2. General context of the project

3. General purpose of the position
He/sheiIs the guarantor of the coherence and quality of the HR response to operational needs whilst respecting the contextual specificities of the mission and the projects.
He/she is the guarantor of INTERSOS HR vision pertaining INTERSOS as a responsible employer and development of talent.
He/she conveys HR needs and operational issues in missions to the HR department.
The HR Referent is familiar with all the projects of the area of his responsibility and actively participate in the decision process in relation to the HR strategy in the missions.
4. Main responsibilities and tasks
Accountability of the coherence and quality of administrative and HR management:
• Guide and provide counsel to HRCo for the elaboration and annual revision of an HR strategy which is adapted to the specific mission needs
• Contribute to the analysis of the annual HR needs for the area of responsibility. Mobilise the mission to provide an HR set up which is clear, precise, complete, quality-driven and predictable. Supervise the quality of set up in the mission (Coordination and project)
• Contribute to the development of HR budget
• Ensure the promotion and supervision of the respect and the contextualised practical application of INTERSOS HR principles, policies, procedures and tools by the HRCo, to ensure optimal efficiency. Is guarantor of their coherence and longevity
• Monitor the HR and administrative quality of the mission
• Follow the legal-judicial situation in missions
• Steer the HR Coordinators towards an optimal management of HR information tools (IMP, IRP, etc) and their use as a management tool
• Briefing: the HR Referent liaises with the Pool Manager to guarantee the quality of the induction process of expatriates before arriving on the mission
• Debriefing: the HR Referent links with the HR Coordinators and Pool Manager to guarantee the debriefing of expatriates at the end of the mission
• Matching: the HR Referent is responsible for the expat selection for the missions according to the defined frame for the matching process (both the recruited staff and existing staff).
The HR Referent is guarantor of the quality of the Staff Request
Contribute towards National Staffs detachment and expatriation initiatives
• Link with the missions and provide necessary information to Deployment Administrator regarding deployment process to guarantee the timely start of the mission of the new recruited expatriates
• HR Management
Is guarantor of the taking into consideration of the country context in the decision-making process and the subsequent enforcement
Ensure that decisions applying to employees respect legal aspects and good HR management
Assist the HR Coordinators in their responsibility as career manager for national staff in their mission, and assures the continuity thereof
Supply the Pool Manager with information in order to develop competencies for expatriates
Ensure regular follow up of expatriates during the mission especially in most critical contexts
Advise and develop HR management competencies within missions teams
In collaboration with HR Coordinators is a key factor in the resolution and/or management of conflicts
Definition of HR demand in the HR department
Formative supervision of the HRCos
Frame, support, follow and develop HRCo competencies, together with the Pool Manager who has identified the areas of development in the specific frame of formative supervision.Thanks to the knowledge of the HR issues on the field, he/she is an indispensable relay between missions and the HR department, and takes part in the definition of the HR strategies.
5. Required profile and experience
Education
Preferable degree in HR management, International Relations or administration related studies
Professional experience
Mandatory previous working experience of at least two years in relevant and similar jobs
