2.General context of the project

South Sudan is a country which has been affected by complex emergencies, both natural and conflict-related, for decades. INTERSOS has been present in South Sudan since 2006 with a country office in Juba and field bases in six States of the country, namely Jonglei, Upper Nile, Unity, Eastern Equatoria, Western Equatoria and Central Equatoria. INTERSOS focuses on implementing emergency response and relief programs in different sectors: Protection, Education, NFI/Shelter and WASH with a special focus on serving the conflict-affected population, including the forcibly displaced and the host communities, which often are equally vulnerable. This project will be implemented under the South Sudan Humanitarian Fund and will consist of a GBV mobile response to reach difficult accessible areas in the whole country where the humanitarian needs are highest.

3. General purpose of the position

The GBV Project Manager will be based in Juba and will be responsible for the managerial oversight and coordination of the SSHF GBV Project, including prevention and response activities through mobile responses of two GBV teams for vulnerable internally displaced populations (IDPs) and host communities in areas of operations.

Specifically, the GBV Project Manager will work under the direct supervision of the Protection Coordinator and will oversee a mobile and a field based team.

4. Main responsabilities and tasks

General Programme Management

Technical support:

• Plan and coordinate closely with the Protection Cluster and partners the deployment of the GBV mobile teams under the Integrated Protection Mobile Team to hard-to reach areas for assessments and rapid response through the provision of life-saving protection assistance

• Facilitate regular training and mentoring to field staff and key partners on case management, psychosocial support (based on IASC MHPSS Guidelines), support for vulnerable groups (including persons with disabilities), GBV mainstreaming using the IASC guidelines on integrating GBV in humanitarian action

• Attend GBV cluster coordination meetings and IPMT meetings on a regular basis and provide relevant information on emergency, displacement and GBV assessments and responses

• Facilitate and coordinate planning and debriefing of missions, oversee two emergency response teams, and provide technical guidance on GBV

• Develop community engagement methodologies and tools, participatory design of IEC materials for GBV and general protection awareness and outreach activities

• Design and continuously improve GBV assessment tools and monitoring and evaluation mechanism, based on ethical and safety principles

• Review weekly activity reports, project documents, such as case management files, review and submit GBV assessments to IPMT members, and provide advice and supervision on emergency case management processes

• Support the development of local referral pathways and operationalize safe and ethical referral mechanisms

• Build close partnerships with national GBV Subcluster and Government Ministries of Gender, Child, & Social Welfare to appropriately address women's issues and GBV in national policies, laws and guidelines

• Act as INTERSOS South Sudan GBV Focal Point, support development of best practices, analysis of programmatic trends, and give inputs for internal GBV strategy

• Work closely with the Emergency Protection Manager to ensure prioritization of locations is well coordinated, displacement updates are shared, and emergency response strategies are harmonized and well implemented

Management/supervision:

• Be responsible for recruitment, daily management, mentoring and skill development of GBV project staff• Monitor and provide

objective feedback related to staff performance, including completing staff

performance evaluations to promote growth and professional development

• Review of regular financial and narrative reports from mobile teams, ensuring financial compliance including budget management and correct accountability documentation

• Conduct analysis and evaluation of humanitarian needs across the country and security risk analysis and elaboration of contingency plans together with Security Officer before deployment of mobile teams

• Ensure linkages with the INTERSOS Child Protection team and other departments internally

• Support Protection Coordinator in proposal writing for new GBV projects for South Sudan mission

• Ensure all internal and external narrative reports are of good quality and completed on time, promoting good understanding about projects with donors, other sectors, partners, and communities

• Manage project budget in order to maintain project expenditure within budget parameters, ensuring adherence to INTERSOS and donor financial procedures and requirements

• Support GBV project teams to utilize financial planning tools, such as spending plans, procurement plans, and work plans based on project proposal

5. Required profile and experience

Education

Master’s Degree in International Development Studies, Human Rights, Psychology or related fields

Professional experience

  • At least 5 years of professional work experience in the humanitarian field as Project Manager and in the relevant technical discipline (GBV prevention and response programming)
  • Demonstrated project management skills (financial management, human resources management, monitoring and evaluation techniques)
  • Experience in mobile response is considered an asset
  • Previous experience conducting training in case management, caring for child survivors, psychosocial support, PFA, social component of clinical management of rape and GBV information management system desirable

Professional requirements

  • Ability to work remotely in coordinating GBV interventions across multiple sites
  • Strong orientation towards evidence-based programming, with skills in monitoring and evaluation and conducting assessments desirable
  • Good knowledge of the procedure of international donors, especially UN/ SSHF desirable
  • Strong training and capacity building skills, particularly using participatory techniques for training on different components of GBV programming
  • Excellent analytical, report writing and proposal writing skills and computer literate
  • Flexibility, adaptability and high work capacity to ensure activities and technical management/coordination support provided in a timely manner to achieve project results
  • Ability to work independently while being a strong team player with proven supervisory skills
  • Familiarity with the issues and culture in South Sudan considered an asset

Languages

Fully proficient in written and spoken English

Personal requirements

  • Willingness to spend at least 60% of time in the field in hard-to reach areas living in temporary bases and to accept basic living standards in shared accommodation or tents during field trips
  • Strong inter-personal skills to develop effective working relationships with donors, colleagues and other stakeholders
  • Strong team spirit
  • Willingness to live, adapt and productively work in insecure, unstable and/or harsh environment
