2. General context of the project

South Sudan is a country, which has been affected by complex emergencies, both natural and conflict-related, for decades. INTERSOS has been present in South Sudan since 2006 with a country office in Juba and field bases in six States of the country, namely Jonglei, Upper Nile, Unity, Eastern Equatoria, Western Equatoria and Central Equatoria. INTERSOS focuses on implementing emergency response and relief programs in different sectors: Protection, Education, NFI/Shelter and WASH with a special focus on serving the conflict-affected population, which were forced to displace from their homes by the conflict but also the host communities, which often are equally vulnerable. This project will be implemented in close collaboration with UNHCR and will give continuity to INTERSOS’ efforts in preventing and responding to GBV in Jonglei State. Bor is a large, government held down in southwestern Jonglei state. There is an UNMISS base and a PoC (Protection of Civilians) site with approximately 3’000 IDPs residing there. The project will respond to the needs of both, IDP and host communities.

3. General purpose of the position

The GBV Project Manager is in charge of the coordination, supervision and implementation of a project targeting Internally Displaced Persons (IDPs) and host communities in Akobo, Lankien, and Bor. The GBV Project Manager will work under the direct supervision of the Protection Coordinator and will manage one international staff member as well as a team of dedicated national project staff, who will be engaged in GBV prevention and response activities.

4. Main responsibilities and tasks

In particular the incumbent will:

• Be responsible for the management and implementation of a UNHCR funded project including providing financial, human resources, logistics and procurement oversight;
• Provide technical advice and support to international and local staff through GBV trainings and continuous mentoring;
• Supervise the provision of case management services, including psychosocial counseling and timely referral to available and relevant GBV services;
• Ensure that case management standards and principles are being adhered to;
• Coordinate provision of recreational and livelihood activities for women and adolescent girls who attend the WGFS;
• Engage women in business skills training, providing necessary skills to start their own small business venture;
• Ensure prevention strategies are in place in order to mitigate GBV risks for the population of concern;
• Strengthen capacity of relevant local networks, community stakeholders and authorities to raise awareness on GBV issues and to identify/reinforce prevention strategies;
• Supervise prevention activities focusing on women and girls, and engaging men and boys, to promote better understanding of causes and consequences of GBV, and the survivor’s right to seek and receive help;
• Mitigate GBV risks through the effective use of fuel strategies, including the construction of fuel-efficient stoves;
• Build on the existing network of services and establish and regularly update referral systems and contact list in close collaboration with partners and local service providers;
• Facilitate the identification of human rights violations and protection risks, particularly lack of access of persons with specific needs to basic services;
• Write timely and concise biweekly, monthly and interim/final narrative reports using UNHCR reporting templates;
• Ensure financial and other donor reports from other departments are prepared in an accurate and timely manner, as required;
• Ensure regular staff supervision, field visits and action-oriented feedback for monitoring and evaluation, adherence to accountability procedures and documentation, as well as technical guidelines;
• Develop the project procurement plan and follow the procurement and financial plans on a quarterly basis;
• Actively participate in the GBV Working Group in Bor, co-leading the meetings and contribute to developing GBV frameworks and strategies as well as organizing joint activities with relevant GBV partners.

5. Required profile and experience

Education

• Degree in International Development Cooperation, Law, Humanities and/or Master Degree in Humanitarian Response or similar curricula
• Advanced Diploma in gender related issues, human rights, GBV, desirable.Professional experience

Professional experience

• At least four years of professional work experience in the humanitarian field as Project Manager and in the relevant technical discipline (GBV prevention and response programming).

• Demonstrated project management skills (financial management, human resources management, monitoring and evaluation techniques).

• Strong training and capacity building skills, particularly using participatory techniques for training on different components of GBV programming

• Excellent analytical, report writing and proposal writing skills and computer literate.

• Strong excel/data background

Professional requirements

• Strong inter-personal skills to develop effective working relationships with donors, colleagues and other stakeholders
• Flexibility, adaptability and high work capacity to ensure activities and technical management/coordination support provided in a timely manner to achieve project results
• Previous experience conducting training in case management, caring for child survivors, psychosocial support, social component of clinical management of rape and GBV information management system desirable
• Strong orientation towards evidence-based programming, with skills in monitoring and evaluation and conducting assessments desirable
• Good knowledge of the procedure of international donors, especially UNHCR desirable
• Willingness to live, adapt and productively work in insecure, unstable and/or harsh environments
• Ability to work remotely in coordinating GBV interventions across multiple sites
• Ability to work independently while being a strong team player with proven supervisory skills
• Familiarity with the issues and culture in South Sudan considered an asset

Languages

Fully proficient in written and spoken English

Personal requirements

• Willingness to accept basic living standards in shared accommodation or tents during field trips
• Strong team spirit
