2. General context of the project

The project aims at reducing the avoidable mortality and morbidity of the most vulnerable population, in particular returnees, with a focus on women and children U5. Specifically, through technical and emergency support to the existing facilities in remote area of Baiji district (in Salah Al Din Governorate), INTERSOS will ensure that highly vulnerable individual have immediate access to an essential and integrated package of Primary Health Care (PHC) services, including reproductive health and disease surveillance (EWARN). The Health Package includes Reproductive Health/Maternal, Neonatal, Child Health (RH/MNCH), antenatal and postnatal care for mothers, newborn care, provision of essential drugs, family planning, and nutrition screening. Trained community health workers (CHWs) will be selected directly in the targeted areas and they will be briefed to disseminate key information and raise awareness on the following topics: services provided in the facilities, importance of timely access to health facilities; hygiene promotion; scabies prevention and treatment; importance of routine vaccination; nutritional education. Their final role is to facilitate the linkages between population and health staff.The provision of lifesaving PHC services will involve INTERSOS in the support of 2 Primary Health Care Centers in the Baiji District: one in Namel Village and another one in Musahag.

Both facilities were recently visited and assessed by INTERSOS field team; the selection of the health facilities has been carried out in coordination with the DoH, considering (i) the needs of revitalization (in terms of WASH and waste management services); (ii) needs to support the identify PHCCs in terms of staff, with particular focus to the gender balance, to improve the quality and effectiveness of the services delivered; (iii) the targeted communities, have been affected in the last months by the influx of the IDPs returnees. The project builds on INTERSOS’ prior and on-going experience in the area.

3. General purpose of the position

Defining, coordinating and monitoring the medical activities under his/her responsibility according to INTERSOS protocols, standards and procedures in order to ensure the delivery of quality medical care for patients and their communities as well as to improve the health condition of the target population.

4. Main responsibilities and tasks

-Coordinating, assessing and supervising the proper functioning of the medical activities according to INTERSOS protocols, standards and procedures and through the correct compilation and analysis of medical data regarding patients health conditions

-Participating in the definition of annual planning and budget for the project and in the follow up of the programs/project. Supervising and ensuring that medical activities objectives under his/her responsibility are achieved, reporting to the technical referent any problem arising in the service

-Checking all administrative procedures related to patients’ follow-up (card filling, registers, paper exit, discharge, transfers ...) are carried out correctly and according to INTERSOS procedures

-Ensuring an efficient pharmacy management and monitoring the rational use of drugs, supervising the appropriate use of medical devices and anticipating future needs. Preparing the medical orders needed to implement the medical activities under his/her responsibility, and identifying and reporting to the line manager, non-medical support needs (material, infrastructure, transport, etc.)

-Coordinating and monitoring the daily working plan of the team under his/her responsibility (absent personnel, vacations, tracking leaves ...)

-Participating in shifts and replaces a staff if necessary

-Planning and supervising, in close coordination with the HR department, the associated processes (recruitment, training, performance evaluation, development and internal communication) of the staffs under his/her responsibility in order to improve staffs capabilities and to ensure both the sizing and the amount of knowledge required

-Participating in the monthly reports according to guidelines

5. Required profile and experience

Education

  • Advanced university degree in medicine or other paramedical studies
  • Desirable specialization in Tropical Medicine or a degree in Public Health

Professional experience

Minimum 2 years relevant work experience as Medical referent in the humanitarian sector especially in fragile and unstable environments

Professional requirements

• Essential computer literacy (word, excel and internet)

• Demonstrate experience with different donors compliance and reporting

• Leadership, people management and development, teamwork and cooperation

• Good/In-depth knowledge and understanding of Humanitarian Principles and Protection frameworks, tools, and minimum standards

• Good communication skills, both oral and written

• Previous experience in working in Middle East and specifically in Iraq (desirable)

• Previous experience in developing and implementing M&E activities (desirable)

Languages

  • Proficient knowledge of English is required
  • Knowledge of Arabic will be an asset
