Job title: WASH Project Manager (Cholera response)

Duty Station: Kapoeta East, Eastern Equatoria, with frequent missions to target areas such as Kuron and Narus.

Starting date: 1 September 2017

Duration of contract: 5 months

Reporting to: NFIs/ WASH Program Coordinator

Supervision of: Head of Mission/ NFIs/ WASH Program Coordinator

Dependents: Non-family duty station

General context of the project

INTERSOS has been working in South Sudan since 2006 with humanitarian assistance programs aimed to respond to urgent needs and to provide life-saving assistance and emergency relief to host communities, IDPs and returnees affected by the on-going crisis. With regard to sectors of interventions, INTERSOS has been the major contributing humanitarian organization in Protection, WASH, Education in Emergency, Emergency Shelter and Non Food Items.

South Sudan is currently experiencing one of the most protracted and widespread Cholera outbreaks. A significant surge in cholera cases has been predicted in Kapoeta East, from which there have been constant reports of cases. The situation is expected to worsen as the rainy season goes on.

The WASH project, developed under the cholera outbreak context, will provide lifesaving WASH support in response to the specific needs of IDPs, Host Communities, children, women and vulnerable groups in the Kapoeta East county of Eastern Equatoria State, which are affected by recent violence and are at risk of cholera.

General purpose of the position

The WASH Project Manager will be in charge of the implementation, supervision and follow- up of the WASH project. In particular s/he is responsible for the overall management of water, sanitation and hygiene project activities at all phases of the project in target areas of the Kapoeta East county of Eastern Equatoria state. The WASH PM will ensure that the project is completed within set time, budget and set quality.

Tasks and responsibilities

  • Ensure coordination and implementation of the WASH Cholera response;
  • Be responsible of the WASH project implementation, according to the signed Agreement and to further modifications approved by the donors;
  • Coordinate baseline consultations with local NGOs for the selected target areas, and prepare interim and final reports;
  • Ensure the timely submission of cholera preparedness and activity reports to the WASH Cluster/Cholera response focal point organization;
  • Coordinate the preparation of all the accounting documents, including tender and procurement for intermediate and final financial reports required by donors;
  • Ensure a steady and active representation of INTERSOS at the cluster level and in all other relevant meetings;
  • Maintain daily relationships with the Donors and involve the NFIs/WASH Program Coordinator in contexts in which strategic opportunity can arise;
  • Coordinate and provide technical guidance to health partners managing CTC/CTUUs/ORPs and local authorities in Kapoeta East;
  • Analyse the developing humanitarian situation, particularly the cholera outbreak, and adjust activities accordingly;
  • Supervise and monitor the construction of WASH infrastructure and other components, as envisaged in the project proposal.

Required profile/experience

  • Degree in Public Health, Engineering, Environmental sciences, Civil Engineering;
  • 2 years’ relevant work experience dealing with WASH projects, preferably in an emergency context;
  • Minimum 3 years of experience in relevant program management or technical advisory roles in complex WASH projects;
  • Experience managing cholera outbreak response programs;
  • Expertise in government, non-governmental, and community capacity building for WASH;
  • Prior experience and knowledge working under the humanitarian Cluster mechanism highly desirable;
  • Fluency in English is required;
  • Flexibility in responding to operational difficulties in the field and cope with stress;
  • Management and leadership skills;
  • Ability to integrate and work well within multi-ethnic and multicultural teams;
  • Willingness to accept basic or challenging living standards.
