Duty Station: Amman, with constant presence in the field (INTERSOS Field Offices in Irbid, Amman East and Karak and the Governorates covered by the Program)

Starting date: as soon as possible

Contract duration: 9 months

Reporting to: Head of Mission

Supervision of: Programme Officer, Programme Coordinator, Education Advisor, Outreach Specialist, WASH Program Officer, CPR Officer

Dependents: According to INTERSOS HR Manual

2. General context of the project

Since 2012, INTERSOS is partnering with several donors, among which UNICEF, DG ECHO, Italian Agency for Cooperation and development (AICS), OCHA (Pool Fund) to assist refugees from Syria and most vulnerable among Jordanian population.

INTERSOS is focusing its humanitarian response on supporting Syrian families displaced across urban and rural areas, with a program that is articulated in the three (3) main sectors of intervention:

1) Protection (Child protection, Psycho-Social Support, Education, Community Mobilization,;

2) Basic Needs-BNs Assistance (cash, seasonal distributions, emergency distributions);

3) WASH.

Since August 2017, INTERSOS is part of a Consortium, led by Save the Children Denmark, with Save the Children Jordan and Terres des Hommes – Lausanne (TdH), to implement the DG-ECHO funded action “Enabling access to educational pathways and safer learning environments”, which presents a two-pronged approach: a) directly working with OOSC and their families to address their specific barriers through dedicated case management and cash for education support; and b) building the capacity of MoE schools so that they function as protective, child friendly zones of social cohesion', discouraging dropouts.

3. General purpose of the position

The Programme Manager is responsible for the timely, quality and effective implementation of the activities, as well as of the achievement of the expected results of the Protection/Education component of INTERSOS Program in Jordan in general, and of the activities of the DG – ECHO funded action in particular.

4. Main responsibilities and tasks

  • Guarantee overall coordination and supervision of the DG ECHO funded action
  • Guarantee overall coordination and supervision of the Protection/Education programme;
  • Prepare, approve and supervise the planning and design of the DG ECHO funded action
  • Prepare, approve and supervise the planning and design of the Protection/Education programme activities
  • Guarantee correct implementation and timely follow up of all the activities foreseen under the DG ECHO funded action in particular, and of the Protection/Education programme in general, and a proper financial management of the action, making sure that activities and costs are documented, justified and therefore checkable
  • Define all the operating processes required to ensure a proper management of the Protection/Education programme;
  • Represent INTERSOS within relevant consortia;
  • Guarantee proper flow of information between INTERSOS and relevant partners, stakeholders and Governmental actors;
  • Ensure INTERSOS is duly reporting to Donors and/or leading agencies, as per agreed standards;
  • Ensure overall respect of INTERSOS Model, which defines the principles of legitimacy and correctness, segregation of duties, traceability, accountability and control in the performance of duties.
  • Prepare, verify and approve all required narrative and financial reports, and to support the HoM in ensuring that reports are completed in accordance with deadlines and compliance requirements;
  • Support the HoM in maintaining constant relations with relevant donors and other stakeholders at National and at Governorate level.
  • Represent INTERSOS in relevant working groups, task forces and coordination fora at National Level, and supervise the representation of INTERSOS and in coordination fora at local, and governorate level, according to the “Intersos Representation plan” approved by the INTERSOS Jordan Mission Senior Management Team (SMT);
  • Ensure adequate INTERSOS representation during partners and donor visit related to the DG ECHO funded action, and to the Protection/Education Program;
  • Support the Head of Mission in liaising with the Communication sector (HQ), providing reports, documentation etc.
  • Constantly and proactively contributing to the work of INTERSOS Jordan Mission Senior management Team (SMT), of which the Program Manager is active member;

5. Required profile and experience

Education

  • University degree in relevant subject or equivalent professional experience / technical qualification.
  • Postgraduate degree (MA or LLM) in International Humanitarian Action an asset

Professional experience

  • At least 5 years experience in Program Coordination or in coordination of emergency response actions.
  • At least 2 years’ experience in project design and development in particular with DG ECHO and UN donors

Professional requirements

  • Knowledge of the main Institutional donors procedures and guidelines.
  • Strong skills in networking with partners and donor liaison
  • Experience in supervising teams mainly composed by national staff
  • Advanced programme management skills
  • Able to gather and critically analyse data, gaps and trends related with a focus on protection concerns.
  • Knowledge of and previous experience in cash-based programming highly desirable

Languages

Fluency in English with excellent verbal and written communication skills, Italian and Arabic are an asset

  • Able to work independently as well as being a strong team player
  • Flexibility, capacity of managing stress, good diplomatic skills
