General context of the project

South Sudan is a country which has been affected by complex emergencies, both natural and conflict-related, for decades. INTERSOS has been present in South Sudan since 2006 with a country office in Juba and field bases in six States of the country, namely Jonglei, Upper Nile, Unity, Eastern Equatoria, Western Equatoria and Central Equatoria. INTERSOS focuses on implementing emergency response and relief programs in different sectors: Protection, Education, NFI/Shelter and WASH with a special focus on serving the conflict-affected population, which were forced to displace from their homes by the conflict but also the hosting communities, which often are equally vulnerable. This project will be implemented under the South Sudan Humanitarian Fund and will be operational as GBV mobile response to reach difficult accessible areas in the whole country where needs are the highest.

General purpose of the position

The GBV Specialist is the team leader of two GBV mobile teams that form part of the national Integrated Protection Mobile Team which works under the Protection Cluster. He/She is responsible for the technical implementation and monitoring of GBV assessments, needs identification, life-saving rapid response and relief services and training of staff, frontline actors and local authorities. The GBV Specialist will work under the direct supervision of the GBV Project Manager and in close collaboration with the Protection Coordinator. He/She ensures well-planned prevention, response and coordination efforts, with an emphasis on capacity-strengthening of national staff, local partners and service providers for quality interventions that meet international sector standards and guidelines. This is a roving position based in Juba with an average of two deployments per month to hard-to reach areas as part of the national Integrated Protection Mobile Team.

Tasks and responsibilities

Program Management

  • In collaboration with the INTERSOS Emergency GBV Manager, provide technical leadership related to project design, planning, implementation, monitoring and evaluation of the mobile GBV activities;
  • Support the PM in developing training modules and providing regular training and mentoring to field staff and key partners on case management, psychosocial support (based on IASC MHPSS Guidelines), support for vulnerable groups (including persons with disabilities) and GBV mainstreaming, using the IASC guidelines on integrating measures to address GBV with humanitarian action;
  • Support the PM in the development of community engagement methodologies and tools, participatory design of IEC materials for GBV and general protection awareness and outreach activities;
  • Promote good standards in all GBV interventions, ensuring survivor-centered case management and psychosocial support services as well as the safe and ethical collection, storage, analysis and sharing of data through the GBVIMS and in respect of national information sharing protocols;
  • Ensure the availability and pre-positioning of essential life-saving GBV material such as dignity and delivery kits;
  • Facilitate the elaboration or update of referral pathways through close collaboration with authorities and other NGO staff to ensure a multisector approach and train partners on safe and ethical referrals to other service providers;
  • Promote evidence-informed, community-driven GBV prevention and risk reduction strategies, including participatory community mobilization strategies, community-based protection mechanisms and protection and gender mainstreaming across other sectors;
  • Meaningfully engage local partners and community members, particularly women and girls, in all aspects of implementation and monitoring, in order to maintain inclusive programs, contextual relevance, and sustainability;
  • Advocate the meaningful integration of gender within all INTERSOS projects to promote safe, dignified, and equitable access to resources and services for women and girls;
  • Develop technically sound work plans and activities consistent with project goals and objectives in coordination with GBV staff.

Capacity Strengthening:

  • Provide oversight, training, and guidance to staff, namely case workers and community mobilizers to ensure GBV programming meets best practices, international sector standards and prioritizes the safety and dignity of beneficiaries;
  • Facilitate trainings and workshops with staff, partners and key community stakeholders on GBV core concepts, provision of PFA, safe and ethical referrals, PSEA, information sharing protocols, confidentiality etc.
  • Provide technical support to the GBV team and review current modus operandi identifying and analyzing gaps and coming up with improvements to strengthen project interventions from a technical point of view;
  • Provide technical support to INTERSOS Senior Management Team for the development of country programme strategies with regards to GBV mainstreaming and stand-alone response;

Coordination & Advocacy:

  • Develop and maintain strong working relationships with all stakeholders – including local women's associations, community leaders, government stakeholders, NGOs, UN agencies, and NNGOs to enhance multi-agency and multi-sectoral cooperation and coordination;
  • Contribute to the development of national GBV Standard Operating Procedures (SOPs) by actively participating in the GBV subclusters, relevant working groups and task forces;
  • Strengthen coordination among the prevention and response aspects of INTERSOS GBV projects, ensuring cohesive, comprehensive interventions;
  • Actively participate in MHPSS working group and forums, analyzing trends and best practices.

Required profile/experience

  • Degree in Public Health, Psychology, International Human Rights, or other related field (e.g., gender studies);
  • Minimum of 3 years international experience and at least 3 years managing GBV prevention and response programs in emergency and/or post conflict environments.
  • Broad experience and knowledge in reproductive health and gender issues, of best practices and tools, including IASC Case Management Guidelines, GBVIMS, GBV Minimum Standards in Emergencies, WHO Recommendations, etc. Demonstrated commitment to gender equality;
  • Experience coordinating with and strengthening capacity of civil society actors and organizations;
  • Experience in participatory methods for community education and mobilization;
  • Thorough understanding of counseling and psychosocial support principles (counseling experience preferred);
  • Ability to work remotely in coordinating GBV interventions across multiple sites;
  • Familiarity with the South Sudanese context;
  • Good knowledge of MS Office (Word, Excel, Outlook);
  • Full proficiency in written and spoken English;
  • Diplomacy and assertiveness;
  • Very strong interpersonal and teamwork skills, collaborative approach, ability to work independently and within multi-cultural environments;
  • Positive and solution-oriented person focused on team-building, problem-solving, supervision and support to the teams and beneficiary communities;
  • Flexibility and ability to work with limited resources;
  • Willingness to live and work in insecure, unstable and/or harsh environments;
  • Willingness to spend at least 80% of time in the field in hard-to-reach areas when living in temporary bases;
  • Readiness and ability to travel around South Sudan as part of the mobile team according to the needs of the project.
