Country: Lebanon
Duty Station: Beirut with frequent visits to base offices in the Sour valley and North, namely Tyr, Zahle and Tripoli.
Starting date: 01/04/2018
Contract duration: 12 months
Reporting to: Regional Director
Supervision of: Nine expatriate staff including 2 coordinators, 5 Project Managers, 1 logistic and 1 intern. National staff: country finance officer, logistic coordinator, HR officer, quality department officer, liaison officer.

2.General context of the project

INTERSOS is an Italian non-profit, humanitarian aid organization founded in 1992. INTERSOS works towards a world of equality, justice, peace and solidarity, to achieve this INTERSOS helps people to live in dignity and safety, alleviating suffering and meeting their needs. The mission of INTERSOS is to support people, families and communities in areas most effected by crisis around the world, providing crucial assistance to populations in life threatening situations, in situations of famine and suffering resulting from extreme poverty, disasters, and conflict.

INTERSOS started to work in Lebanon in 2006 to support the Lebanese people affected by the Lebanese-Israeli war. Since 2013 INTERSOS has been supporting the vulnerable populations in Lebanon affected by the Syrian conflict, including both Syrian refugees and affected Lebanese people in 4 regions (South, Nabatieh, Mount Lebanon and Bekaa) in response to the Syrian crisis.

In 2018, INTERSOS will expand its interventions to the North with a UNHCR funded project.

The objectives of INTERSOS strategy in Lebanon are the following:

· bolstering the effective protection for Syrian refugees;

· supporting Lebanese hosting communities in dealing with the effects of the Syrian crisis;

· increasing the self-reliance of Syrian refugees and vulnerable Lebanese

INTERSOS’ humanitarian, protection focus and knowledge of the country are the key added values for its interventions in Lebanon. Moreover INTERSOS implements projects in Shelter, Food Security, Livelihood and Basic Assistance sectors.

Currently INTERSOS is implementing a total of 12 projects funded by multiple donors, including UNHCR, OCHA-HPF, WFP, UNFPA, Italian Cooperation- AICS, European Commission Madad funds.

Besides its main office in Beirut, INTERSOS has established 2 field bases in Tyr and Zahle, and will open soon a third one in Tripoli.

3.General purpose of the position

The Head of Mission represents legally and officially INTERSOS in Lebanon and acts under the supervision of the Regional Director and in accordance with its specific directions.

4.Tasks and responsibilities

The Head of Mission represents the Organization and is responsible for the planning, management and implementation of the country program on the basis of defined strategies and indications.

The HoM manages and coordinates the operations and human resources in the country and is responsible to:

Communication and representation

· Establish and maintain collaborative relations with Local Authorities and Institutions, Donors, International Agencies, NGOs and other stakeholders

· Follow up, guarantee and monitor government recognition procedures for the organization in compliance with the host country formalities

· To monitor donor’s priorities and intervention strategies in the country as well as to map and approach new donors

Planning and implementation

· Define country priorities based on context and needs analyses; monitor donor intervention strategies in the country; design, promote and elaborate new interventions

· Assess, promote and submit new projects, following the procedures defined and promoting a spirit of participation among beneficiaries at all management stages, ensuring the transparency of the intervention

· Supervise, monitor and evaluate the implementation of the country operations - and all related administrative, financial, human resources, logistics and security aspects - ensuring timely and quality assistance delivery, as well as cost efficiency and accountability, in compliance with INTERSOS and donors guidelines, regulations and procedures

Information and Reporting

· Continuously assess, analyze and evaluate the impact of the country operations, also through periodic visits to the areas of intervention

Finance

· Define the mission financial plan, ensuring self-sufficiency and consistency of expenses, and assume responsibility for the mission funds management, including bank accounts

Human Resources

· Coordinate, guide and supervise the mission staff, and evaluate their performance

· To ensure the respect for the values, Code of Ethics and Organization Management and Control Model of INTERSOS within the mission

· Ensure personnel compliance with procedures foreseen by INTERSOS’ Organization Management and Control Model

· Proactively participate in relevant coordination meetings

Security

· Validation of all the mission security plans (Capital and projects)

· Interaction on the Country security issues with HQ (Security Referent) and relevant actors

· To hold final responsibility for any decision concerning security

5.Required profile and experience

Education

University Degree in Social Sciences, Political Sciences, International Relations, Humanitarian and International Cooperation or related field.

Professional experience

· Minimum of 5 years as HoM with humanitarian aid experience in complex contexts

· High level of all aspects of managerial experience, including managing multi-million dollar budgets

· Experience in complex decision making and leading a multi-disciplinary, multi-national team under difficult circumstances and conflict context

· High level of expertise in representation and negotiation with governments and donors

· Strong understanding of the humanitarian operating context, the humanitarian system, donors, security and program management. Strong understanding of the Syria crisis desirable

· Ability to prepare concept papers and project proposals in accordance with the standards required by INTERSOS and Donors.

· Previous experience working with refugees or IDPs desirable

· Previous experience working in protracted crises desirable

Professional requirements

· Computer and finance skills

· Experience with the management of a diverse workforce

· Strong representation and negotiation skills

· Donor compliance and reporting

· Experience in successfully establish and manage institutional partnerships with national and international NGOs

· Experience in establishing and maintaining collaborative relationships with donors and government counterparts

Languages

· Good communication skills in English

· Working knowledge of Arabic desirable

Personal requirements

· Demonstrated leadership and interpersonal skills

· Ability and interest to coach staff

· Demonstrated cross cultural communication skills
