1.Terms of reference
Job title: Emergency Coordinator
Duty Station: Home based with missions to HQ as needed (3 months) – Roving: Intersos’ field missions (8 months)
Starting date: 1st November 2017
Duration of contract: 12 months, renewable
Reporting to: Head of Emergency Unit
Supervision of: (coordinate with: INTERSOS Emergency Response Team in HQ, Regional Directors, Heads of Missions)
2.General purpose of the position
The Emergency Coordinator is responsible for the implementation of INTERSOS humanitarian response within 2-3 weeks from the onset of an emergency in coordination with the Head of Emergency Unit and the Emergency Coordinator in HQ.
The activities will be conducted in close collaboration with INTERSOS Emergency Response Team, and, where existing, with INTERSOS mission in the field, expanding the capacity to identify and respond to the most urgent needs.
The Emergency Coordinator position include also gap filling and capacity building tasks reporting to the relevant line managers at HQ (Regional Director).
3.Tasks and responsibilities
The Emergency Coordinator is responsible for (a) the implementation of INTERSOS humanitarian response within 2-3 weeks from the onset of an emergency and (b) the development and set up of new INTERSOS country programmes in new areas or countries affected by complex humanitarian crises in strict coordination with the Head of the Emergency Unit and the Emergency Coordinator in HQ.
The activities will be conducted in close collaboration with the INTERSOS Emergency Team, and, where existing, with the INTERSOS mission in the field, increasing the capacity to identify and respond to the most urgent needs.
In particular:
- Conduct in-depth needs assessments both in areas targeted by the first response and new areas of intervention.
- Be in line with the findings of need assessments and the Emergency Unit’s strategic priorities, design project proposals to be submitted to international donors and private foundations
- Provide inputs on the economical sustainability of the mission.
- Guarantee constant presence and active participation to the coordination hubs (clusters meetings, other coordination meetings) with local and international stakeholders, enhancing visibility of INTERSOS’s intervention.
- Responsible for all program implementation, in coordination with the emergency team deployed on the field.
- Provide inputs and analysis to support the design of a possible mid-term strategy for INTERSOS mission in the given country/area;
- Provide regular reports to the Emergency Unit, including photographs and videos as agreed with the Communication Department.
- Be responsible for the recruitment of local personnel with the support of the dedicated Human Resource Office in HQ. To determine the contracts with local personnel, making sure the contracts are in line with the local labor registration.
- When requested, establish, guarantee and periodically monitor governments’ recognition and accreditation procedures and any other formalities required by the hosting country.
- Ensure respect for the values, the Code of Ethics and Organization Management and Control Model of INTERSOS;
- Work with ad hoc finance and administration colleagues to programme budgets including setting monthly forecasts and ensuring that line items are appropriately spent
- Identify areas where additional resources may be needed and work with INTERSOS Emergency Unit management to re-allocate funds within the budget and identify additional funding sources as necessary;
- Ensure the strict observance and adherence to INTERSOS and donors’ procedures.
- Supervise the notification of the presence of Italian and international personnel of the mission to the nearest Italian Embassy and to the different Embassies of the operators, and, where relevant, to International Organizations
- Work on intervention tools or specific files, at the request of the emergency unit coordinator (home based period).The Emergency Coordinator position includes gap-filling for field replacement or interim management and coordination positions, preferably in emergency-prone missions. These functions are decided on a case by case basis.
4.Required profile/experience
- A Master’s degree in a relevant field, or equivalent working experience
- At least 5 years technical experience, including substantial field-based experience in emergencies and working with refugees and vulnerable groups
- Deep understanding of the humanitarian context, including substantial working experience in primary emergency response
- Commitment to women’s rights, a human rights based approach and accountability to affected communities
- Demonstrated ability to plan and manage complex programmes
- Excellent team support and supervision skills
- Demonstrated capacity to plan, design and write project proposals for different international donors (ECHO, UNHCR, AICS, UNICEF, OFDA, etc)
- Proven management skills with effective personal communication skills
- Flexibility and ability to take initiative to adapt to changing circumstances
- Availability to cover the 3 INTERSOS geographical regions and also new operational countries where INTERSOS is not yet present
- Financial management skills and accountability
- Excellent verbal and written communication skills
- Positive attitude towards work and ability to work effectively within a team
- Discreet and able to make good judgments about the flow of information
- Ability and willingness to work in challenging programme locations
