Duty Station: Cameroun, Maroua, with frequent field missions in all those departments where Intersos Cameroun has been active / will be active during the following months

Starting date: ASAP

Contract duration: 2 months

Reporting to: Head of Mission and the HQ Security Referent

Supervision of: 1 or 2 National Security Staff

2. General context of the project

INTERSOS est une Organisation Non Gouvernementale qui est présente au Cameroun depuis Février 2015 afin de répondre à la crise humanitaire que connait le pays. Actuellement, l’organisation pilote six projets dans différents secteurs:

• Sécurité alimentaire et réhabilitation de l’agriculture
• Protection (incluant la protection monitoring, les Violences Basées sur le Genre et la Protection de l’enfance)
• Services Communautaires (au camp de Minawao)
• Eau, hygiène et assainissement, abris et NFI

Présence local dans la région de l’Extrême Nord : Mis à part le bureau de coordination de Yaoundé, le principal bureau d’INTERSOS se situe à Maroua. Cependant, INTERSOS possède aussi trois sous-bureaux :

• Kousseri dans le département de Logone Chari;
• Mora dans le département de Mayo Sava;
• Mokolo dans le département de Mayo Tsanaga.

Les projets sont mise en œuvre dans des villages de la région de l’Extrême Nord (départements de Logone et Chari, Mayo Sava et Mayo Tsanaga).

INTERSOS vient de lancer la deuxième phase de son projet sur la prise en charge des victime des GBV et la protection de l’enfance dans la Logone et Chari mais aussi le renouvèlement de son partenariat avec USAID/OFDA et ce projet a comme activités la production de culture vivrière, maraîchère et la distribution de NFI, WASH et promotion à l’hygiène aux personnes vulnérables des populations déplacés et hôtes.

3. General purpose of the position

S/He will be in charge of the Safety & Security related to the development, implementation and monitoring of an effective strategy to mitigate risk, maintain continuity of operations, and therefore secure the safety and security of all employees. The SSC will be the primary focal point on all safety & security related matters. S/He will be responsible for putting in place policies and standards related to the safety & security of the staff members, field facilities, assets, and program activities as well as ensuring that security protocols and mechanisms are in place to address country programs’ unique security challenges. S/He will provide technical support in developing and maintaining country programs’ context-specific field security plans.

4. Main responsibilities and tasks

• Serve as the primary focal point for safety & security in the following areas:

a. security/risk assessments

b. scenario planning, security plan development

c. crisis/contingency planning

d. other security-related functions

• Hiring and training national security focal points
• Develop and update security plans, business continuity plans, crisis management plans, and policies and procedures, in accordance to best practices and ensure their implementation;
• Provide advice and counsel to management on matters related to staff members and property safety & security
• Investigate all safety, security and risk management related issues
• Develop and facilitate security & safety training
• Conduct training on needs assessment with key stakeholders resulting in increased safety, security and risk management capacity
• Monitor security conditions, liaise and coordinate with external agencies (INSO) UN, NGO coordinating bodies, local governments, etc. plupart des villages ciblés sont à la frontière avec le Tchad, le Nigéria et à proximité du Lac Tchad où les conditions de sécurité sont volatiles depuis quelques mois (e.g. Fotokol, Hille Alifa, Makary, etc.)

5. Required profile and experience

Education

• University degree
• Specific courses, advanced trainings in Security Management

Professional requirements

• At least 10 years of professional experience and at least 5 years of specific experience as Security Officer in contexts of crisis
• Proven practical knowledge of the regional context
• Previous experience in Cameroon or any other high-risk environments
• Previous experience in a coordination role in Security Operations in recent scenarios is an asset
• Proficient knowledge of English is required. Arabic is an asset
• Remote control experience is an asset
• Risk management knowledge is an asset
• Experience in Security Management in INGOs is preferableProfessional requirements
• Strong diplomatic capacities and negotiation skills
• Excellent analytical skills
• Ability to set high standards for quality of work
• Ability to analyze the regional dimension of the Cameroonens situation
• Ability to analyze and integrate information from a wide range of sources
• Excellent communication skills, both oral and written
• Proficient user of IT tools (MS Office package, internet, e-mail, etc.)

Languages

Fluent in French is compulsory, Italian is an asset and Arabic a plus

• Strong diplomatic capacities and negotiation skills
• Ability to take initiative and work autonomously
• Ability to integrate and work well with multi-ethnic and multicultural teams
