JOB DECRIPTION DEPUTY PROJECT MANAGER REINTEGRATION (REINTEGRATION PROGRAM, UNHCR)

Position: Deputy Project Manager Reintegration

Job site: Baidoa and Diinsor (Based in Baidoa with travel to Diinsor)

Report to: Reintegration Program Manager

Duration: 6 Months

Vacancy: 1 based in Baidoa

INTERSOS is a non-profit humanitarian aid organization that works to bring assistance to people affected by natural disasters and conflicts. Established in 1992 with support from the Italian Federation of Trade Unions, its actions are based on the values of solidarity, justice, human dignity, equal rights and opportunities for all people and respect for diversity and coexistence, paying particular attention to the most vulnerable and the unprotected. In Somalia INTERSOS is active since 1992 responding to emergencies that involve IDPs and returnees populations as well as the host community. INTERSOS currently operates in Banadir, Bay, and Middle Shabelle and Mudug regions of Somalia.

Position overview:

The Deputy Project Manager is responsible for the management, implementation and supervision of the project “*Enhancing reintegration and resilience of returnees, IDPs and vulnerable host communities through provision of basic services and livelihoods in Baidoa and Diinsor Districts*”. The project is part of the Reintegration Program funded by UNHCR and envisages a strong education and shelter components. The Deputy PM will be responsible for all the aspects related to the project implementation, monitoring and direct supervision of the field staff. He/she will be directly reporting to the Reintegration Program Manager. The Deputy PM will also be responsible for ensuring timely and precise reporting to the Return and Reintegration Program Manager and, when needed, to the donor.

Main responsibilities:

· Attend and participate and support the district level cluster meetings on education, shelter, protection.

· Ensure timely implementation and reporting of project activities to Nairobi and to the donor.

· Supervise and manage the project field staff.

· Responsible for coordinating activities both in Baidoa and Diinsor with travel to Diinsor when needed.

· Ensure regular staff supervision, field visits and action-oriented feedback for monitoring and evaluation, adherence to accountability procedures and documentation, as well as technical guidelines and INTERSOS education, data protection policy and procedures.

· Compile and write field level report bi weekly and monthly reports about the project progress to be shared with the Reintegration Program Manager on timely basis.

· Directly responsible for liaison with the different stake holders and the authorities in the project implementation areas.

· Support the implementation of other ongoing education and protection programs when needed, thus ensuring integration between projects in the targeted area by the project.

· Focal point for UNHCR funded project at Baidoa level.

Position Requirements:

Education:

· MSc Degree in International Relations, Social Sciences, Education.

· Bachelor’s Degree and considerable demonstrated experience will be considered.

Professional Experience:

· Minimum of 3 years of experience in relevant program management or technical advisory roles in complex Education in Emergency/Protection projects preferably in Africa; experience in Somalia will be highly preferred.

· Expertise in government, non-governmental, and community capacity building for Education and Protection.

· Good working experience in community participation and development.

· Demonstrated ability to design and implement strategies that employ evidence-based approaches to meet project targets, especially under rigorous timelines.

· Experience working and collaborating with diverse sets of stakeholders, such as local NGOs, government officials, donor representatives, and international staff.

Professional Requirements:

· Supportive, versatile, personable and flexible.

· Able to prioritize effectively for execution with limited resources

· Strong analytical and logical ability, works collaboratively, listening, communication and coaching skills.

· Knowledge of technical software for designing water networks.

· Ability to draft procurement

· Experience in monitoring and supervision construction works in a remote management setting.

· Knowledge of main Donor for Protection and Education, especially UNHCR.

· Experience in water tanks design and pipeline installation.

· Knowledge of GIS Software and Mobile data collection technology/tools.

Languages:

· Fluency in English and Somali is required
