Reporting to: Head of Emergency Unit

Responsible for: First & Second Phase of Emergency response in the field

Co-ordinate with: INTERSOS Emergency Unit in HQ and the Emergency Response Team in the field, Regional Directors, HoMs

2.General purpose of the position

The Emergency Logistician is responsible for the implementation of INTERSOS logistic activities within 72 hours from the onset of an emergency in strict coordination with the Head of the Emergency Unit and the Logistic Coordinator in HQ. The activities will be conducted in close collaboration with INTERSOS Emergency Response Team, and, where existing, with INTERSOS missions in the field expanding the capacity to identify and respond to the most urgent needs.

3.Tasks and responsibilities

• In collaboration with the Emergency Unit and the Log Department in HQ, elaborate a mid-term strategic vision and action plan, aiming to optimize the logistics support to emergency programmes
• Make sure the priorities that have been elaborated by the Emergency Unit will be integrated within the global strategy of the Logistics Department of both HQ and Country Offices
• Support the evaluations of the logistics responses conducted by the Emergency Unit in order to guide future improvements
• When requested by the Emergency Unit, directly organize the necessary logistical resources to develop an efficient response to large scale emergencies (i.e. task force launching, direct support, etc.)
• Organisation of ad hoc training sessions according to specific emergency situations
• In case of large scale emergency and together with Log Coordinator in HQ, organization of rapid deployment of appropriate human resources that could be easily mobilized by the Emergency Unit for a short period (max 4 weeks)
• Assist in the management of the emergency stock that is located in HQ or at regional/mission level
• Give a support to identify the needs for relief products and services that will improve the logistics responses to emergency situations
• Provide inputs in the selection of emergency stock of relief items according to the scenarios foreseen by the Emergency Unit
• Direct supervision of the logistics activities in the field during the emergency
• Be the referent of the Logistics Department for the technical aspects related to security/safety management on the field
• In collaboration with the security manager at HQ, support technically the definition of security measures and emergency procedures (evacuation, hibernation, kidnapping, etc.)
• Monitoring of the safety/security tools related to the following domains : Individual protection / Protection of movements / Protection of buildings and asset / Safety and environment

4.Required profile/experience

• University degree in engineering/architecture or technical diploma
• 3 years of relevant experience in logistics Coordination and/or supervision in humanitarian contexts
• 1 year of experience in security management
• Proven logistics experience in emergency and conflict settings
• Availability to travel often in unstable countries, with short notice
• Flexibility to pilot different projects in the same time
• Good capacity to cooperate with other INTERSOS departments
• Professional knowledge of both French and English
