2. General context of the project
INTERSOS had been working in Iraq from 2003 till 2010 with programs aimed at responding to urgent material safety needs and enhancing access to basic social services for vulnerable individuals and communities in Central and Southern Iraq, Baghdad and Kurdistan. Over the years, INTERSOS operations developed encompassing activities in health care, legal protection and assistance, warehousing and distribution of essential goods, mine/UXO clearance, shelter, water and sanitation, psychosocial support and education targeting internally displaced people and voluntary returnees, as well as host communities, with special focus on most vulnerable groups (children, women, elderly and persons with special needs).
Following the conflict in the Syrian Arab Republic and the deterioration of the humanitarian situation which is negatively affecting also the neighboring countries, in November 2013 INTERSOS has resumed the operations in the area to contribute towards ensuring emergency relief and social protection assistance for the Syrian refugees fleeing their home in search of safety. Furthermore, since the surge in violence between armed groups and government forces with fighting spreading into Central and Northern Iraq, in July 2014 INTERSOS has extended its operations in the Kurdistan Region and is currently providing services and activities aimed at assisting both Syrian refugees and Iraqi IDPs in camp and non-camp settings, with interventions mainly concentrated on the Community Services, Protection, Food Security and Education Sectors.
INTERSOS is currently further contribute towards assisting vulnerable conflict-affected civil population in the whole of Iraq by expanding on-going activities in terms of geographical target areas and sectors of expertise to properly respond to unmet needs and detected gaps.
Within the framework of the humanitarian response following military operations to retake the control of Ninewa, Salah EdDin and Anbar governorates, in which INTERSOS is directly engaged, INTERSOS concentrates its interventions in the sectors of health, protection and Education in Emergencies.
3. General purpose of the position
The general purpose of the post is to be in charge of the implementation, follow up and supervision of the different INTERSOS medical activities in Iraq.
4. Main responsibilities and tasks
The MC manages and coordinates all the medical interventions in the country and is responsible to:
- Contribute to the development of INTERSOS health and nutrition strategy in the country
- With the support of the Emergency Coordinator provide technical support and supervision to the Health and Nutrition team for program design, proposal development, reporting, monitoring and evaluation ensuring high quality of program implementation
- Provide technical supervision and guidance to all INTERSOS health and nutrition projects, including financial requirements. Extend technical support and supervision to possible implementing partners
- Ensure consistency of the health and nutrition program with the national and international standardized protocols, policies and guidelines
- Liaise with local government and health authorities, non-state actors, UN agencies, NGOs, and donors at national and field site level
- Ensure accurate data collection and reporting are submitted in a timely manner for all activities within the health and nutrition program
- Work with health and nutrition teams and logistic department to procure and pre-position drugs in a timely manner to ensure adequate supply at the intervention sites
- Ensure the supervision of the pharmacy (consumptions, orders and inventory) in collaboration with the logistic department
- Follow up medical issues and sharing of information in particular with medical referent at the HQ
- Participate to the monitoring on a regular basis of the different components of the program and to set up corrective measures in case of need
- Review all reports prepared by the staff and ensure that reports are written and submitted to donors in a timely manner
- Monitor the security situation in the areas of intervention
- Proactively participate in relevant coordination meetings and in all relevant technical working groups
5. Required profile and experience
Education
Medical or paramedical profile, knowledge in public health.
Professional experience
- At least 4 years of significant international experience with at least 1 experience in similar positions or in humanitarian sector
- Working experiences in public health and in managing health welfare in communities
- Experience in supervising Health Promotion activities and some basic mental health activities
- Experience in working with IDPs or refugees
- Previous experience in Middle East is an asset
- Proven experience in management of UN and ECHO funds.
- Proven experience in management of large staff teams.
Professional requirements
- Knowledge, competency and skills on public health aspects of Primary Health Care and SRH
- Ability to set high standards for quality of work
- Ability to analyze and integrate information from a wide range of sources
- Ability to administrate funds, logistics and human resources
- Excellent communication skills, both oral and written
- Mastery of IT tools (MS Office package, internet, e-mail, etc.)
Languages
Proficient knowledge of English is required. Knowledge of Arabic is an asset.
