2. General context of the project

INTERSOS is an Italian non-profit humanitarian aid organization that works to bring assistance to people in danger, victims of natural disasters and armed conflicts. Established in 1992, its actions are based on the values of solidarity, justice, human dignity, equal rights and opportunities for all people and respect for diversity and coexistence, paying particular attention to the most vulnerable and the unprotected.

The present organizational structure of INTERSOS Programmes department is made of a team of one Director of Programmes, four Regional Directors, four Deputy Regional Directors, a Protection Referent, two Medical Referents and the Emergency Unit.

3. General purpose of the position

The Deputy Regional Director (DRD) is assisting the Regional Director on the management, strategic programming, implementation of activities and achievement of objectives related to the geographic area of competence, as well as in the identification and formulation of new interventions. For the implementation of these tasks, several missions on the field should be necessary. The DRD will be dedicated to the “Yemen and Afghanistan” Region.

4. Main responsibilities and tasks

  • To provide support to the Regional Director on the definition and implementation of regional strategy;
  • To define strategies for the geographic area of competence: territorial locations, sectors to be privileged, significant issues;
  • To ensure implementation of regional strategies and systematic updating of needs analyses and critical contextual factors;
  • To ensure the constant and timely sharing of information with the Program Unit (PU), for the purpose of facilitate the adjustment of all actions referring to coordination, monitoring and control of the project activities;
  • To manage relations with donors, authorities and main stakeholders, in support to Heads of Mission;
  • To monitor operators adherence to the Organization Management and Control Model and related procedures;
  • To support the RD in custody and filing of documentation pertaining to the regional area of competence. Provides INTERSOS Headquarters with timely and relevant information on documents that may create legal commitments vis-à-vis third parties;
  • To support the Missions, under directions and in collaboration with the Regional Director, on the identification and formulation of new interventions;
  • To support the Heads of Mission and Project Managers in the formulation, realization and implementation of new projects;
  • To follow up, in coordination also with the Regional Finance Coordinator, the approval process at HQ level of project proposals before submission to the donors, except for those projects that involve a high risk, which must be approved by the Director of Programs and the Secretary General in accordance with the provisions of the risk analysis;
  • To coordinate, supervise and assess under Regional Director directions, the level of progress achieved by each project and Field office within the geographic area of competence;
  • To define the general planning and scheduling of activities to be carried out in the geographic area of competence;
  • To define organizational aspects, coordination, interchange and integration sessions, and communication/information flows in the area;
  • To oversee, check and evaluate key variables concerning project planning and implementation (in relation to formats; INTERSOS and donor constraints and policies; the quality of management processes; the quality of human, technical and instrumental resources; the effectiveness and quality of results and efficiency);
  • In collaboration with the support units (Grants & Compliance, Finance, Logistics, etc.), to ensure compliance with Organization and donor policies, procedures and legal constraints and control the content of narrative reports;
  • In collaboration with the Regional Finance Coordinator, to monitor overall economic and financial planning for the geographical area of competence, ensuring that all expenses remain within the established budget as well as the economic sustainability of the Regional Office;
  • In collaboration with the support units (Grants & Compliance, Finance), to verify compliance with deadlines and timely and appropriate submission of all documentation required by donors including interim and final financial and narrative reports;
  • To regularly update project database and, in collaboration with the Fundraising & Communication Unit, official website content, on the basis of the information provided by Heads of Mission and Project Managers;
  • To assist the Regional Director on the supervision and the management of human resources employed in the region of assignment;
  • To issue recruitment requests to the Human Resources Department to recruit new staff in the geographic area of competence, having checked the budget availability;
  • To oversee interpersonal communication and relationship dynamics, promoting cohesion and motivation;
  • To promote orientation and training sessions for operators in the region of assignment;
  • To further the development and responsibility of local personnel.

5. Required profile and experience

Education

  • Advanced university degree in Human Sciences or International Relations

Professional experience

  • At least 3 years of field working experience, in managing humanitarian programmes with increasing responsibilities

Professional requirements

  • Budget management skills
  • Experience with donor compliance and reporting
  • Strong representation and negotiation skills
  • Demonstrated leadership and interpersonal skills
  • Previous experience in people management
  • ICT literacy compulsory
  • Strong experience with monitoring tools and systems

Languages

  • Proficiency in English is required. Italian is a strong plus
