A. General context of the project
General context of the project
INTERSOS is a non-profit humanitarian aid organization that works all over the world bringing assistance to people in danger, such as victims of natural disaster and armed conflict. INTERSOS has been operating as an independent organization in Somalia since 1992. INTERSOS main objective in Somalia is to Provide life-saving and life-sustaining integrated multi-sectoral assistance to reduce acute humanitarian needs and reduce excess mortality among the most vulnerable people
B. General purpose of the position, responsibilities and tasks
General purpose of the position
The Medical Activity Manager will have the overall responsibility of planning and implementation of the health/nutrition department projects and activities in the field. Additionally, s/he will be robustly involved in capacity building and training related activities.
· Strive to the achievement of the objectives of INTERSOS health projects in Somalia, by direct supervision of the projects both in Bay and Middle Shabelle region.
· Manage human resources within the Health projects at field level, coordinating and motivating personnel, encouraging continuous update and training on the job.
Main responsibilities and tasks
· Coordinating, assessing and supervising the proper functioning of the medical activities according to INTERSOS protocols, standards and procedures and through the correct compilation and analysis of medical data regarding patients health conditions.
· Participating in the definition of annual planning and budget for the project and in the follow up of the programs/project. Supervising and ensuring that medical activities objectives under his/her responsibility are achieved, reporting to the technical referent any problem arising in the service
· Checking all administrative procedures related to patients’ follow-up (card filling, registers, paper exit, discharge, transfers ...) are carried out correctly and according to INTERSOS procedures
· Ensuring an efficient pharmacy management and monitoring the rational use of drugs, supervising the appropriate use of medical devices and anticipating future needs. Preparing the medical orders needed to implement the medical activities under his/her responsibility, and identifying and reporting to the line manager, non-medical support needs (material, infrastructure, transport, etc.)
· Coordinating and monitoring the daily working plan of the team under his/her responsibility (absent personnel, vacations, tracking leaves ...). Participating in shifts and replaces a staff if necessary
· Planning and supervising, in close coordination with the HR department, the associated processes (recruitment, training, performance evaluation, development and internal communication) of the staffs under his/her responsibility in order to improve staffs capabilities and to ensure both the sizing and the amount of knowledge required
· Ensure quality, transparency and accountability of the projects to donors and to the beneficiaries.
· Participating in the monthly reports according to guidelines
3. Position requirements
Education
· Advanced university degree in medicine or other paramedical studies. Desirable specialization in Tropical Medicine or a degree in Public Health
Professional experience
· Previous experience in the humanitarian field in an emergency context working for an NGO, preferably in the Health and Nutrition sector in Somalia;
Professional requirements
· Minimum 2 years relevant work experience as Medical referent in the humanitarian sector especially in fragile and unstable environments
· Excellent skills in conducting assessments, surveys and using participatory methods for qualitative and quantitative data collection;
· Experience in training and managing data collection and data entry teams, and ability to conduct training for project staff in M&E and reporting;
· Data analysis ability (Excel or SPSS) and other computer literacy skills;
· Excellent analytical and report writing skills to write clear and concise M&E reports, including providing practical recommendations for programming;
· English or French. Multi-language knowledge desirable
· Essential computer literacy (word, excel and internet)
· Demonstrate experience with different donors compliance and reporting

Languages
· Fluency in written and spoken English and Somali is essential;
