Lebanon: Protection Manager- Child Protection Focal Point

1.Terms of reference

Job title: Protection Manager- Child Protection Focal Point

Duty Station: Zahle

Starting date: 01.09.2017

Duration of contract: 4 months (renewable)

Reporting to: Project Manager and Protection Coordinator

Supervision of: 5 national staff (43 national staff indirect)

2.General context of the project

INTERSOS Lebanon is focusing on protection-related interventions, targeting primarily vulnerable Syrian refugees. The objectives of INTERSOS Lebanon’s strategy are the following.

  • Bolstering the effective protection for Syrian refugees;

  • Supporting Lebanese hosting communities in dealing with the effects of the Syrian crisis;

  • Increasing the self-reliance of Syrian refugees and vulnerable Lebanese.

INTERSOS is working in four regions in Lebanon, namely Mount Lebanon, Bekaa, South, Nabatiye.

Partners include the United Nations High Commissioner for Refugees (UNHCR), the United Nations Children’s Fund (UNICEF), the World Food Programme (WFP), the United Nations Population Fund (UNFPA), the United Nations Office for the Coordination of Humanitarian Affairs (OCHA) – Country-Based Pooled Fund (CBPF), and the Italian Development Cooperation Agency.

3.General purpose of the position

The position is aimed at ensuring the protection technical expertise for a sound implementation of the protection linked components, regardless their source of funds.

The Protection Manager will lead, coordinate and support the implementation of protection-related activities of the UNHCR project and in particular on the all protection-components linked activities (Case Management, Protection Monitoring, Legal Assistance, Community Services, Collective shelters).

He/she will guarantee the overall supervision of the project team involved in protection-related activities and the economic and financial administration of the project’ objectives and results and for the capacitation of it staff in view of the nationalization her/his managerial position.

As Protection manager will also act as Protection Focal Point for the Bekaa region, he/she will support from a technical point of view the implementation of all protection related activities run in all existing projects, regardless their source of funds. Moreover, he/she will facilitate the coordination and complementarity between them in order to cover and responds to identified field needs with high quality standards.

In his/her function of National Child Protection (CP) Focal Point, he/she will proactively participate in working groups and coordination meetings at the national, regional and district level. Moreover he/she will contribute to the maintenance of a up-to-date service mapping of the service providers operating in the areas of intervention and he/she will take proactive steps to remain informed about the ongoing initiatives, trends and gaps. On this base, he/she will provide sounds feedback for project proposals.

Reporting lines

The Protection Manager will report to the Protection Coordinator for all technical related matters of the protection component. Various implementation of the protection project activities will be still reported to the Project Manager of the relevant UNHCR-funded project.

The Protection Manager will coordinate with the Admin and Finance Assistant and the Project Manager for financial and liquidity planning, monthly budget line allocation in the INTERSOS accounting spreadsheets (PN).

As National CP Focal Point he/she will report directly to the Protection Coordinator.

4.Tasks and responsibilities

Main responsibilities

  • Preparing, managing and regularly updating the project’s sub-component work plan and related financial plan in close link with the Project Manager and Administration, ensuring timely and quality implementation in compliance with the project strategy as well as INTERSOS and donor guidelines.

  • Undertaking technical assessment of Protection needs and gaps for anticipating potential changes on protection strategies and implementation.

  • Coordinating with logistics, administration and finance staff for funding and support of operations.

  • Undertaking regular monthly field visits to provide technical guidance and supervision as well as regularly monitoring the progress of Protection activities.

  • Periodically updating the Protection situation analysis and informing relevant colleagues accordingly.

  • Working closely with relevant colleagues to ensure the integration of Protection Mainstreaming with other sectors within the program.

  • Supporting the Project Manager and the Protection and Program Coordinator – as needed - in preparing the narrative and financial reports with reference to the project’s sub-component for Protection, according to INTERSOS and donor requirements.

  • Supporting the development, implementation and evaluation of the Protection Mission strategy and programme in reference to the Protection sector, providing technical inputs and recommendations for new and ongoing interventions, leading and supporting the development of new proposals.

  • Maintaining contacts with the donor (UNHCR-Bekaa) for the protection component of the project;

  • Setting-up a capacity building Programme, with clear timeline, steps to be undertaken and goals to be reached to capacitate identified national staff in view of the nationalization the Protection Manager position.

In her/his function of Protection manager, he/she will be responsible to:

  • Legal Assistance

  • Weekly screening and assessment of legal cases with the Legal Team;

  • Receiving regular risk analysis of potential court cases. Upon recommendation of the lawyer and decide based on timing, do no harm, cost involved if a case will be represented administratively or in court.

  • Supervising of the implementation of activities of the legal assistant component with strong support of the Legal Assistance Focal Point (Lawyer)

  • Weekly and monthly planning of legal assistance activities with the Legal Assistance Focal Point.

  • Receive check the weekly Liquidity Plan prepared and sent by the Legal Assistance Focal Point.

  • Protection Monitoring

  • Receive, check and provide input for technical analysis of the monthly report, prepared and compiled by the National Protection Officer and liaise with the Protection M&E/Research Officer for the final version that will be sent by the Protection Manager to UNHCR.

  • Supervise of the implementation of activities of the protection monitoring component with strong support of the National Protection Officer.

  • Receive and check the weekly Liquidity Plan prepared and sent by the National Protection Officer

  • Case Management

  • Supervise the implementation of activities of the case management component with strong support of the National Protection Officer

  • Jointly with the National Protection Officer, ensuring the monthly monitoring of case management activities through case audit exercises

  • Receive and check the weekly Liquidity Plan prepared and sent by the National Protection Officer

  • Support the National Protection Officer in dealing with complicated and/or urgent cases

  • Receive and check the monthly Case Management Narrative sent by the National Protection Officer

  • Community Services

  • Supervision of the implementation of activities of the community services component with strong support of the National Protection Officer

  • Ensure coordination of Community Services and the other Protection Components such as Legal Desk, case identification and referrals to Case Management and vice versa

  • Revise the content of the activities provided in the centers accordingly with the changing protection gaps and needs of beneficiaries

  • Ensure that the Senior Social Workers/Field Activities Officers send the center needs (e.i. equipment and materials) in the weekly Liquidity Plan to the National Protection Officer.

  • Ensure coordination of reporting between the senior social workers and the data team

  • Collective Shelter

  • Supervise the prevision of services in the shelters with strong support of the Community Services Officer for shelter;

  • Ensure coordination of the shelter component with the other protection components such as legal desk, case identification and referrals to case management and vice versa

  • Revise the content of the activities provided in the shelters accordingly with the changing protection gaps and needs of beneficiaries

  • Ensure the Community Services Officer (CSO) for shelters send the weekly liquidation plan;

  • Ensure coordination of reporting between the CSO for shelter and the data team.

In his/her function of Protection Focal Pointfor the Bekaa region, he/she will be responsible to:

  • Facilitate the coordination between existing projects in the Bekaa, regardless their source of funds, in order to promote their complementarity, to respond to field needs and cover field gaps;

  • Provide technical support the Project Manager and protection staff in the implementation of the protection activities;

  • Monitor the quality of the implementation of the protection activities in all existing projects run in the Bekaa, providing feedback to technical staff and projects managers;

  • Ensure the respect of protection policies and promote the adoption of harmonized tools and methodologies;

  • Promote the organization of had hoc trainings provided by internal/external stakeholders.

In his/her function of National CP Focal Point, he/she will be responsible to:

  • Participate in CP working groups at the regional/national levels;

  • Participate in Internal Protection Coordination meetings providing updates on CP initiatives, tools, trends and gaps through the previous elaboration of reports with qualitative and quantitative data;

  • Contribute to the maintenance of an up-to-date service mapping of the service providers operating in the areas of intervention;

  • Be informed about on-going activities, trends and gaps at regional and national levels;

  • Support the development, implementation and evaluation of the Mission strategy and Programme in reference to the CP sector, providing technical inputs and recommendations for new and on-going interventions in the country;

  • Provide sounds feedback for projects proposals focused on CP and substantially participate in their elaboration;

  • Establish and maintain contacts with specialized actors and stakeholders implementing initiatives and providing services for CP;

  • Conduct technical capacity assessments of national actors to establish new partnership;

  • Organize and conduct ad hoc trainings at regional and national level oon CP issues;

  • Collaborate with the Protection Coordinator in order to ensure field concerns and challenges are brought to relevant stakeholders;

  • Collaborate with Protection Managers at mission level in order to support them in the implementation of specific policies, activities, tools and methodologies.

Monitoring and Reporting

  • Ensure the capacity building of the staff on the use of INTERSOS Management Platform

  • Revise technical reports prepared and compiled by the National Protection Officers to be sent to the Quality Department and/or to the Programme Unit**.**

  • Supervising that the field teams duly and timely send the inputs to the Reporting Associate and the National Protection Officers.

  • Ensuring that the timely and duly implementation of protection activities with regard to targets are on track with regard to budget and work-plan.

  • Collaborate with the Quality Department in order to ensure quality standards in the implementation of activities

  • Contribute to quality reporting through protection trends analysis feeding into weekly, monthly and quarterly reports ;

  • Undertake monitoring field visit

Coordination and representation

  • Conducting regular meetings with donor representatives and facilitating field visits as needed.

  • Establishing and maintaining regular and collaborative relations with relevant stakeholders (partners, donors, other organizations...) local authorities and institutions.

  • Contributing to set programming strategies for INTERSOS Lebanon with reference to the Protection sector.

  • Proactively participating and representing INTERSOS in relevant working groups and relevant inter-sectorial coordination meeting at field level, contributing to the development of guidelines, standards, tools and strategies, both at the regional and national level.

  • Proactively engaging in bi-lateral meetings with other INGOs and NGOs active in relevant geographical areas to avoid duplication, ensure coordination and referral and work for complementary efforts.

Human resources

  • Support the National Protection Officers in recruitment and selection of Protection staff.

  • Training, coordinating and supervising Protection staff and evaluating the performances of the National Protection Officers.

  • Support, coordinate and supervise the protection project national staff and evaluate their performance

  • Train all protection project national staff on child protection in emergencies (CiE), GBV and PSS key concepts and related issues, the guiding principles underlying the response approach including informed consent and confidentiality and the framework for action

5.Required profile/experience

· University degree in International Relations, Refugee law, International Human Rights Law, Forced Migration and Refugee Studies, Gender studies or other relevant to the position

· At least three to five years of professional experience in a multicultural environment, preferably in emergency setting

· Previous international experience

· Previous experience in CP

· Previous experience in the Middle East region (desirable)

· Background in protection and human rights, especially in SGBV and Child Protection

· Ability to set high standards for quality of work and quick adaptability and flexibility in stressful environment

· Ability to manage human, technical, administrative and financial resources.

· Facilitating and encouraging open communication in the team, communicating effectively.

· Fluency in English, spoken and written;

· Arabic is an asset,

· Good communication skills, both written and oral.

· Self-development, initiative-taking.

· Strong organizational and problem-solving skills with analytic approach.

· Ability to integrate and work well within multicultural teams.

· Acting as a team player and facilitating team work.

· Ability to work independently with minimal supervision
