INTERSOS is a non-profit humanitarian aid organization that works to bring assistance to people affected by natural disasters and conflicts. Established in 1992 with support from the Italian Federation of Trade Unions, its actions are based on the values of solidarity, justice, human dignity, equal rights and opportunities for all people and respect for diversity and coexistence, paying particular attention to the most vulnerable and the unprotected. In Somalia INTERSOS is active since 1992 responding to emergencies that involve IDPs and returnees populations as well as the host community. INTERSOS currently operates in Banadir, Bay, MiddleShabelle and Bakool regions of Somalia.
Position overview:
The Protection Database and M&E officer will provide crucial support for INTERSOS child protection and gender-based violence activities by managing and coordinating information sharing the IA CP IMS and GBV IMS databases. In addition, the position will be responsible for M&E of the CP and GBV projects to support accountability and improve the management of the project.
Main responsibilities:
1Management of INTERSOS IA CP IMS and GBV IMS databases
· Provide overall management of the IA CP IMS and GBV IMS, including gathering weekly database updates from field teams and consolidating data, providing information for the IDTR team to conduct IDTR activities ;
· Maintain a central database and an offsite filing system with the support of the CP and Database specialist.
o Data backups (for all regions) and ensuring data security in accordance with data protection protocols.
o Cleaning the Database to avoid duplication and redundancy.
o Provide support to data-entry staff/ Team leaders.
o Analyze information updated in the Databases.
o Set/monitor timescale targets (for case management).
o Consolidate Daily, Weekly and Monthly Reports.
o Modify/ adjust CP IMS and GBVIMS in accordance to the forms in consultation with Protection PMs.
· Prepare trend analysis on IA CP IMS data and GBV IMS for reporting and identification of gaps and areas for improvement for field teams ;
· Sharing information and reports on a regular basis with the GBV and CP WG and other partners, according to signed information sharing protocols ;
· Identify and support the information needs of protection field offices including tracing lists, referrals and transfers and address any gaps in knowledge and practices information collection, storage and sharing.
2. Monitoring & Evaluation of protection activities
· Support the Project Manager and Field Coordinator to compile project activities monthly and quarterly periodic reports;
· Support the PM in designing effective M&E and assessment tools;
· Conduct M&E field visits in all locations of INTERSOS protection operations, including supporting the field team to conduct rapid and in-depth assessments, KAPs surveys, post-distribution and service satisfaction monitoring in collaboration with the Protection Coordinator, CP and GBV PMs;
· Support the Protection department, and INTERSOS, to maintain a robust community-based complaints mechanism;
· Support learning and communication on the impact of INTERSOS protection departments through the collection and preparation of case studies, success stories and stories of Most Significant Change.
3. Project support, training and mentoring
· Train/coach child protection and GBV case management and data-entry personnel on use of the databases and promote understanding and adherence to data protection protocols;
· Provide information technology support to field teams relating hardware, software as well as online and IT security;
· Participate in adapting and reviewing case management forms used by CP and GBV team and trialling new database systems with the Child Protection and Database Specialist;
· Conduct training on IA CPIMS (and in the future on PRIMERO) and regular mentoring for INTERSOS staff and partners on database use and data protection protocols;
· Any other duties assigned by the PM and GBV&CP Field Coordinator.
Person specification:
· University degree in relevant area (e.g. sociology, statistics, community development, law and human rights);
· Previous experience in the humanitarian field in an emergency context working for an NGO, preferably in the protection sector in Somalia;
· Two or more years work experience in Monitoring & Evaluation for NGOs, particularly in conducting assessments, surveys and using participatory methods for qualitative and quantitative data collection;
· Experience in training and managing data collection and data entry teams, and ability to conduct training for project staff in M&E and reporting;
· Data analysis ability (Excel or SPSS) and other computer literacy skills;
· Excellent analytical and report writing skills to write clear and concise M&E reports, including providing practical recommendations for programming;
· Strong interpersonal skills and demonstrated ability to establish effective working relations with local staff, beneficiaries and other stakeholders;
· Ability to travel and work in stressful situations and at times, in hardship field locations where INTERSOS offices are located;
· Fluency in written and spoken English and Somali is essential;
· Working experience in the Somali contest is desirable;
· Familiarity with the women’s right situation in Somalia is desirable.
