2. General context of the project
South Sudan is a country which has been affected by complex emergencies, both natural and conflict-related, for decades. INTERSOS has been present in South Sudan since 2006 with a country office in Juba and field bases in six States of the country, namely Jonglei, Upper Nile, Unity, Eastern Equatoria, Western Equatoria and Central Equatoria. INTERSOS focuses on implementing emergency response and relief programs in different sectors: Protection, Education, NFI/Shelter and WASH with a special focus on serving the conflict-affected population, which were forced to displace from their homes by the conflict but also the hosting communities, which often are equally vulnerable.
The situation in South Sudan continues to be very fragile. The collapse of the Government of National Unity in July 2016 precipitated triggers for conflict, insecurity, economic crisis and food insecurity across the country, with the currency in free fall and inflation skyrocketing. In February 2017, the Government of Salva Kiir and United Nations declared famine in parts of the country with nearly 5 million or 40% of the population at risk. Besides civil conflict and drought, other key internal displacement hazards include flooding and health epidemics especially cholera.
3. General purpose of the position
The MEAL manager will be based in Juba with frequent trips to the field. He/she, will be in charge of MEAL of a UNICEF Child Protection funded project and provide support to other projects of the South Sudan mission.
The Monitoring, Evaluation, Accountability and Learning (MEAL) Manager is responsible for all monitoring, evaluation, accountability and learning activities of the Protection and other sectors programs. She/he coordinates monitoring and evaluation platforms and learning initiatives and participates in monitoring and evaluation networks through the clusters. She/he leads the programme team in setting up systems and mechanisms for monitoring the projects’ indicators, deliverables and regularly gathering stakeholders’ feedback. The MEAL Manager will support the Project Managers and Programme Coordinators in project documentation, reflection and reporting processes to ensure that identified gaps are addressed and contribute to project improvement.
This position is aimed at developing monitoring, evaluation, accountability and learning systems of the INTERSOS Protection specifically and supports other sectors program and UNICEF funded projects. By the end of the assignment, the post holder is expected to have:
- Developed Performance Monitoring Plans and MEAL systems for Protection and other sectors programmes
- Designed a rigorous internal programme data quality assurance system
- Ensured and/or improved the standardization of data collection
- Developed tools for need assessment, monitoring, evaluation and collection of success stories
4. Main responsibilities and tasks
Monitoring, Evaluation, Accountability and Learning (MEAL)
- Develop and manage the projects' Performance Monitoring Plans and MEAL systems in collaboration with Program Managers and Coordinators
- Design and implement a rigorous internal data quality assurance system
- Ensure and/or improve the standardization of the data collected
- Develop tools for need assessment, data collection and monitoring and evaluation of data
- Contribute to and/or carry out rapid needs assessments to investigate further opportunities for interventions
- Ensure data is collected and analyzed regularly to respond to agreed indicators in a standardized manner
- Take a lead role in the coordination of all internal and consultant led monitoring and evaluation and research activities including the conduct of baselines and final project evaluations
- Support and (where necessary, lead) the development of ToRs and framework for evaluation and research activities
- Establish Complaint Response Mechanism for INTERSOS country programme
- Provide support in collecting data through comprehensive and multi-sectorial needs assessments for the development of new project proposals
Reporting
- Ensure reports are submitted to UNICEF and other donors at national level as per the agreed reporting schedule
- Coordinate and consolidate internal reports to INTERSOS and ensure timely submission
- Contribute to baseline surveys, quarterly and annual reports, in addition to other briefings, summaries, presentations, etc. for donor as well as other audiences
- Collaborate with Program Managers and Coordinators to communicate monitoring/evaluation findings to key stakeholders
- Lead the Program Team in collecting success stories and lessons learned and in developing case studies for experience sharing internally, with donors and for publication
- Identify and document interventions and initiatives that can be replicated or scaled up
- Develop donors reporting schedule and share on regular basis to PMs and Coordinators
Capacity building
- Work with the mission to develop a strong MEAL system in Protection sector and provide support to other sectors in INTERSOS South Sudan mission whenever possible
- Continuously build capacity of project staff in data collection and use through advice and support
- Regularly document lessons learned and share best practices in data collection, monitoring and evaluation with project staff
- Organize and undertake MEAL capacity building activities such as trainings and workshops for staff
5. Required profile and experience
Education
Bachelor’s degree in Development, Social Sciences, Economics, Statistics, International Cooperation or any other related field from a recognized university
Professional experience
- At least 3 years practical work experience in monitoring & evaluation
- Experience in areas of MEAL and knowledge management related to programs
- Previous experience working in emergency and conflict affected areas preferred
- Experience in developing MEAL plans and ad hoc tools
- Experience in Protection programming including Child Protection and GBV mainstreaming
- Experience in project proposal writing will be an asset
- Experience in South Sudan considered an asset
Professional requirements
- Ability to transfer knowledge/build others’ capacity around M&E through formal and informal training
- Working knowledge of MEAL systems, word processing spreadsheets, data entry and analysis packages and databases
- Strong interpersonal, communication, and organizational skills, with excellent written English skills
- Familiarity with MHPSS guidelines, UNICEF procedures, SSHF procedures, Minimum standards for child protection in humanitarian action, Sphere and INEE standards, etc.
- Analytical, documentation, innovative and reporting skills
- Strong organizational and problem-solving skills with analytic approach
- Attention to details and ability to work under pressure and achieve results effectively with tight deadlines and minimum supervision
- Competent, commitment and respect to timelines and standards
- Ability to work remotely in coordinating CP interventions across multiple sites
- Ability to work independently while being a strong team player with proven supervisory skills
- Flexibility, adaptability and high work capacity to ensure activities and technical management/coordination support provided in a timely manner to achieve project results
Languages
Proficient working knowledge of English – ability to coordinate with other actors and produce reports
Personal requirements
- Readiness and ability to travel around South Sudan according to the needs of the projects
- Willingness to spend at least 50% of time in the field in hard-to reach areas living in temporary bases and to accept basic living standards, and movement’s restrictions
- Ability to develop and maintain collaborative relationships
