexibility, capacity of managing stress, good diplomatic skills
· Ability to integrate and work well within multi-ethnic and multicultural teams
