2. Job description
A. General context of the project
General context of the project
Since July 2016, INTERSOS is leading a consortium, formed with ICMC, and funded by DG ECHO for the implementation of the project “Leveraging protection monitoring and emergency cash to overcome the legal challenges of extremely vulnerable Syrian refugees in Jordan, and the challenges related to harsh weather conditions of extremely vulnerable Syrian and Jordanian households (HHs)”, which aims to contribute towards enhancing protection and promoting safety in a dignified manner for extremely vulnerable Syrian refugees in Jordan.
This has to be achieved through improved access to documentation/registration, recurrent cash assistance in support of those most vulnerable (namely Syrian lacking the needed legal documentation) and provision of adequate resources to mitigate the impact of winter harsh conditions.
The project is to be implemented over a period of sixteen (16) months: For the first component, the guiding strategy will combine collection, analysis and dissemination of relevant information; direct support of identified cases through unconditional cash assistance, and case management.
For the second one, winterization cash assistance represents the core component, while in-kind winter items and emergency assistance are foreseen in specific settings.
B. General purpose of the position, responsibilities and tasks
General purpose of the position
This is a final evaluation, which has to be conducted at the final stage of the implementation in order to properly assess overall impact of the action. The findings will also be used to inform INTERSOS further programming in support of those suffering from lack of access to legal documentation.
The purpose of the evaluation is to assess the overall effectiveness of the intervention, best practices, lessons learned and especially way forwards. Through the Evaluation, INTERSOS intends also to increase its accountability towards all stakeholders, and in particular beneficiaries and the donor DG ECHO.
Specifically, the evaluation has the following three (3) objectives:
To assess whether the current project design is relevant to the context, examining key contextual factors that might have enabled or hindered its delivery.
To assess whether the activities implemented are contributing to achieve the stated results and objectives.
To provide recommendation for the future programming in support of Syrians displaced in Jordan and lacking access to legal documentation.
Main responsibilities and tasks
The evaluation shall focus mainly on the topics and questions below:
Project relevance
· Relevance of the project objectives, activities and modalities to the needs of the target groups and beneficiaries
· Relevance of the program intervention in enhancing refugee protection
Project Effectiveness
· Identify best-practices, main challenges and lessons learned
· Effectiveness of INTERSOS internal project monitoring mechanisms
· Level of coordination with host government, International Organizations and NGOs to ensure complementarity, efficient referral pathways and prevent duplication
· Effectiveness of the data management (incl. Disaggregated data)
· Quality of INTERSOS Standards Operating Procedures (SOPs) in place at Mission level and their effective implementation
· Ensure relevant minimum standards are being met
· Potential impact of the project on target groups, beneficiaries and other local stakeholders
· Achievements according to the program targets and timeframe
Cross-cutting issues
· The evaluator/s is/are requested to evaluate how the following cross-cutting issues are integrated or mainstreamed through the implementation of the action:
· Gender mainstreaming
· Inclusion of specific vulnerable groups's needs (e.g children, youth, elderly, people living with a disability, LGBTI, etc).
· Beneficiary participation and accountability
3. Position requirements
Education
- A university degree at the post-graduate level in the social sciences or other relevant field of study
Professional experience
- Minimum of 5 years of experience in evaluating humanitarian assistance projects (verifiable list of evaluations conducted in the past required);
- Proven record of consultancies for External Program Evaluation is an asset
Professional requirements
Significant experience in coordination, design, implementation, monitoring and evaluation of programs;
Demonstrated excellent analytical, writing and reporting skills
Ability to manage the available time and resources and to work under tight deadlines
Understanding of donor requirements and independence from the parties involved
Languages
- Fluency in English with excellent verbal and written communication skills, Italian and Arabic are an asset
Personal requirements

Confidently able to deal with authorities and donors
Pro-active approach to work;
Able to work independently as well as being a strong team player
Flexibility, capacity of managing stress, good diplomatic skills
