Supervision of: National staff (1 education officer, 1protection officer, 3 case workers, trainers, 5 community mobilizers, 2 psychologists , 2 case managers, ) + Kikuk base staff (admin, finance, log)
2. General context of the project
Intersos has been working in Iraq from 2003 until now with programs aimed at responding to urgent safety needs and enhancing access to basic social services for vulnerable individuals and communities in Southern Iraq, Baghdad and Kurdistan. Following the conflict in the Syrian Arab Republic and the deterioration of the humanitarian situation affecting its neighbouring countries, in November 2013 Intersos resumed the operations in Iraq aimed at ensuring emergency relief and social protection assistance for the Syrian refugees.
In 2016, Intersos started a pilot project in Kirkuk governorate involving youth centres and especially targeting out of school children with child protection to education services. The same year, Intersos enlarged its geographical areas and intervention sectors in Ninewa and Salah al-din Governorates with Health, Protection and Education in Emergencies and in the framework of the Mosul Crisis Intersos responded with Protection and Education both in the emergency camps set up in Ninewa and in urban areas.
3. General purpose of the position
Implementation of a UNICEF-funded project in Kirkuk governorate and management of Intersos Kirkuk base. The position is based in Kirkuk city, with travel across the governorate to the sites of the project activities as well as Erbil Office. The project is the continuation of a previous intervention piloted last year in partnership with a national NGO. Its overall objective is to contribute towards ensuring safety and well-being of children and youths affected by conflict and displacement through a community based approach and through working with youth-led structures.
4. Main responsibilities and tasks
The purpose of the position is to ensure the proper and effective implementation of all activities planned to achieve the intervention objectives and expected results, including all related administrative and financial aspects. The Project Manager is in charge of the management and supervision of the project activities and services, ensuring timely and quality implementation and monitoring in compliance with relevant Child Protection Standard Operating Procedures, INEE Minimum Standards, Good Practices in Education Responses, International Principles and Guidelines, INTERSOS Fundamental Charter and Code of Ethics.
Key tasks and responsibilities
- Planning, coordinating, monitoring and evaluating the implementation of the project, including education and child protection activities for children, adolescents and youths, ensuring timely and quality delivery of the targets set as per approved project's proposal.
- Building the capacity, coordinating and supervising the staff, providing ad hoc training sessions and continuous on-the-job coaching.
- Develop regular reports, as required by the donor and ensure timely internal reporting through INTERSOS’ Project Appraisal Tool.
Maintaining relations pertaining to the project with donors, local authorities, government institutions, partners, key stakeholders, and other relevant actors at the regional, governorate and field level.
Planning, coordination, monitoring and evaluation of project activities
1.1. Preparing, managing and regularly updating the activities work plan and related financial and procurement plans, ensuring timely and quality implementation in compliance with the defined project strategy, as well as INTERSOS and donor guidelines.
1.2. Procuring all equipment, supplies and materials, as well as works and services, required to implement the project activities, ensuring cost efficiency and accountability in compliance with INTERSOS and donor regulations and procedures.
1.3. With the support of the Technical Coordinators, elaborate and/or contextualize already available support tools to monitor and evaluate the project activities, as well as to collect feedback and complaints from beneficiaries and target populations at large.
1.4. Undertake field visits to the project locations as needed to continuously monitor the progress and the quality implementation of the project activities, following Technical Coordinators’ advice.
1.5. Continuously assess, analyze and evaluate the impact of the project activities and inform the Programme and the sectorial coordinators - Education and Protection.
1.6. Report in a timely manner to the Head of Mission and Programme Coordinator any eventual challenges or delays faced, loss or damage occurred, fraud or misuse detected.
- Capacity Building
2.1. In cooperation with the Education and Protection Coordinators, assessing the training needs of the technical staff of child protection and education.
2.2. With the support of the HR department, develop and implement a capacity building plan for the project staff.
2.3. In cooperation with the technical coordinators, carry out the identification and selection of the education and child protection staff and volunteers.
2.4. Ensure that the staff and volunteers respect INTERSOS rules and regulations, and adheres to INTERSOS Fundamental Charter Values and Code of Ethics.
2.5. Continuously assess the training needs of the local counterpart, design the training programme and develop the related material for enhanced multi-sectorial response capacity and service provision according to international standards and principles.
- Reporting
3.1. Elaborating and monthly updating the internal monitoring and evaluation tool, the Project Appraisal Tool (PAT), for submission to the Head of Mission.
3.2. With the support of the Programme Coordinator, the Education Coordinator and the Protection Coordinator preparing the projects’ narrative reports, according to INTERSOS, donor and Ministry of Education requirements
3.3. Ensure that all data related to the project activities are disaggregated by sex and age, in order to develop profiles on the different needs and realities of women, girls, boys and men.
- Coordination and representation
4.1. Establish and maintain collaborative relations with relevant donor officers, local authorities, government institutions, partners, key stakeholders and other humanitarian actors.
4.2. Participate in meetings with relevant donor officers, according to the guidelines of the Head of Mission.
4.3. Facilitate field visits of donor's missions.
4.4. Proactively participate in relevant coordination meetings at field level, and provide all necessary inputs to Education, Protection and Programmes Coordinators who participate in the Governorate and National level Cluster’s meetings.
- Head of Base:
5.1 Oversee the logistics, procurement, administration and HR operations in Kirkuk base, aiming to improve the operations systems and processes.
5.2 Manage accountability of Admin and Operations actions in Kirkuk base.
5.3 Support the security analysis and support the HoM in updating the CPPs in the field base and in any other security-related tasks.
5.4 Enforce all security measures as planned in CPP as well as ad-hoc security measures decided by HoM
5.5 Support coordination of emergency interventions in the Iraq.
5.6 Support HoM in Donor relations and representation in Ninewa governorate.
5.7 Support the Grant Writing process.
5.8 Support the HoM on the promotion of accountability and commitment to INTERSOS charter and prevention on power of abuse.
5.9 Cooperate with the Logistic coordinator based in Erbil for any logistic and procurement-related tasks in the field base.
5.10 Cooperate with the Country Finance Officer for the supervision of the financial and administrative aspects in the field base.
5.11 Cooperate with the HR manager for the implementation of the HR procedures at field level.
5.12 Support project field staff in the filed base in the optimal and efficient organization (in terms of administration and logistics) for a smooth implementation of the projects.
5. Required profile and experience
Education
University Degree in Education, Humanitarian and Development Studies or related field
Professional experience
At least 3 years successful working experience in the humanitarian sector, holding project manager or head of base position.
Professional requirements
- Proven experience managing large-scale project in emergency or post emergency context
- Excellent knowledge of PMC
- Knowledge of Education in Emergency issues and general protection issues
- Good knowledge of UN donors and cluster system
- Capacity-building of local NGO
- Experience in managing a field base
- Good communication skills, both oral and written
- Mastery of IT tools (MS Office package, internet, e-mail, etc.)
Languages
- Fluency in English
- Arabic language skills will be considered as a plus
