2.General context of the project

The project aims at improving the living conditions of the vulnerable Lebanese and Syrian population residing in 6 municipalities in Lebanon, through the creation of temporary employment opportunities. The implementation of Cash for Work activities in the environmental sector, with the involvement of the Municipalities, will lead to complementary income for the targeted population, which will contribute, via the INTERSOS multi-sectoral approach, to alleviate their economic and social vulnerabilities.

3.General purpose of the position

The Project Manager will manage the AICS-funded project - focused on Cash for Work activities, with Livelihood aims - as well as coordination with other INTERSOS’ interventions implemented in the area and cooperation with external stakeholders.

The Project Manager Protection is responsible for the overall management, economic and financial administration of the assigned project and for its entire implementation process, ensuring the achievement of its objectives and results.

4.Main responsibilities and tasks

• Define the organization and operational procedures of the project management (roles, procedures and decision process, operational procedures, work methodology);

• In order to coordinate and organize the project’s activities, he/she regularly participates, with the local coordinator, to meetings with Municipal representatives and beneficiary groups;

• Define the beneficiaries list (local manpower) to be included in the project according to the country and AICS’s guidelines defining the “Cash for Work” sector;

• Supervise the drafting of CfW contracts with beneficiaries and ensure the compliance of the payment practices with INTERSOS and AICS procedures;

• Elaborate, manage and monitor the overall and monthly planning of project activities by simultaneously updating the information contained in the PAT as well as the related economic-financial planning on the basis of the funding received from the donor;

• Manage, supported by the local coordinator, the technical monitoring of the rehabilitation works;

• Ensure the compliance and respect of the budgetary restrictions as well as of the budgetary procedures imposed by INTERSOS and AICS;

• In coordination with the project staff, he/she monitors the procurement of all goods, works and services which are necessary for the project;

• In coordination with the project staff and INTERSOS MEAL unit, he/she defines the data collection methodology as well as the strategy for monitoring the project activities;

• He/she is responsible for the documentation and recording of all project activities throughout the entire lifespan of the project. He/she is also responsible for the delivery of such documentation to the Programme Coordinator, who has to issue a detailed acknowledgment of receipt;

• He/she is responsible for the good management of the project. He/she supervises the correctness of administrative management. He/she manages the financial recording to ensure the compliance of intermediate and final financial reporting with internal (INTERSOS) and external (AICS) requirements;

• He/she is responsible for the appropriateness of the project narrative requested from AICS;

• Participate to the technical meetings with the Representative of the Italian Cooperation;

• Ensuring the coherence with the information included in the PAT, he/she submits to the Programme Coordinator all reports on the project activities to be presented to AICS;

• Ensuring the coherence with the information included in the PAT, he/she submits to the Programme Coordinator all monthly reports on the project activities as well as the final report containing the final assessment of the implemented project and the suggestions for future projects;

• In compliance with AICS’s guidelines and INTERSOS’s procedures, he/she develops the visibility activities;

• When requested or in particular circumstances, he/she provides the communication unit with information on the area of intervention and activities;

• Submit photo and video evidences of the activities to the Programme Coordinator by also providing a description of the content;

• Upon specific request and on the basis of the information provided by the fundraiser, he/she submits the relevant documentation to support communication activities and fundraising while having previously informed the Head of Mission;

• Daily manage the human resources involved in the project and evaluate their performance;

• Supervise, motivate and evaluate the staff and foster its cohesion;

• When requested from the Area Coordinator/Programme Coordinator/Head of Mission, he/she participates to the sector working groups and represents INTERSOS during the technical meetings and other gatherings;

• On the basis of his/her availability, he/she contributes to the implementation of similar and collateral activities of the INTERSOS mission in the area of intervention;

• In coordination with the local INTERSOS protection department, he/she defines a framework of reference for protection cases to be verified or identified during the implementation of the project activities. He/she ensures that the local staff is trained on this subject.

5.Required profile and experience

Education

Qualification: Degree in engineering or architecture.

Professional Experience

• Minimum 4 years of relevant work experience in the management of emergency projects and/or cooperation;

• Previous experience in rehabilitation projects of civil infrastructures;

• Knowledge of the CfW procedures specifically in Lebanon (desirable);

• Previous experience in the Middle East region (desirable).

Professional Requirements

• Perfect knowledge of all the phases of the PCM;

• Previous experience in the management of projects funded by the Italian Cooperation;

• Previous experience with INTERSOS, knowledge of INTERSOS project implementation procedures (Valuable);

• Ability to set high standards for quality of work and quick adaptability and flexibility in stressful environment;

• Ability to manage human, technical, administrative and financial resources;

• Ability to work in a multicultural team.

Languages

• Fluency in English, spoken and written (working language);

• Fluency in Italian, spoken and written (reporting language);

• Arabic is an asset.

Personal Requirements

• Ability to work in partnership with local organizations and under stressful conditions;

• Excellent diplomacy skills and ability to establish inter-personal relationships and negotiation with local authorities;

• Ability to delegate and work in team;

• Flexibility (will have to take on responsibilities that might not be directly on his/her JD);

• Adaptability to changing work environment and possible volatile security situation;

• Stress management skills: ability to work under pressure to meet tight deadlines, with peaks of heavy workloads;

• Good communication skills, both written and oral;

• Strong organizational and problem-solving skills with analytic approach;

• Ability to work in a team and to integrate into an Italian and international work team;

• Excellent skills on MS Office.
